Starting from 01/06/2018, all ships irrespective of size and type anchoring in UAE waters including the Exclusive Economic Zone, shall 1+ Obtain the anchorage permits from the local competent authority (local maritime authority / port authority). 2- Anchor only in the designated area, determined by the local competent authority and abide by theirlaws and instructions, 3 - Appoint a local agent for the ship, approved by the FTA and by the local competent authority. The local agent must obtain the approval of the local competent authority, when the ship's agency transferred to another agent, the new agent shall bear all the obligations incurred by the ship. Provide @ financial security covering the ship- owners liabilities towards seafarers on board merchant ships with a capacity of 200 tons or more, in line with Regulation 2.5 and Regulation 4.2 of the MIC 2006 as amended, and shall have certificates issued as an evidence of insurance by a P&I club approved by the ship's flag state administration. 6. Ensure the validity of all ship's certificates, annual surveys are carried out on time and duly endorsed, safely manned, complying with the international maritime conventions and codes, circulars and guidelines issued by the ship's Flag State administrations, as well as compliance with the laws of the United Arab Emirate. 7. Obtain prior approval from the local competent authority, to carry out the following activities during the permitted stay at the designated anchorage area: 7.4 Cleaning, maintenance or painting of ship's exterior hull. 7.2 Cleaning of tanks or cargo holds. 7.3 Hot work 7.4 De-ballasting operations. 7.5 Bunkering operations. 7.6 Ship to ship cargo operations. 7.7 All diving operations or any underwater operations. Or any other operations that require the approval of the local competent authority. Ship responsibilities: 1. The Ship-owner shall bear all consequences if the ship causes any harm to the marine environment or damages to another ship or any other party. 2. The ship owner shall notify the local competent authority, in the event the ship loses her anchor, and shall bear all responsibilities for all the damages resulting due such incident and all expenses related to the recovery operations. 3. FTA may carry out inspections onboard any merchant ship which the provisions of this circular apply on, during her stay inside UAE waters, and local competent authority, may monitor and control the ship within the waters of the Emirate, to verify whether the ship is complying with the provisions of this circular. 2. The FTA may ban any merchant ship from anchoring in UAE waters, and the local competent authority, may ban it from anchoring in her waters. Both entities have the right to cancel the anchorage permission at any time and request the ship to depart UAE /local waters if the public interests require so. 3. Merchant Ship ordered to depart UAE waters by FTA or the Emirate's water by the local competent authority, shall immediately comply with their orders and instructions, 4 Any ship fal to depart UAE waters after receiving the FTA orders by more than 24 hours, the FTA has the right to ban it and ban other ships belonging to the same owners from calling UAE waters and ports. In addition, other penalties and fines may be imposed by FTA or local competent authority.
