No. GH/VI29 of 2010/TPV-1094/1235/V :— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of all the rules made in this behalf, the Governor of Gujarat hereby makes the following rules to provide for regulating the recruitment to the post of Junior Town Planner. Class Il, in the Town Planning and Valuation Department, namely :~ 1, These rules may be called the Junior Town Planner, Class Il, (Town Planning and Valuation Department) Recruitment Rules, 2010. 2. Appointment to the post of Junior Town Planner, Class It in the Town Planning and Valuation Department shall be made either - (1) Q) by promotion of a person’of proved merit and efficiency from amongst the persons who - (a) have worked for not less thar seven years as a Planning Assistant, Class IUl, in the ‘Town Planning and Valuation Department : oie Provided that where the appointing authority is satisfied that a person having the experience as specified above is not available for promotion and that it is necessary in the public interest, to fill up the post by promotion even of a person having experience for lesser period: it may. for reasons to be recorded in writing. promote such person who possesses experience of a period of not less than two-thirds of the peried specified above; (b) have passed the qualifying examination for computer knowledge in accordance with the Gujarat Civil Services Computer Competency Training end Examination Rules, 2006; Or (2) By direct Selection. 3. The appointment by direct selection and promotion shall be made in the ratio of 1:1, respectively. 4. To be eligible for appointment by direct selection to the post mentioned in rule 2, a ‘candidate shall, - (@) not be more than 30 years of age; (&) Possess a degiee~trarchitecture or Civil Engineering obtained from any of the University or'an Institution established or incorporated by an Act of the Parliament or a State Legislature in Jndia or an institution declared to be deemed as University under section 3 of the University Grants Commission Act, 1956 (3 of 1956) or an equivalent qualification recognized as such by the Government or possess an equivalent qualification recognized as such by the Government; (c) Possess a Post-Graduate degree of Diploma in City Planning of Town Planning or Traffic and Transportation Planning or Regional Planning or Urban Design obtained from any of the University or an Institution established or incorporated by am Act of the Parliament of a State Legislature in India or an institution declared to be deemed as University under section 3 of the University Grants Commission Act, 1956 (G of 1956) or an equivalent qualification recognized as such by the Government or @ membership obtained by an examination of Institute of Town Planners of India. Was @ © ‘A candidate appointed by direct selection shall be on probation for a period of two years. oO @ G) ‘The candidate appointed by direct selection shall be required to furnish a security and surety bonds in such form, for such period and for such amount as may be prescribed by the Government in that behalf. GUJARAT GOVERNMENT GAZETTE, 18-02-2010 Possess the, basic knowledge of computer application as prescribed by the Gujarat Civil Services Clasrification and Recruitment, (General) Rules, 1967 as amended from time to time in that behalf; and Possess adequate knowledge of Gujarati and / or Hindi or both: Provided that upper age limit may be relaxed in favour of a candidate who is already in the service of the Government of Gujarat in azcoréance with the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967: Provided further that preference may be given to a candidate having the knowledge of computer relevant software. ‘A candidate appointed by direct selection shall during his probation be required to pass the qualifying examination for computer knowledge in accordance with the Gujarat Civil Services Computer Competency Training and Examination Rules, 2006. A candidate appointed by direct selection shall be required to pass an examination in Gujarati or Hindi or both in accordance with the rules prescribed by Government in that behalf, The candidate appointed either by direct selection or by promotion shall have to underge such training and pass post-raining examination in accordance with the rales prescribed by Government in that behalf. These rules may be called the Junior Town Planner, Class II, (Town Planning and Valuation Department) Recruitment (Amendment) Rules, 2014. 2. In the Junior Town Planner, Class II, (Town Planning and Valuation Department) Recruitment Rules, 2010, in rule 4, - () in clause (a), for the figures and word, “30 years”, the figures and word, “32 years” shall be substituted; (i) in clause (c), after the words “Urban Design” the words “or Urban Planning or Infrastructure Planning or Industrial Planning’ shall be inserted.
