Government of India Central Electricity Authority Electrical Inspectorate Division ‘Wing No-5, West Block-IT R.K.Puram, New Delhi — 110 066. 2013) Dated: 20.17.2013 Subject: Invitation of comments regarding provision of fire fighting system for oil filled Transformers as per Sub Regulation No.2 (ix) of Regulation No. 44 of Central Electricity Authority (Measures Relating to Safety and Electric Supply) Regulation, 2010. Central Electricity Authority (Measures Relating to Safety and Electric Supply) Regulation, 2010 came into effect w.e.f. 20" September, 2010. These regulations inter alia include sub regulation No. 2(ix) of Regulation No. 44 which inter alia relates to provision of fire fighting arrangements/fire fighting systems in oil filled transformers. This particular regulation enjoins the owner that: (Ox) he shall ensure that the transformer of 10 MVA and above rating or in case of oil filled transformers with oll capacity of more than 2000 liters are provided with fire fighting system as per IS 3034: 1993 or with Nitrogen Injection Fire Protection system:” Whereas, NTPC Limited vide letter dated 22.05.2013 expressed that the above regulation needs to be reviewed as prior to coming into effect of the Central Electricity Authority (Measures Relating to Safety and Electric Supply) Regulation, 2010, the Indian Electricity Rules, 1956 (Rule No. 64(2)(e)) stipulate the measures/arrangements for fire protection in respect of oil filled transformers. It was inter alia pointed out by NTPC Limited that the provisions of Regulation No. 44 (vii) (b) and 44(ix) are not aligned stating " As per above regulation provision, it is observed that Cl. No. 44 vii) b) stipulates requirement of fire fighting system for 9000 Liters and above where as sub regulation no (ix) states requirement of fire fighting system for transformers of 10MVA and above or having oil capacity of more than 2000 liters. Since transformers having capacity 2000 Liter oil corresponds to approx 3-4 MVA, above two requirements ( cl. No. vii) b) & cl. No. ix) of main cl, 44) are not aligned.” itis felt that transformers of 3 to 4 MVA capacity are numerous in number and are located at far and wide locations not necessarily at places like power houses or major sub-stations where facilities like pump house, large tank, hydrant and deluge piping and electrical protection system cannot be provided Transformers of such capacity are typically used in distribution also and are located at remote locations where elaborate provision for pump house, large tank, hydrant and deluge piping and their operation and maintenance may not be possible.
