Conditions and Pre-Purchase Inspection Process

Appendix J to Request for Proposal dated 13 July 2016


Part 1. Original Aircraft Delivery Conditions (OADC)
OADC
OADC Description
Reference

The Aircraft’s type shall be certified by EASA in the transport


OADC1
category.

OADC2 The MTOW of the Aircraft shall not exceed 90 tonnes.

The Aircraft shall have a stand up cabin enabling split and multi
section configuration, as per the Concept Conversion Specification, as
OADC3
set forth in Part C of Schedule 8 of the Agreement (Requirements,
Additional Requirements and Concept Conversion Specification).

The Aircraft shall be airworthy and have a valid CoA issued by the
Aviation Authority, without any limitations or conditions stated
thereon, and be consistent with the Aircraft's type certificate
OADC4 approved by EASA, with Engines, APU, other Parts and all systems
working properly and fully operational, within specified limits in
accordance with the parameters outlined in the Maintenance
Manuals.

The Aircraft shall have no permanent and irreversible deviation from


the Manufacturer’s recommended Approved Maintenance Program
resulting in supplemental, extension, waiver or increased frequency

of inspection, unless otherwise agreed in writing between the Current
Owner and the Seller, with the express written consent of the
Purchaser.

The technical records and documentation of the Aircraft shall be


complete, concurrent and meet the requirements of EASA for the
purpose of the registration of the Converted Aircraft in the
OADC6
Netherlands, unless otherwise agreed in writing between the Current
Owner and the Seller, with the express written consent of the
Purchaser.

The Aircraft shall have no damage history and no damage of any


kind, unless otherwise specified and agreed in writing between
OADC7

Purchaser.

Part 2. Aircraft Conditions (AC)
AC Reference AC Description

The Aircraft’s type shall be certified by EASA in the transport

Part 3. Pre-Purchase Inspection Process

Scenario A

Seller will undertake a comprehensive Pre-Purchase Inspection of the Aircraft following the
announcement of the Preferred Tenderer. Purchaser’s Technical Advisors shall be entitled
to attend the Pre-Purchase Inspection, which will consist of the following minimum work
scope:

1. Maintenance data review

1.1 Seller will provide commentary on the availability of an approved maintenance


program with its last revision, Seller to record approval date and revision.

1.2 Seller will inspect and ascertain the completeness of Airframe, Engines and APU
logbooks including general review of maintenance work reports certificate of
release to service compliance.

1.3 Seller will:

- Review the relevant dent and buckle charts including physical survey on the
aircraft.

- Review and copy the hold item list.

- Review the life limited component list.

- Review airworthiness directives compliance status.

- Review Service Bulletins and service letters compliance status.

- Review modifications/alterations status.

- Review STC`s and validations of STC`s.

1.4 Seller will verify and comment on the completeness and availability of the
following documents:

- ECoA.

- Noise certificate.

- Production aircraft test certificate.

- Weighing report (weight and balance report).

- STC’s & supplemental manuals (list to be provided).

- STC’s instructions of continued airworthiness.

1.5 Seller undertakes to perform a full documented review of Aircraft records and
documents; the scope of such review shall be no less than the review of records
and documents completed for the purpose of an airworthiness review in
accordance with paragraph M.A. 710 of European Commission regulation No
1321/2014.

2 AIRCRAFT SURVEY COCKPIT, CABIN, GALLEY AND TOILETS

2.1 Cockpit inspection

Seller will:

- undertake general inspection of cockpit concerning wear and tear (carpet,


panels, seats and verification of no inoperable labels).

- review placards and markings, air speed placards, compass placards (last
compass check), selcal placard.

- Ascertain availability of crash axe, torch, life vest, smoke goggle, fire
extinguisher, personal breathing equipment as per the emergency
equipment layout.

- Ascertain condition of windshields and sliding windows (for burn marks,


delamination).

2.2 Cabin, lavatories and galleys inspection

Seller will:

- ascertain emergency equipment markings and condition as per emergency


equipment layout.

- ascertain the presence of emergency equipment, torch, megaphones, first


aid kits, life vests and fire extinguishers.

- if fitted, check cabin entertainment system for proper function (earplugs,


screens, speakers, control panels).

- check lavatory area for leaks (remove carpet if necessary to ascertain


staining and potential corrosion).

- carry out a functional check of passenger address system, satellite phone


and in-flight entertainment equipment.

- check cabin lights, emergency lights and signs for functionality (non-
smoking and fasten seat belt signs as well reading lights and the
cabin/galley and lavatory light including dim function).

2.3 Aircraft survey cargo compartment and bulk

Seller will:

- ascertain condition of side walls, liners and floor boards including markings.

- carry out a functional check of cargo lights.

- check for hydraulics and water leaks.

3 AIRCRAFT SURVEY EXTERNAL

Seller will:

- carry out a general visual inspection of fuselage, wings (including flaps and
slats), doors, stabilizer and Engines for dents, nicks, scratches,
delamination, corrosion, leaks, lightning strikes, paint condition, markings,
placards and general condition of aircraft.

- carry out a general visual inspection of flight control actuators and hydraulic
compartments for hydraulic leaks.

- carry out a general visual inspection of main Landing Gear and nose Landing
Gear, wheel wells and components to ascertain any leaks, wear or corrosion.

- carry out a detailed visual inspection of wheels and brakes for condition and
wear.

- carry out a general visual inspection of Engines and APU for leaks.

- carry out functional check of external lights.

4 ADDITIONAL INSPECTIONS

4.1 Seller shall carry out maximum power assurance runs, a vibration survey and
acceleration/deceleration checks which shall be performed in accordance with the
relevant Engine Manufacturer maintenance manual for the type, variant and
thrust rating of the Engines. Detailed results showing the margins to the limits
specified in the relevant Engine Manufacturer maintenance manual for the type,
variant and thrust rating of the Engines and the hot day EGTM measured for each
Engine shall be provided to Purchaser’s Technical Advisors as soon as practica ble.

4.2 Seller shall undertake an APU condition monitoring check in accordance with the
relevant APU Manufacturer maintenance manual for the type and variant of the
APU. Detailed results showing the margins to the limits specified in the relevant
APU Manufacturer maintenance manual for the type and variant of the APU shall
be provided to Purchaser’s Technical Advisors as soon as practicable.

4.3 Seller shall undertake an oil sample analysis on each Engine and the APU.
Detailed results of the oil sample analysis shall be provided to Purchaser’s
Technical Advisors as soon as practicable.

4.4 Seller shall review copies of the Engine trend monitoring data for the last 12
months prior to commencement of the Pre-Purchase Inspection and of the last 12
months of regular operation of each Engine to detect adverse Engine condition
monitoring trends if any.

4.5 Seller will undertake a fuel sample for microbiological contamination analysis in
accordance with the relevant Aircraft Maintenance Manual task.

4.6 Seller will carry out a hydraulic fluid sample of systems for analysis in accordance
with the relevant Aircraft Maintenance Manual task.

4.7 Seller will undertake for each Engine, a full borescope inspection of the hot and
cold sections, combustion section and inlet and exhaust areas performed.

4.8 Seller will undertake an APU borescope inspection.

5 REPORT AND RECTIFICATIONS

The results of all inspections set out above will be summarized in a report which the Seller
will provide to the Purchaser’s Technical Advisors and all defects arising from these
inspections as set out in the report will be rectified and completed by the Seller prior to
Anticipated Agreement Execution Date unless otherwise agreed between Seller and
Purchaser in writing.

Engine and the APU.

4.4 If applicable, Purchaser’s Technical Advisors shall review copies of the Engine trend
monitoring data for the last 12 months prior to commencement of the Pre-Purchase
Inspection and the last 12 months of regular operation of each Engine to detect
adverse Engine condition monitoring trends if any.

4.5 Purchaser’s Technical Advisors will undertake a fuel sample for microbiological
contamination analysis in accordance with the relevant Aircraft Maintenance Manual
task.

4.6 Purchaser’s Technical Advisors will carry out a hydraulic fluid sample of systems for
analysis in accordance with the relevant Aircraft Maintenance Manual task.

4.7 Purchaser’s Technical Advisors will undertake for each Engine, a full borescope
inspection of the hot and cold sections, combustion section and inlet and exhaust
areas performed.

4.8 Purchaser’s Technical Advisors will undertake an APU borescope inspection.

5 REPORT AND RECTIFICATIONS

The results of all inspections set out above will be summarized in a report prepared by the
Purchaser’s Technical Advisors and all defects arising from these inspections as set out in
the report will be rectified and completed by the Seller prior to Anticipated Agreement
Execution Date unless otherwise agreed between Seller and Purchaser in writing.
