OBSERVATION:

This Office has observed the recent trend of newly-passed ordinances, in

which they do not really originate from the Executive branch. Thus, there was no
specific department/division who is administratively charged with the proper
implementation, monitoring, and enforcement of the said ordinances in the city.

Thus, there is no need to craft an IRR because the ordinance itself provided
that its effectivity is anchored on the issuance by the proper government agencies
of a national IRR.
