This letter is being delivered at the request and direction of Jeffrey Balser, President and
CEO of Vanderbilt University Medical Center (“VUMC”), and as contemplated by the
process for reviewing a program’s decision of non-renewal (2017-2018 VUMC House
Staff Manual Section IV.C.1.g, (p.63)) and the House Staff ComplainyGrievance
Procedure (2017-2018 VUMC House Staff Manual Section V (p. 65)).
The Graduate Medical Education Review Committee (the “Review Committee”) has
completed the review of your placement on the Corrective Action of Non-Renewal and
the continuation of your placement on the Corrective Action of Probation through June
30, 2018 (letter dated February 28, 2018) which outlined a number of areas of concern
about your performance and professionalism related to your surgery residency.
The concerns leading to these actions, as detailed in the February 28, 2018 letter noted
lack of sufficient improvement in performance and conduct in key areas over the
preceding several months, with the most significant areas of concem in patient care,
communication, and medical knowledge. That letter included a detailed summative
assessment that your performance had not shown sufficient progress to continue as a
resident in the Surgery residency program and to function at the level of proficiency and
independence appropriate for a PGY3 or PGY4 resident.
Dr. Balser has received and reviewed the recommendation of the Review Committee to
uphold your placement on the Corrective Action of Non-Renewal and to uphold the
continuation of your placement on the Corrective Action of Probation. He has also
considered the review by VUMC Employee Relations of your allegation that VUMC has
created a hostile work environment and engaged in disparate treatment of you compared
to your peers which review concluded that your allegation was not substantiated, and
which allegation and review conclusions were reported to the Review Committee before
it reached its decision.
Tam writing to inform you that Dr. Balser concurs with the Review Committee's
recommendation and has decided to uphold your placement on the Corrective Action of
Non-Renewal and the continuation of your placement on the Corrective Action of
Probation
