**IMPORTANT NOTES**

1.0 Compliance and submission of fund release requirements shall be until October 31, 2018. Funds for
non-compliant municipalities shall no longer be released (6.3.3)
2.0 Implementation of the project prior to the submission of the documentary and fund release
requirements shall be considered as non-compliance to the guideline and may be considered as
grounds for sanctions as stipulated in section 8.0 of the SALINTUBIG 2018 Guideline

6.3 Fund Release Requirements

1.0 DILG Seal of Good Financial Housekeeping (GFH)
2.0 Requirements of the DILG Local Development Council Functionality
3.0 Public Financial Management (PFM) Systems and adoption of the corresponding PFM improvement
measures
4.0 ANNEX A: Notarized Certification prepared by the Municipal Engineer and Municipal Planning
Coordinator and duly signed by LCE attesting that:
a. The water source has been validated by the Municipal Engineer and has been found to be:
i. Feasible for supplying water to the intended beneficiaries (based on the water source
assessment and feasibility study), and
ii. Potable for drinking or scientific and/or engineering interventions/measures have been
included in the design to make the water potable. Water is potable if it has passed the
Potability Test/ Water Quality Test conducted by a DOH – accredited laboratory.
b. The site of the project has no Land Ownership and/or Road Right of Way (RROW) problem
issued.
5.0 ANNEX B: Project Implementation Schedule, including procurement timelines prepared by the
Municipal Engineer and approved by LCE

6.5.4 Preparation and Submission of Documentary Requirements

Within (3) months after receipt of fund, the LGU Shall submit to DILG RO through DILG-PO and
concerned MLGOO the following:

1.0 ANNEX E: Duly Notarized Certification prepared by the Municipal Engineer and Municipal Planning
Coordinator and duly signed by LCE attesting that:
a. The DED and POW have been prepared and approved in accordance with the national
government standards and relevant provisions of RA 10964 (GAA FY 2018), and other applicable
laws, circular and issuances (The approved DED and POW to be attached to this Certification)
 b. All bidding documents have been completed and the municipality is ready to proceed with
publication of Invitation to Bid/Advertisement. (ITB/Ad)
c. Water Permit application has been submitted to the concerned agencies.
d. For Vertical Structures (All types of tanks/reservoir, filtration facilities, pump house, among
others),
i. The Project site is located in safe zone based on the Department of Environment and
Natural Resources – Mines and Geosciences Bureau hazard map; or
ii. Municipal funds shall be made available for the maintenance, repairs and insurance
where applicable once the project is completed.
e. The Municipality has MDC Project Monitoring Team/Unit.
2.0 ANNEX B: Project Implementation Schedule including procurement timelines, prepared by the
Municipal Engineer and approved by the LCE, (indicating the changes versus the initial submitted
Annex B from fund release requirement )
