LOOKING FORWARD: Passage of House Bill

Delegate Kathleen M. Dumais

Good Morning to All!

For most of you I presume it is sad to see summer come to an end; however, the good news is we
are closer and closer everyday to reconvening the Maryland General Assembly on January 10th.

Last year the Senate and House of Delegates introduced a total of 2,861 bills. We passed a total
935! One bill however that I have sponsored nine consecutive times has still failed to pass: the
Rape Survivor Family Protection Act.

With the 2018 session of the Maryland General Assembly fast approaching, I invite you all to
express your support and provide testimony so that this bill can finally pass and be made into
law. This bill proposes to authorize a court to terminate the parental rights of a person to a child
who was conceived in nonconsensual sexual conduct committed by said person.

This bill will be the main crux of the session though I am confident it will pass as it has been
receiving increased support. Over the summer I met with the Maryland Bar Association to ensure
the bill is in good shape. The Bar Association has said it will support the passing of this bill this
year.

I am confident the bill will pass during this upcoming legislative session. Until then, I look
forward to hearing from you all.
