Gotham City

Criminality Scale: The Four R's of Crime, Roland, Rupert, Richard and the Roman.
Roland Dagget of Dagget Industrial: Operations are entirely legitimate, but also
highly unethical. Roland Dagget is at least theoretically unprosecutable, but the
personal harm he has inflicted on the working class of gotham is hard to fathom.
Known offenses include Ignoring or Skirting Safety Regulations, Mismanaging Waste
Disposal, lowering the human cost by embracing industrialization, outsourcing and
"unknowingly" utilizing child labor, and good old fashioned tax evasion. He's good
friends with nearly every politician in gotham and every other member of this list,
and he's an incredibly good, if highly morally reprehensible, businessman. He was
threatening to tip the balance of power before the atlantean invasion.

Rupert Thorne of Thorne Financing: Ruper Thorne is something of a moneyman for all
the big families in Gotham, and he's the single most powerful banker in Gotham. He
also is known to be incredibly corrupt and has become increasingly predatory with
loans, loan sharks and repo men, who often consider kneecaps an appropriate partial
return. Such instances are often very public, since it makes other debtors MUCH
more willing to repay their debts, but they can never be tracked directly back to
Thorne. He has set up his own "boss" of his criminal activities, Carl Grissom, to
deflect any such suspicion. For self-evident reasons, Thorne is likely the single
richest man on this list, with the possible exception of Carmine Falcone. His
economic might could help all three companies on this list survive the atlantean
invasion, but would ruin his own coffers initially... even helping one of them is a
gamble he may not be willing to take, since he's sitting pretty.

Richard Sionis and Sionis Industries: Sionis Industries has increasingly had to
turn to crime to survive the juggernaut of Roland Daggett and Daggett Industrial,
and Richard Sionis is thoroughly in the pocket of a crime lord, who freely uses his
materials for his own ends. This crime lord is Falcone's friendly rival and
business "partner" Salvatore "The Boss" Maroni. While the industrial side of the
business is largely intact, (particularly construction, which Sionis has a virtual
monopoly on) Sionis Industries itself is little more than a shell company and Roman
Sionis is growing increasingly distressed and paranoid over the situation, often
turning to violence to solve problems (and drugs to keep himself calm.) Luckily,
the restabilizing of Gotham has presented him with new opportunities to fight his
biggest enemy, Roland Daggett.

Carmine Falcone and Falcone Shipping: The Roman. The Boss. The King of Gotham. It
goes to show just how powerful the Falcone crime family is that everyone in gotham
must work to appease their kingpin. Carmine Falcone is the most powerful criminal
in Gotham bar-none, and it's through his guiding hand that the city has slipped
further and further into poverty while his empire grows richer and richer. Sub-
families include the Maronis, the Valestras, the Vitis and the Gazzos. He
disapproves of Rupert Thorne lifting a puppet crime lord up, but as long as Grissom
stays a puppet of thorne, he's happy.
