Thank you for your correspondence regarding the threats black bears pose to your honeybee
colonies. I appreciate your taking the time to share your thoughts and concerns with me.

Every Marylander has the right to protect their property from all danger, including black bears.
As such, I am proud to be the primary sponsor of HB177, Killing or Wounding Black Bears –
Penalties – Exemption for Protection of Bee Colonies. This legislation will exempt those who kill
or harm black bears to protect their honeybee colonies from the current penalties for doing so.

It is my sincere hope that this bill will be passed by both the House of Delegates and the Senate
this year. It is scheduled for a hearing on February 15th at 1 p.m. You can track its progress

It is my belief that every Marylander should have the right to protect their property from
danger. Concerns like yours have led me to introduce House Bill 177, which would
change Maryland law to allow farmers to legally use force to protect their honeybee
colonies from black bears. As it stands now, this legislation would exempt those who kill or
harm black bears to protect their honeybee colonies from the current penalties for doing so.

My office is working diligently to ensure that this legislation becomes law. The first step
in the process is a committee hearing, which will determine if the bill will go for a vote by
the entire House of Delegates. It is scheduled for a hearing on February 15th at 1 p.m. You

HB 283 was withdrawn because it likely would have led to a drastic increase in expenses for
many Maryland public institutions. Keeping universities’ expenditures to a minimum is important
because it prevents them from increasing tuition or cutting funds from other departments.
Lowering the cost of higher education is important to me, but HB 283 presents risks to a
university’s budget that may actually make college more expensive. For this reason, I will not
reintroduce it in the 2017 session.

While the goal of the bill was to reduce students’ expenses, it may have actually raised
them. The bill would have caused a drastic increase in expenses for many Maryland public
institutions, likely increasing tuition costs or resulting in budget cuts that would take
resources away from academic departments.

Lowering the cost of higher education is important to me. To prevent raising costs for
students like yourself, I will not reintroduce this bill. I will, however, continue to support
other legislation that reduces costs for students like yourself without imposing financial
strain on universities.

Treatment Act of 2017, currently numbered as Senate Bill 967. I appreciate your taking the time

You and your family have my sincerest condolences regarding the loss of your son. Stories like
yours motivated me to sponsor this legislation, which aims to prevent such tragedies. This bill
would repeal the requirement that pharmacists can only prescribe naloxone to those who have
completed a training program. This provision aims to make this life-saving drug more readily
available to those who need it.

SB 967 would also establish additional programs that seek to save lives. For example, it would
establish a toll-free Health Crisis Hotline that would connect people suffering from addiction with
treatment and prevention services. Together, these policies aim to help lessen the severity of
this crisis so that no more lives are lost.
