For conducting VAT, says to be the major change of taxation in Thailand, it is the
massive reformation of tax in a country. It predicts to be facilitate to export investment and
rapid expansion of the economy. Since VAT is not a duplication of duty, such as trade taxes.
In addition, VAT would bring the taxpayers fairness and ease of compliance. The use of VAT
is the result of rapidly economics of Thailand expanded, the economic and financial status are
very stable while there is news of an inappropriate article about the structure of trade tax
system in the country such as the recent trade tax system complexity and variety of tax rate
structure beyond the deficiencies of trade tax system that unfavorable for improving the
country’s economic. The government desire to modify the tax system still a continuance from
the taxation as well, says the ability to earn state revenue through trade and tariff have

With all the reason above, the ministry of Finance considers the cancellation of
purchase tax and step up for value-added tax or VAT. The value-added tax says will have the
only rate appropriate with all kind of goods and services. For any goods that are
economically justified to collect higher than the VAT rate, additional excise tax is levied on
tax.

Prince Mahidol Award Foundation January 1st 1992

A royal son of their majesties King Rama V and Queen Savang Vadhana of Siam was
born on January 1, 1892 named Prince Mahidol of Songkla. He received his education in
England and Germany and earned a commission as a lieutenant in the imperial German Navy
in 1911. In 1917, Prince Mahidol resigned from the Thai Navy and enrolled at Harvard
University in the United States. Prince Mahidol obtained his certificate of Public Health in
1921 and a Doctorate in Medicine in 1928. He returned from Harvard to teach preventive and
medicine to students at Siriraj Medical School. He pursues his wish of helping people and
bereaved himself as a resident doctor at McCormick Hospital in Chiang Mai. He suffered
from a fatal kidney disease and passed away on September 24, 1929 in Chiang Mai at the age
of 37 years, 8 months and 23 days.
The Prince Mahidol Award Foundation was established by the royal permission of
His Majesty the King Bhumibol Adulyadej in accordance with the proposal of Faculty of
Medicine, Siriraj Hospital, in commemoration of the Centenary Birthday Anniversary of His
Royal Highness Prince Mahidol of Songkla on January 1st, 1992. The Foundation was
established in honor of His Royal Highness and in recognition of his glorious contributions as
“The Father of Modern Medicine and Public Health of Thailand.” The emblem of the
foundation is written in Thai as “มูลนิธริ างวัลสมเด็จเจ้าฟ้ ามหิดล ในพระบรมราชูปถัมภ์” and
written in English as “Prince Mahidol Award Foundation”. For the first award foundation, the
awardees are Mr. William Richard Shaboe Doll from United Kingdom in medicine major
field and Mr. Chen Minzhang from the Republic of China in public health major field. Mr.
William Richard Shaboe Doll are outstanding research on the relations between smoking and
disease. As for Mr. Chen Minzhang, he was outstanding research on the relations of the fight

The Collapse of the Soviet Union December 26th 1991

On December 25, 1991, people all over the world watched in amazement of this peaceful
modification when Mikhail Gorbachev announced his resignation and the Soviet flag were
lowered for the last time over the Kremlin states that the Cold War between the United States
and The Soviet Union had ended. (U.S. Department of State, n.d.)

The Russian people have interpreted Gorbachev's conclusions about the betrayal of
the Soviet Union by the policy he had established:
When he became president of the Soviet Union in 1985, Gorbachev inherited both a
moribund economy and a crumbling political system. Many historians believe that
the two policies he put in place to address the nation’s challenges, glasnost
(“openness”) and perestroika (“restructuring”), hastened the dissolution of the Soviet
system, which was already in decline. (Adam Janos, 2018, para. 3)

The first major, Glasnost begun in the late 1980s, the government allowed more freedom of
speech. It also allowed the media to report on issues and citizen can have a protest. The
second major, Perestroika undertake at the same time. Its main idea is to restructure the
Soviet economy to work more efficiently. The major allowed some private ownership and
released some tight control of the government had on the economy. However, it wasn’t a
successful strategy so things got worse. With the new found of Gorbachev’s reforms, some
country of the Soviet states began to rebel and soon more states wanted independence
because of the shortage and economic hardship. However, the Warsaw Pact and the Berlin
Wall Fell also have impact on people perspective of Gorbachev. On December 25, 1991,
Mikhail Gorbachev announced his resignation and the Soviet flag were lowered for the last
time over the Kremlin. The Soviet Union ended with the start of the CIS or Commonwealth

The Commonwealth of Independent States (CIS), also called the Russian


Commonwealth, established in December 8th 1991 by Russia and 11 other republics that were
part of the Soviet Union. The CIS happened when the elected leaders of Russia, Ukraine, and
Belarus signed an agreement forming a new association to replace the U.S.S.R. or Union of
Soviet Socialist Republics. On December 21st 1991, the leaders of eight additional former
Soviet republics, including Armenia, Azerbaijan, Kyrgyzstan, Kazakhstan, Moldova,
Tajikistan, Turkmenistan, and Uzbekistan. They signed the Alma-Ata Protocol which can be
either explained as expanding the organization to these states or the proper foundation date of
the CIS. The CIS had several goals for establishing these organization, including
coordination of foreign members and security policies, development of a common economic
space, support human rights, maintenance of the military assets of the former USSR, creation
of shared transportation and communications networks, environmental security, regulation of
migration policy, and efforts to combat organized crime. Even though the organization was
designed to replace the Soviet Union, it was not a separate state or country, it’s an
international organization designed to promote collaboration among its member in a variety
