There's currently 50 percent workforces in Indone- sia, which have elementary education background and it's only 8 percent are diploma/bachelor. The quality of human resource is depending on the quality of education facilities, health program, and infrastructure for their basic access. One of some key success factors in executing the ac- celeration and expansion of Indonesia's economic development is based on the intelligent and effective efforts from the actor of innovation from academicians, businesses/industries, societies, legislators, and govern- ment elements. Following some thoughts that should be implemented by summary planned and intelligent utilization on potential youth genera- tion in order to develop the value and progression Indonesia's, there are: 1. Create the human resources which own high competences and good personalities through the qualified science and technology education, social, and humanistic institution; 2. Optimization of the masters and doctorate degree holders which al ready exist, then increase 40.000 to 60.000 in science and technology with plans and stages until 2025; 3. Provisioning the international standard laboratories in basic and applied science in universities and research institutes; 4.
