It has been observed that, more often than not, the
genuineness of documents in support of claims fer just compensation of properties purchased by the Government for public use are taken for granted, thus suspicions of irregularity are at times unavoidable, particularly those involving big amounts. In view of the foregoing, and in order to forestall incidents of possible irregular payments, it is hereby ordered that, henceforth, the authenticity of the required documents submitted by the land-owners/cl~imants shatl invariably be checked/counter-checked wi th the different offices concerned, such as the Assessor1s Office (Provincial or Municipal) with respect to Tax Declarations and Sworn Statements, the Treasurer1s Office (Municipal or City) with respect to Tax Receipts for the last three years, and the Office of the Register of Deeds as regards land titles and deeds, with a certification to that effect from the respective heads of said offices as an additional document in support of the payments. This Order shall take effect immediately.
