PROVINCIAL SCOUT COUNCIL.

Province a Pro-

from each Local Association, and gentlemen

THE DOMINION COUNCIL.

Scoutmaster's warrants

showing Local Associations organized within the Province,


and the strength of each. It shall keep on sale for Provincial
Associations, literature of the work such as "Scouting for Boys,"
etc., and also proficiency badges.

COMMISSIONERS.
The Dominion Commissioner, appointed by the Chief Scout,
will be the Chief Commissioner for Canada. For each Province,
a Provincial Conmiissioner will be appointed by the Execu-
tive Committee of the Headquarters Council, and where neces-
sarj-, District Commissioners, under the Provincial Commissioner
willbe selected by the Provincial Council. All Provincial and
District Commissioners will be ex-officio members of the Scout
Council of the Province to which they are appointed.

Warrants to Provincial and District Commissioners over


the signature of the Chief Scout will be issued on application.

The Duties of a Scout Commissioner


(a) To inspect Troops and Patrols and advise how to conduct them
on the lines laid down in "Scouting for Boys."

(6) To secure the harmonious co-operation of all Associations and


Scoutmasters in the District.
(c) To be the concurring authority for the recommendation of Local
Associations for the issue
and withdrawal of Scoutmasters'
Warrants before transmission to Headquarters.
(d) To foster and encourage the Movement generally throughout
the district.

Secretaries of Associations will send in to the
Provincial
Secretaries,on the Ist November, brief reports made up to the
30th September of the number of Scouts and the progress
made
generaUy in the district, and these reports will be
forwarded to
Headquarters, at Ottawa, on or before the 30th of
November.
The use of titles and terms denoting naval or military rank

Scout Uniform
(Subject to weather conditions).

Hat.— Khaki colour, flat brim, strap round crown, and


chm-.strap.
Neckerchief.— Of one colour for the Troop. The necker-
chief IS worn loosely knotted at the throat
and also at the ends.
Shiht.— Blue, khaki or grey, two patch pockets (buttoned),
-houlder straps. In winter a jersey or sweater of the same
colour, if preferred.
Shorts.— Blue or khaki.
Belt.— Brown leather. Swivels, coat straps, pouch and
axe optional. Buckles, &c., should be of dull metal.
Stockings.— Dark colour or khaki, coloured tops optional
green garters with tabs showing on outside of leg.
Stockings
are worn turned down below the knee.

Shoes or Boots. Brown or black.

Staff. Marked in feet and inches.
Haversacks.— Worn as a knapsack.

Shoulder-Knot. Six inches, colour as for Patrols.
Whistle and Knife. - -On lanyards, and hitched to swivel
on belt.

Nothing but the above should be worn visibly. All extras to be


cartied in haversack. A
Scout's clothing should be of flannel or
wool, as much as possible; cotton next the skin should be avoided,
as
it does not absorb the perspiration, and is
likely to give ac' I.

SCOUTMASTSRS' UNIFORM.
Any extraordinary "get-up" is much to be deprecated. It is
not allowable for military uniforms to be copied. Those Scout-
masters who are entitled to wear military uniforms should
not
