Dear Director Mulvaney,

On behalf of the fifty state agencies representing the National Association of State Agencies for
Surplus Property (NASASP), including six territories and 67,000 donees of federal personal
property to local governments, non-profits, veterans and other organizations, we would like to
inquire who within the OMB is implementing “The guidance to Executive Agencies on Managing
Personal Property…” contained in the attached GAO February 2018 Report, “Federal Personal
Property: Opportunities Exist to Improve Identification of Unneeded Property for Disposal,” (page
23 entitled “Recommendation for Executive Action”).
I would like to engage with that staff OMB contact who is in charge of GSA, or Federal Personal
Property Issues, as they are implementing this recommendation to include our suggestions as they
relate to the directive of the GAO.
