Study Area
The work done was for the North West region of the City of Springfield, Oregon. Figure 1
shows the study area as seen in Google Earth. The road lines visible in the image mimic the sanitary
sewer beneath to a degree.

Methodology
The processing of spatial data was done using AutoCAD MAP 3D 2017, while calculations
were done using Microsoft Excel 2016. To begin the process of determining the cost of
repairing/replacing sections of the Springfield sanitary sewer, a map template is loaded. In this
case map2d.dwt is loaded. The provided files are then attached to the created map using a drive
analysis. The files were located within the Niagara College X: drive (GIS Data) and were accessed
through a drive aliases that was created for the purpose of this assignment. The drive aliases
provides direct access to these files in a quick and efficient manner. Using the drive aliases,
provided data is loaded into the workspace. Table 1 contains a list of the provided files and a
description of said files.

With the data loaded into AutoCAD the next step was to query the data for the desired
information. The Streets and Taxlots were disabled so only the sanitary sewer lines could be seen.
Under the map explorer tab the query library was accessed to filter the data for the information
needed. Each query was built based upon the costs estimates provided by the city of Springfield.
Table 2 contains the cost estimates for relining a pipe based off of the diameter and length for
concrete. Table 3 contains the replacement cost per foot for PVC pipe

Using the provided information regarding the material and diameter, several queries were
created. The first set of queries dealt with the concrete pipe reline cost and were done based off of
a range, while the second set of queries for the PVC pipe replacement were done using absolute
values. This is because the concrete pipe costs are done based off of a range of diameters while
the PVC cost is based on a set, singular dimeter. Figure 2 shows the tool used to build the query
when it is set to PVC pipe with a dimeter of eight inches.

As a subsection of the query builder, there is also a report generator that can be used to
create text files containing information regarding the queried topics. Figure 3 shows the report
builder winds. For all of the queries done, the output report contained the length of the pipe
segments, the material the pipe was made of and the diameter of the pipe.
The query tool was changed to produce first a report and then a drawing of the queried
objects. This process was repeated for each of the concrete pipes first, each time the query was run
the colour of the queried pipes was changed. With all of the concrete pipe queries done, the display
was exported as an ESRI shape file containing the pipe material, diameter and length. This same
process was then run on the PVC pipes, obtaining reports for all of the diameters of pipe. Once all
of the reports were generated the PVC display was also exported as a shape file. Figure 4 shows
the Concrete pipes in the sanitary sewers (left) and the PVC pipes (right).
The shapefiles were loaded into ArcMAP 10.5 and given proper layouts with all required
map features. The reports were opened in Microsoft Excel 2016 then merged into a single

workbook. The total length for each diameter of pipe was determined and using that, the total cost
of the repair/replacement to the sanitary sewer system was calculated.

Queries
Several queries were utilized for the retrieval of useful information. Overall, the queries
can be divided into two types, Concrete Queries and PVC Queries. Both queries were done with
only data queries, taking their information from the data fields of the Sanitary Sewer file. The PVC
queries were the simpler of the two, using only a material (Data:Sewer_Pipe_Data: Material =
PVC) and a size (Data:Sewer_Pipe_Data: Size = diameter) where the diameter is once of the values
provided by the city in the terms of reference. The diameter value was altered for each of the
queries needed and can be seen in Table 3.
The concrete pipe query is almost identical, with a slight change to the material query
(Data:Sewer_Pipe_Data: Material = CON), what does change is the addition of a second size
query. Rather than a set value, two size queries were used to create a range of values. One was set
of Size => smaller diameter while the other is set to Size <= larger diameter. Using these search
parameters, the query returned all of the concrete pipes with a diameter within the set range. The
ranges were provided by the city and can be seen in Table 2.
For both sets of queries, the change attribute is used, changing the colour of the queries
sanitary sewer pipes to a new one. A new colour was chosen for each query to differentiate between
material and diameters. Figure 4 shows the concrete pipes (left) and PVC pipes (right).

Discussion
The total cost for the replacement/relining of the sanitary sewer system in the proposed
area of Springfield will cost $692,660.82 USD. This total was reached by querying the data files
based on the material, diameter and length of the sanitary sewer pipes in Springfield, as provided
by the city public works division. Table 4 contains the calculations based on the total pipe lengths
and the cost or replacement/relining provided by the city. The length values have been rounded to
two decimal places, but calculations were done using all values.

Conclusion
The total cost of the sanitary sewer project was calculated to be $692,660.28 USD. This is
based off of the query results obtained from AutoCAD MAP 3D 2017 and the cost data provided
by the City of Springfield Public Works division. Maps were built detailing the location of these
pipes that are available in the Appendix. Appendix 1 details the concrete pipes locations, Appendix
2 details the PVC pipe location while Appendix 3 contains both of the sanitary sewer pipe types.
Appendix 4 is a copy of the third sanitary sewer map but with the addition of the provided street
and tax lot files.
The most costly part of the proposed project will be the replacement of the PVC sanitary
sewer pipes. Replacing the 8” diameter pipes alone will cost $437,114.40, almost two thirds of the
total estimate. One option for the city that may be more costly in the short run would be to replace
what PVC pipe they can with concrete pipe. While the initial cost of doing so would be higher, the
reline cost in the future would be far lower than the cost of replacing the PVC pipe. The cost of
relining the concrete sanitary sewer currently in use represents only 10.9% of the overall cost of
the sanitary sewer project. Should the same project have been done but all of the pipes used were
concrete in need of relining, the overall cost would only be $129,898.88, which represents only
18.8% of the current project.
