The railway sector should be offer better wages and rescue

I totally back an official (quan chức) in the railway sector when in a press interview (phỏng vấn báo
chí), he maintained (chứng kiến) several railroad accidents in a row (hàng đầu) could be ascribed (đổ
tại)to the scant (thiếu) observation(sự quan sát) of railroad rules (quy tắc đường sắt) , a lack of
account-ability (thiếu khả năng tài chính)of the staff concerned (có liên quan đến) and poor
qualifications (năng lực hạn chế) of the authorities (những người ) in charge (trách nhiệm).
After more than 15 years working in the railway sector, I understand the hardship of these jobs, especially
those of railroad builders, switchmen (người chuyển làn) and signalmen (người ra tín hiệu) at level
crossings (các điểm giao nhau). These jobs require strict (nghiêm ngặt)observance (sự tuân thủ) of
labor safety, road traffic safety and train operation safety (an toàn vận hành tàu ) from the staff on duty,
who have to give first priority to their jobs day or night.( những người phải ưu tiên hàng đầu cho công
việc của họ ngày hay đêm)
How ever, the income of these workers is very low, at an average of VND 4.5 million a month, which
can not help them make ends meet. Meanwhile, if train operation safety is not ensured, of if an accident
occurs, thse employees can be suspended (bị đình chỉ ) from work, disciplided (bị kỷ luật) , or even
prosecuted (bị truy tố). I know that many switchmen and signalmen had to quit their jobs because of
such pressure.
In my opinion, the railway sector should reform (cải cách) its contingent (đội ngũ) of switchmen and
signalmen and raise salaries( tăng lượng ) and allowances(phụ cấp) for them in combination with higher
responsibility from them(kết hợp với trách nhiệm cao hơn từ họ). Only those responsibility and upholding
(duy trì ) safety without any subjectivity (chủ quan ) should be recruited (được tuyển dụng).( Chỉ những
người có trách nhiệm và duy trì an toàn mà không có bất kỳ chủ quan nào nên được tuyển dụng.)

Formerly (trước đây), the railway industry used to (đã từng) have a rescue center (đã từng có 1 trung tâm
cứu hộ), which dealt (xử lý) with severe (nghiêm trọng) accident and thus mitigated consequences or losses
(và do đó giảm thiểu hậu quả hoặc tổn thất). After four year of operation, this center was dissolved (giải tán)
without any clear reasons given.
Recently, the railway sector has intended to (dự định) re-establish ( tái lập lại ) this center. I think that this
is necessary for the sector and it should be carried out (thực hiện) as soon as possible.( nó nên được thực hiện
càng sớm càng tốt)
