Dear Mr. Sundberg and Ms. Fennell:

The Enforcement Division of the Fair Political Practices Commission enforces the
provisions of the Political Reform Act (the “Act”). 1 The Enforcement Division is
reviewing an anonymous complaint received against you regarding possible violations of
the Act’s gift limit provisions. The information filed in the complaint is below.

The violations alleged are:

“Unlawful Travel Payments, Advances, Reimbursements or Other Expenditure

(89506/89521)

Humboldt County Supervisor Ryan Sundberg accepted gift of travel from

transportation company ACV Group LLC on or about January 22, 2018. The CEO
for this company also the owner of Mercer Fraser Company that has pending
rezoning business before the Board of Supervisors. The event was for another BoS
appointed to the Rural County Representatives of California. Sundberg paid $217
towards this flight which appears to also exceed gift limits.

Humboldt County Supervisor Estelle Fennell accepted gift of travel from 3rd party
without any payment. This flight was easily in excess of the gift limit.”

At this time, we have not made any determination about the allegations made in the
complaint. We are simply providing you with this information and may be contacting you
again to discuss this matter. If you have any comments on the allegations, your
