In Santiago the 28th of March of the year 2000, at 9:10 at this
Court's office and in the presence of the lawyer representing the
Government of the United States of America, Mr. Alfredo Etchebery
Ortubusteguy opened the sealed envelope included in the
International Letter of Rogatory and we proceeded to take the
testimony of PAULA ANIK KAISTER DE DOIR, 1.D. No. 6.262.945-1, a
Chilean citizen, 49 years old, single, who reads and writes, and
is sales executive, born in Santiago, and resides on Amapolas,
Number 4328-C at the Comuna de Nunca. She was accompanied by her
attorney, Mr. Roberto Puelma Brieba who said she is the person
summoned in the Rogatory Letter. She was duly identified and
testified the following after being sworn in :
In regards to question Number 1 in these proceedings, I would
like to point out that I was employed as an Agent at the National
Directorate of Intelligence (DINA). 1 worked there from early
1976 until October 1977. - During the time I worked as an Agent
for the DINA I was under the direct supervision of my
Supervisor, Armando Fernandez Larios. I wish to declare that a
chief, whose name I cannot remember told me that I would be
under the supervision of Fernandez Larios. In regards to my
duties at the DINA, they are what would be normal for an
official. TI took a training course and later made a trip to the
United States of America. With regards to the responsibilities T
had, they were the normal ones that an official would have.
In regards to question Number 2, I must point out to this Court T
only held the position T had mentioned before, Agent for the
DINA
In regards to question Number 3, I can say to you, that I did not
hear conversations regarding the planning, commission or
undertaking of the assassination of Orlando Letelier
In regards to question Number 4, I must indicate that I didn’t
discuss with anyone the subject of the Assassination of Orlando
Letelier.
In regards to question Number 5, I can say that I did not see or
hear any reference to Augusto Pinochet regarding the elimination
or assassination of Orlando Letelier.
In regards to question Number 6, I must point out that I did not
see or hear any reference to General Manuel Contreras regarding
the elimination or assassination of Orlando Letelier, since I
never had any contact or connection with him (General Contreras).
In regards to question Number 7, I can say that I did not see or
hear General Augusto Pinochet make any reference regarding the
assassination of Orlando Letelier - I never had any contact orconnection with Augusto Pinochet.
In regards to question Number 8, I can say that I did not hear
any statement or document in which any person admitted
responsibility for or participation in, or knowledge of the
assassination of Orlando Letelier. I include here those made by
Armando Fernandez Larios.
The Court would like to make it known, that during these
proceedings the witness was not asked questions 9, 10 or 11 under
oath.
To question Number 9, I must declare that I did not participate.
To question Number 9A - I have no knowledge of the details.
To question Number 10 - I did not participate.
To question Number 10A - I have no knowledge of the details.
To question Number 11 - I did not participate.
To question Number 11A - I have no knowledge of the details.
In regards to question Number 12, I can say that I did not
participate in any conversation between Pinochet and Contreras,
or with any other government official.
In regards to question Number 13 I can tell you that I did not
participate.
In regards to question Number 14, I can tell the Court that I
knew that Manuel Contreras was he head of the DINA but didn’t
know whom he was reporting to.
in regards to question Number 15 I can tell you that probably due
to their difference in rank, Manuel Contreras was Augusto
Pinochet's subordinate.
In regards to question Number 16, I must point out that the DINA
is composed of a chief, agents and informants. As far as
identifying its successors, I have no prior knowledge in this
regard.
In regards to question Number 17, I don’t know the organizational
structure of the Presidential staff. The only thing I know is
that it is made up of a President and his Ministers of State.—In regards to question Number 17-A, I don’t remember the names of
the Secretaries or Assistants. Besides that, I didn’t know
anybody.
In regards to question No. 18, I don’t know the organizational
structure of the ASEP (Committee of Political Advisors).
In regards to question No. 18-A, I don’t know the organizational
structure of the COAJ during that period.
In regards to question No. 18-B, I can tell this Court that
Fernandez Larios told me we would travel to the United States and
that I would be going as his wife. - when we arrived in the
United States, specifically to Washington, we spent several hours
at the hotel and the following day he left me by myself.
Afterwards he phoned me and told me to travel to New York. It
was there that I had to go to the offices of CODELCO to ask for a
person who wasn’t there. Afterwards, Fernandez Larios called me
again via phone to ask me how it had gone for me at the offices
of CODELCO, and to say we would get together later in New York
City to return to Chile.
In regards to question No. 18-C, I can say that I don’t know
anyone who has information relevant to the assassination of
Orlando Letelier.
