Authority in the UAE.

It is a wonder how UAE manages to withhold such civility between all kinds of generations, nationalities,
races and religions, isn’t it? It’s all courtesy of the Federal Judiciary and President of the UAE. The laws in
here are unyielding, allowing the cases in UAE courts to be treated fairly and without interference from
any power whatsoever. All defendants, whether Emiratis or expatriates enjoy the right to a fair trial and
this right is clearly projected in the UAE’s laws. The Federal Judiciary enjoys full independence and
justice is the basis of its authority; in its eyes, all are equal. Similarly, the Constitution doesn’t allow any
arbitrary arrest, inhumane treatment and illegal intrusion to private properties. Moreover, the Federal
Judiciary is singlehandedly reined by the highest judicial authority in UAE- the Federal Supreme Court.

The Federal Supreme Court has the highest legislative and executive authority that approves various
federal legislations. The Supreme Council consists of the Rulers of all the emirates. The Supreme Council
manages the following responsibilities:

Framing the general policy on all matters concerning the Federation as per the necessities of the
Constitution and considering the achievement of the objectives of the Federation and the common
interests of the member emirates. Approving the various federal laws prior to their issuance. Ratification
of treaties and international agreements through decrees. Approving the appointment of the President
and the judges of the Supreme Court, Prime Minister of the Federation.

The parliament of UAE is the Federal National Council, which consists of 40 intellectual members. The
work mechanism of FNC has created an excellent relationship between federal authorities, advanced
the legislative system and strengthened the executive authorities. The FNC can amend original drafts
laws from the Cabinet to suit the needs of the citizens. The Cabinet is the Executive Branch of the
federation, handling the execution of all internal and external affairs related to the federation as per the
UAE Constitution and the federal laws, under the supervision of the President and the Federal Supreme
Council. The FNC’s functions are:

Passing, altering or rejecting federal draft laws including financial bills. Examining the Annual General
Budget draft law and the draft law of the final accounts.Discussing international treaties and
agreements. Discussing general subject relating to the affairs of the Federation and offering
recommendations.

In UAE, the post of the President is a constitutional one. The Constitution lays down the provisions
related to this post. In this case, H.H. Sheikh Khalifa Bin Zayed Al Nahyan is the current president of the
UAE. The presidents are elected by the Federal Supreme Council for a five-year term. Being the
President, H.H. Sheikh Khalifa Bin Zayed Al Nahyan has the following powers:

 Head the Supreme Council and manage its discussions.


 Call upon the Supreme Council for meetings and adjourn them as per the procedural rules.
 Sign and issue federal laws, decrees, and decisions endorsed by the Supreme Council.
 Appoint the Prime Minister, accept his resignation, and let him resign from his position with the
approval of the Supreme Council
 Supervise the execution of federal laws, decrees and decisions through the Cabinet and competent
ministers
 Represent the Federation inside the country and abroad and in all international relations
 Any other power vested in him by the Supreme Council or vested in him in conformity with this
Constitution or the federal laws.
