Reference: Advance copy of Memorandum from CPNP dated March 7, 2018 with subject: “Ligtas SUMVAC 2018” Operational Guidelines. 2. The Summer Vacation (SUMVAC) is fast approaching and the PNP is expected to undertake/implement appropriate interventions and measures to ensure the maintenance of peace and order and delivery of public safety services. For CY 2018, SUMVAC will start on March 23, 2018 and culminate on June 13, 2018. During this period, the following activities are being observed: . Lenten Season Philippine Veterans Week . Araw ng Kagitingan . Labor Day . Flores De Mayo National Flag Day Barangay and SK Elections . Other activities may also include family gatherings, trips to the provinces, religious rites, town fiestas and other significant events. sa>9an9cD 3. As expected, the movement of people can cause traffic congestions and vehicular accidents along major thoroughfares, business and commercial centers, and recreational areas. Moreover, criminals, especially burglars, pickpockets, thieves, robbers and other threat groups usually take advantage of these situations by engaging in nefarious activities. 4. In line with this, the following core PCR activities shall be observed in support to the PNP’s Enhanced Managing Police Operations Strategy to ensure a safe SUMVAC: a. Conduct of awareness campaign for “Ligtas SUMVAC 2018 and ensure efficient coordination of all units and LGUs; b, Design safety tips pamphlets and IEC materials and coordinate with DOT for the production and distribution of these materials; c. Design and display of appropriate tarpaulin for SUMVAC 2018; d. Reproduction and distribution of Information, Education and Communication (IEC) materials on public safety tips for all units; e. Establishment of Public Assistance Desks (PADs) in all places of convergence such as terminals, seaports, and airports; f. Put signages along roads for easy access to police assistance and of possible tourist destinations; g. Orchestrate the active participation of accredited NGOs, radio groups, transportation and petroleum companies, and community-based volunteers as force multipliers in providing public assistance, beat patrol, traffic management, road safety and vehicle roadworthiness, and community watch during the period; h. Coordinate with community-based volunteers and other force multipliers deployed during the security operations for the wearing of appropriate uniform and Identification Cards (IDs); and i. Prepare media release template on security preparations to be used for police services. 5, In this regard, to significantly contribute to the PNP's efforts during ‘SUMVAG, the following DPCR Divisions and concerned PNP offices/units are tasked to perform the following: a. PPD, DPCR 1) Act as overall coordinator of this Plan; 2) Consolidate reports in relation to the celebration of the summer vacation; 3) Designate personnel to monitor weekly reports from DPCR Divisions and PROs for consolidation prior submission to the ‘Command Group; and 4) Perform other tasks as directed. b. PID, DPCR 1) Prepare SUMVAC tarpaulin template for adoption and display by field units; 2) Provide SUMVAC tarpaulins to be displayed at Gates 2 and 3 of Camp BGen Rafael T Crame in coordination with HSS; 3) Conduct awareness campaign for “Ligtas SUMVAC 2018” and in the efficient coordination of all units and LGUs; 4) Prepare and distribute safety tip pamphlets to all units for reproduction and distribution; 5) Include Ligtas SUMVAC 2018 in PICE topics; 8) Coordinate with Department of Tourism (DOT) for the production and distribution of Safety Tips in summer vacation; 7) Maximize the use of PID social media networking accounts for public information efforts; 8) Submit weekly updates or as the need arises, on the prevailing situation of PID concems to PPD, DPCR; and 9) Perform other tasks as directed. CAD 4) Issue directive to lower units for the participation of concerned stakeholders such as accredited NGOs, radio groups, transportation and petroleum companies, and community-based volunteers as force multipliers in providing public assistance, beat patrol, traffic management, road safety and vehicle roadworthiness and community watch during the period. Community-based volunteers and other force multipliers to be deployed during the security operations must be in appropriate uniform with identification card; 2) Submit weekly updates or as the need arises, on the prevailing situation of CAD concems to PPD, DPCR; and 3) Perform other tasks as directed. |. ORG 1) Maximize quad media information dissemination of security measures, anti-criminality tips, and public safety services and hotlines; 2) Intensify public awareness campaign on terrorism, criminality, and public safety; 3) Formulate and disseminate media lines as guide to PNP units on the PNP stand on certain issues and concems; 4) Disseminate PNP programs, activities, accomplishments relative to the Ligtas SUMVAC 2018 through the official social media accounts; 5) Submit weekly updates or as the need arises, on the prevailing situation of IORC concerns to PPD, DPCR; and 6) Perform other tasks as directed. . SPC 1) Strengthen coordination with Muslim communities to gain their cooperation and support in monitoring suspicious persons and activities; 2) Submit weekly updates or as the need arises, on the prevailing SPC concerns to PPD, DPCR; and 3) Perform other tasks as directed. . BFO, DPCR 4) Provide fund support to DPCR activities; and 2) Perform other task as directed. g. PIO 1) Prepare media releases template to be used by public information officers on security preparations and publication of crime prevention tips In coordination with DPCR and DO; 2) Monitor and undertake public information on the PNP programs, activities, and accomplishments relative to Ligtas 2018 SUMVAC through the TRIMP (television, radio, internet, magazine and print) In coordination with the media networks; 3) Prepare and disseminate press releases and feature stories through TRIMP; and 4) Perform other tasks as directed. h. PCRG 1) Orchestrate the active participation of accredited NGOs, radio groups, transportation and petroleum companies, and community- based volunteers as force multipliers in providing public assistance, beat patrol, traffic management, road safety and vehicle roadworthiness, and community watch during the period; Conduct orientation, briefings and lectures to staff and employees of Shell Dealers Incorporated and Petron Corporation for the effective implementation of MOA on “Lakbay Ligtas Project” Police assistance desk; 3) Disseminate PNP programs, activities, accomplishments relative to “Lakbay Ligtas 2018" through the official unit social media accounts and maintained television and radio public affairs program; 4) Issue advisory to partner NGOs to coordinate with local PNP units for assistance during “Lakbay Ligtas 2018”; 5) Undertake “Lakbay Ligtas 2018” activities; and 6) Perform other task as directed. 2) i. PROs 1) Conduct awareness campaign for Ligtas SUMVAC 2018 and ensure efficient coordination of all units and LGUs; 2) Reproduce and distribute IEC materials on public safety tips to the community; 3) Maximize the cooperation and utilization of accredited NGOs, radio groups, transport and petroleum companies and community-based volunteers in providing public assistance, road safety and community watch; 4) Likewise, ensure that community-based volunteers and force multipliers are wearing appropriate uniforms and IDs; 5) Undertake other “Ligtas SUMVAC 2018" activities; and 6) Formulate respective IMPLANS with reference to DPCR IMPLAN to “Ligtas SUMVAC 2018" Operational Guidelines, and furnish this Directorate (Attn: chiefppd.dpcr@gmail.com/ dpcr@pnp.gov.ph) NLT March 23, 2018. 7. Coordinating Instructions: a. Executive Officer, DPCR shall be the overall supervisor in the implementation of this Plan; b. DPCR Divisions with specific taskings shall submit budget requirements to BFO (if any); and c. Lateral coordination among tasked PNP units and DPCR Divisions are encouraged. 8.
