OBANDO, Bulacan — Mula
sa isang tahimik na bayan,
na dating kilala sa mga bi-
yayang dagat ng Manila Bay
na makalaunan ay nakara-
nas ng lupit ng kalikasan na
nagpapalubog dito sa tubig
baha, ito ngayon ngayon ay
nagsisimula nang magta-
masa na ibayong kaunlaran.
 Ang panahon ng mabagal
na pag-usad ng ekonomiya sa
bayan ng Obando ay maitu-
turing na bakas na lamang
ng kahapon dahil sa pagpu-
pursige ng mga lider at ma-
mamayan nito na makaahon
na sa kinasadlakan nilang
problema.
Dahil sa mga dating mga
suliranin na naranasan ng
mga residente ng bayan ng
Obando, kapansin-pansin
ang mabagal na pag-usad
ng bilang ng populasyon
nito sa mga nakalipas na
taon, ngunit ngayon ay
unti-unting bumibilis ang
pagtaas ng bilang dahil sa
malahimalang ekonomiya
na nasimulang maranasan
sa bayan na ito nitong na-
kalipas na ilang taon.
Base sa datos ng Philip-
pine Statistics Authority,
mabagal ang pagsulong sa
bilang ng populasyon ng
Obando kung saan noong
taong 1995 ang populasyon
nito ay nasa 51,488, ito ay
tumaas sa 52,906 noong ta-
ong 2000, umangat sa 56,258
nuong 2007, naging 58,009
nuong 2010 at umabot sa
59,197 noong 2015.
Sa ngayon, tinatantya ni
Obando Mayor Edwin San-
tos na umabot na sa 65,000
ang populasyon ng kanyang
bayan dahil sa sumisiglang
ekonomiya na nararansan
sa kanilang lugar.
Taong 2013 nang maupo
bilang alkalde si Santos at
mula noon ay pinagsumika-
pan nito na masolusyunan
ang problema ng tubig baha
sa kanilang bayan. Kung
noon ay pangkaraniwang
suliranin sa mga paa ng mga
naninirahan sa mababang
lugar ang sakit na alipunga,
ito ngayon ay halos mapuksa
na dahil sa matagumpay na
mga flood control projects
na isinasagawa sa kanilang
bayan.
Ipinaliwanag ni Santos
na kaagapay ng mga epekti-
bong flood-control projects sa
Obando ay ang pagbuhos ng
mga nagdaratingan na mga
mamumuhunan sa kanilang
lugar.
Kung dati-rati ang pan-
gunahing industriya ng
Obando ay ang pangingisda,
garments at food processing,
ito ngayon ay nahaharap sa
malaking pagbabago dulot
ng pagsabay ng Obando sa
galaw ng makabagong pa-
nahon.
Buong pagmamalaki na
ibinida ni Harold T. Raymun-
do, ang information officer
ng Obando, na sa ngayon
ay kapansin-pansin ang
pagsusulputan sa kanilang
bayan ng mga convenience
store tulad ng 7-11 at Alfa-
mart, Mercury Drugstore,

government. That is so be-
cause the business model of
mobile apps is totally differ-
ent from licensed software or
software driven services. To
be more specific, the busi-
ness model of mobile apps
is advertising based or fee
based, the latter meaning
fees being charged only if ser-
vices are actually rendered.
The advertising model is
very familiar to most of us,
because that is the business
model of Facebook and many
other social networking
sites. The objective of most
of these sites is to increase
their number of Monthly Ac-
tive Users (MAUs) as much
as possible, because the more
MAUs they have, the higher
their stocks could be worth
when they make their Initial
Public Offerings (IPOs).
In my opinion, the best way
of introducing mobile apps for
the common good is to have
government sponsors and
private partners working to-
gether. By the word sponsor,
I mean government agencies
that would actively champion
the introduction of a mobile
app because it serves a public
purpose, even if it would not
mean the utilization of public
funds.
On its part, the private
partners could be Non-
Government Organizations
(NGOs) that are helping the
government in the achieve-
ment of national goals, even

cial gain for them. Normally
speaking, Public and Private
Partnership (PPP) would
mean a business venture
between both sides, but in
recent times, the meaning
of PPP has evolved to also
mean joint efforts between
the two sides, with neither
side having a financial gain.
Citing again a developer of
mobile apps who has become
my dear friend, “there is
always money to be made by
helping people”. Do not get
me wrong because his mo-
tives are not at all altruistic.
Knowing him, what he means
is that helping people is ac-
tually his primary goal, but
the monetary side thus not
bother him because he knows
that money could be made
one way or the other. Believe
it or not, the philosophy or
ideology of a developer could
actually affect the outcome
of a product. For example,
I know of one product that
would probably fail in the
market because it is driven
by greed. As I know it, the
market would eventually find
out that the product is not
beneficial to them, and the
result of that would either be
a boycott or a decline in sales.
Consumers have always been
intelligent, but more so now,
because of social media.

Easter time and the new life

WE are now in Easter time. It
would be good if we can meditate
more deeply on the significance
of Easter and continue to draw
practical resolutions to guide us
in our earthly life. What a pity
if Easter time would just be a
feel-good moment with hardly
any tangible effect on our lives,
on the way we think, speak,
react, behave, etc.
Christ indeed has risen!
That’s why we sing, Alleluia,
alleluia. As a psalm would put
it: “This is the day that the Lord
has made. Let us rejoice and be
glad in it.” (118,24)
With his resurrection, he has
conquered sin and death, and
has given us a new life in him.
We are now a new creation,
with the power with Christ
to conquer sin and death and
everything else that is not in
keeping with our dignity as
children of God.
As St. Paul would put it,
“If we died with Christ, we
believe that we will also live
with Him.” (Rom 6,8) And he
continued, “For we know that
since Christ was raised from
the dead, He cannot die again.
Death no longer has dominion
over him.” (6,9)
And so we have every reason
that we can live forever in Christ
over whom death no longer has
dominion. In spite of whatever,
we have every reason to be
happy and confident, as long as
we are faithful to Christ.
We just need to realize more
deeply that Christ is alive and
wants to live his life with us,
because we are patterned after
him. Let us not miss this most
golden opportunity.
We therefore have to learn
how to keep him alive in our
minds and hearts. We have to
learn to feel in an abiding way
the new life, the new creation he
has won for us through the cross.
This can mean many things,
but I guess the first thing to

Christ, convinced that Christ,
who now lives forever, is who
we ought to be. We have to
be “alter Christus,” another
Christ. We need to keep this
desire burning in our heart, so
it can translate itself in many
ways into real, concrete things
as manifested in our thoughts,
words and deeds.
This, I believe, is what St.
John Paul II meant when he said
that we are an Easter people.
We cannot allow ourselves to be
downed by despair, no matter
what. Christ has conquered all
our problems for us and with
us. We just have to make sure
that we go to him without delay.
Let’s ask ourselves what we
are doing to keep Christ alive
in us. Are we trying to know
him more and more? Are we
struggling to identify ourselves
with him to such an extent that
his thoughts somehow become
our thoughts too, his desires, his
ways would also be, no matter
how imperfect, our desires and
our ways too?
This is no pipe dream. We
are already given all the means.
Again as St. Paul would put it,
“He (God the Father) who did
not spare his own son but gave
him up for us all, how will he
not also, along with him, freely
give us all things?” (Rom 8,32)
We just have to try our best to
conform our mind and attitudes
to this basic truth of faith and
behave accordingly. Let’s also
do our part by learning how to
pray and meditate, how to keep
our presence of God abiding all
throughout the day, how to con-
template Christ in everything
and in everyone, etc.
We already have a new life.
We already are a new creation.
It’s now up to us to enter into
that reality provided us by our
faith for which we are enabled
with God’s grace!

A verified Petition for Correction of Entry in the Certificate of Live Birth of
Hazel Joy C. Alejo dated January 19, 2018 was filed by the petitioner on even
date through Atty. Tristan Jason Q. Tablante of the Public Attorney’s Office.
Petitioner HAZEL JOY C. ALEJO, by counsel, to this Honorable Court,
avers that:
1. Petitioner is a Filipino citizen, of legal age, and a resident of Brgy. Lawa,
Obando, Bulacan.
2. The Local Civil Registrar (LCR) of Obando, Bulacan, and the Philippine
Statistics Authority are made respondents pursuant to the Rules of Court,
Rule 108, Section 3;
3. Respondents Spouses Joseph C. Alejo and Gilda F. Cano-Alejo are
both of legal age, Filipinos and with residence at Brgy. Lawa, Obando, Bu-
lacan where they may be served with summons and other legal processes
of the Court;
4. Petitioner was born to Spouses Joseph G. Alejo and Gilda F. Cano on
17 August 1996 at Lawa, Obando, Bulacan, with the copy of their marriage
certificate attached as Annex “A”;
5. When petitioner secured a copy of her certificate of live birth from
the National Statistics Office, now Philippine Statistics Authority, she found
out that her year of birth was written as 1956 instead of her true birth year
which is 1996. Copies of her birth certificates from the Local Civil Registrar
of Obando and from the National Statistics Office, now Philippine Statistics
Authority, are attached as Annexes “B” and “B-1”;
6. Petitioner, who is twenty-one (21) years of age at present, has been us-
ing her true birth date in all her records, which is August 17, 1996. To prove
this fact and to prove her true and correct birth date, petitioner attached
copies of her Certificate of Baptism, Police Clearance, Official Transcript of
Records, NBI Clearance, TIN ID, Member Data Records from the Philippine
Health Insurance Corporation, SSS E-1 and DEPED College Diploma as An-
nexes “C”, “D”, “E”, “F”, “G”, “H”, “I”, “J”, and “K”, respectively;
7. In order to put things in better perspective, there is a need to correct the
entry in the petitioner’s birth certificate, particularly in entry number 3, date
of birth from August 17, 1956 to August 17, 1996;
8. The Petition is being filed not for the purpose of defrauding anyone,
and in strict compliance with the requirements of Rule 108 of the Rules
of Court and pursuant to the doctrinal rule enunciated in Republic v. Uy
relative to the correction of entries that involve substantial and controversial
alterations including those on citizenship, legitimacy of paternity or filiation
or legitimacy of marriage;
9. Petitioner requests that her birth certificate be corrected particularly the
entry in the date of birth from August 17, 1956 to August 17, 1996; and ,
10. Petitioner, being a client of the Public Attorney’s Office, is exempt
from payment of docket and other fees incidental to its instituting an action in
court and other quasi-judicial bodies, as an original proceeding or on appeal
pursuant to Section 16-D, Chapter 5, Title III, Book IV of E.O. No. 292, as
amended by Republic Act 9406; which has been duly noted by the Supreme

all persons having or claiming any interest in the correction of entry sought
by petitioner may file an Opposition within fifteen (15) days from notice of the
petition, but not later than the date of publication of such notice.

and Gilda F. Cano-Alejo, the Offices of the Solicitor General, the Provincial
Prosecutor of Bulacan, the Local Civil Registrar of Obando, Bulacan, the

the scheduled date of hearing.
