PUSAT PEMBANGUNAN KEMAHIRAN INDUSTRI KAYU
PENDAHULUAN
Lembaga Perindustrian Kayu Malaysia (MTIB) adalah sebuah Badan Berkanun Persekutuan yang bertanggungjawab terhadap pembangunan
industri perkayuan negara. Dalam melaksanakan tanggungjawab tersebut, MTIB telah mengambilkira aspek pembangunan sumber
manusia sebagai salah satu elemen yang amat kritikal yang perlu diberi penekanan, supaya industri perkayuan dapat mempertingkatkan
produktiviti, kecekapan, kualiti serta mempunyai produk yang bernilai tambah.
Oleh itu, bagi melaksanakan peranan tersebut dengan lebih berkesan, maka MTIB telah menubuhkan Pusat Pembangunan Kemahiran
Industri Kayu atau Wood Industry Skills Development Centre (WISDEC) di Banting, Selangor dalam tahun 1995 dan satu lagi di Kota
Kinabalu, Sabah dalam tahun 2005. Penubuhan WISDEC adalah selaras dengan matlamat negara iaitu untuk mempercepatkan
pemindahan teknologi dan tahap pemprosesan bagi produk kayu bernilai tambah seperti perabot, tanggam dan kayu kumai. Objektif
utama penubuhan WISDEC adalah:
• Memberi latihan kemahiran secara ‘industry oriented’ untuk industri perkayuan;
• Membantu meningkatkan tenaga kerja mahir dan berpengetahuan;
• Memberi khidmat nasihat teknikal dalam pengeluaran perabot;
• Menggalakkan pemindahan teknologi melalui latihan teknikal bagi memodenkan industri pemprosesan kayu; dan
• Membantu dalam pembangunan produk.

VISI
WISDEC menjadi sebuah institusi unggul untuk latihan dan khidmat nasihat teknikal dalam pemprosesan hiliran kayu.
MISI
Mempertingkatkan pembangunan sumber manusia industri kayu, khasnya sektor pemprosesan hiliran kayu untuk meningkatkan produktiviti
dan daya saing industri berkenaan.

WOOD INDUSTRY SKILLS DEVELOPMENT CENTRE
INTRODUCTION
The Malaysian Timber Industry Board (MTIB) is a government agency, which is responsible for the development of timber industry. In the
implementation of its functions, MTIB has taken into account the aspect of human resource development as one of the critical elements
which needs to be stressed in order to enhance productivity, efficiency, quality and value-added products of the wood-based industry.
As an instrument to implement this role, MTIB established the Wood Industry Skills Development Centre (WISDEC) in Banting, Selangor
in 1995 and in Kota Kinabalu, Sabah in 2005.
The establishment of WISDEC is in line with the national aspiration to accelerate transfer of technology and processing level of value-
added timber products such as furniture, joinery and moulding. The main objectives of WISDEC are:
• To provide industry-oriented skills training for the wood-based industry;
• To produce adequate skilled manpower for the wood-based industry;
• To provide technical advisory services in furniture manufacturing;
• To expedite technology transfer through technical training; and
• To assist in product development.

To be the lead institution in training and technical advisory services on downstream timber processing.
MISSION
To enhance the development of human resources in the timber industry, with special emphasis on downstream processing, for increased
productivity and competitiveness.

B. MAKLUMAT PROGRAM WISDEC

MAKLUMAT PROGRAM LATIHAN
PROGRAM LATIHAN
Program latihan yang ditawarkan oleh WISDEC terdiri dari tiga kategori iaitu:
i) Program Latihan Jangka Pendek
• Program Latihan Jangka Pendek terdiri daripada:

- Kursus Berjadual
• Kursus-kursus yang dirancang secara tahunan untuk memenuhi keperluan pihak industri kayu khususnya di peringkat operator
pengeluaran, juruteknik, penyelia dan pengurusan.
- Program Suaikhas
• Kursus ini dilaksanakan atas permintaan pihak-pihak tertentu di dalam dan luar negara sama ada dari pihak industri mahupun
organisasi tertentu. Kursus-kursus atas permintaan yang kerap dianjurkan oleh WISDEC adalah seperti berikut:
a) Pemeringkatan Kayu d) Pemesinan Kayu
b) Teknologi Kayu e) Pembuatan Perabot
c) Anatomi Dan Pengecaman Kayu
- Kursus Hujung Minggu
• Merupakan program yang baru diperkenalkan oleh MTIB khas buat pengusaha-pengusaha tempatan dan terbuka juga kepada
sesiapa yang berminat. Selain itu, objektif utama kursus hujung minggu ini diadakan adalah bagi memupuk minat orang ramai
dalam bidang pembuatan perabot.
• Kursus ini hanya akan dijalankan pada hari Sabtu dan Ahad serta akan bermula dari bulan Mac 2013 sehingga September
2013.
ii) Program Latihan Belia (modul latihan dibangunkan oleh MTIB)

• Sijil Rekabentuk dan Pembuatan Perabot (FDM)
- Kursus ini memfokuskan inovasi dan rekabentuk tanpa batasan dengan menggunakan bahan-bahan, identiti dan kemahiran
pertukangan perabot. Kursus ini menggalakkan pelatih menggunakan pendekatan profesional untuk merekabentuk dan
menghasilkan perabot disamping memelihara gaya-gaya rekabentuk perabot yang berbeza. Kursus ini merupakan program
latihan berstruktur yang akan menyediakan perekabentuk perabot di dalam industri berasaskan kayu.
• Program Pembangunan Pengurusan Profesional (PMD)
- Kursus ini merupakan program latihan berstruktur yang akan menyediakan peluang kerjaya yang cerah kepada eksekutif muda
dan graduan yang berminat untuk membina kerjaya dalam industri berasaskan kayu.
• Sijil Pemprosesan Kayu Dan Teknologi Kemasiapan (TPF)
- Kursus ini merupakan program latihan berstruktur yang akan menyediakan peluang kerjaya yang cerah kepada pelajar lepasan
sekolah / pekerja yang berminat untuk membina kerjaya dalam industri berasaskan kayu.
iii) Program Latihan Berasaskan Keterampilan

• Skim Perantisan Industri Berasaskan Kayu (Perabot)
- Skim ini merupakan program latihan berstruktur yang akan menyediakan peluang kerjaya yang cerah kepada pelajar lepasan
10 sekolah / pekerja yang berminat untuk membina kerjaya dalam industri berasaskan kayu.
• Kursus Pengeringan Kayu
- Kursus ini dianjurkan bersama oleh MTIB, Forest Research Institute Malaysia (FRIM) dan Universiti Putra Malaysia (UPM).
Peserta yang berjaya akan dianugerahkan Sijil Kelayakan / Kompetensi.
Kursus-kursus yang ditawarkan adalah merangkumi tugasan-tugasan (task) berdasarkan National Occupational Skills Standard
(NOSS) atau Standard Kemahiran Pekerjaan Kebangsaan yang digunapakai oleh Jabatan Pembangunan Kemahiran (JPK).NOSS
adalah dokumen yang menggariskan keterampilan yang diperlukan oleh seseorang pekerja mahir yang bekerja di Malaysia bagi
sesuatu bidang dan tahap pekerjaan serta laluan untuk mencapai ketrampilan tersebut.
Ciri-Ciri Utama NOSS:-
- Berasaskan keperluan pekerjaan.
- Mengikut struktur kerjaya di dalam sesuatu bidang pekerjaan.
- Disediakan oleh pakar industri dan pekerja mahir yang menjalankan pekerjaan.
Berikut adalah sektor NOSS yang ditawarkan di WISDEC:
RB: SUMBER ASAS (RESOURCE BASED)
RB-050-1 = Pembuat perabot
RB-050-2 = Pembuat Perabot Kanan
RB-070-1 = Operator Perkayuan
RB-070-2 = Operator Kanan Perkayuan
RB-071-1 = Operator Mesin Kerja Kayu
RB-071-2 = Operator Kanan Mesin Kerja Kayu
RB-072-1 = Operator Penyudah Kerja

RB-072-2 = Operator Kanan Penyudahan Kerja
Peserta kursus yang telah melengkapkan semua tugasan-tugasan (task) yang terdapat dalam NOSS adalah layak memperolehi
Sijil Kemahiran Malaysia (SKM) Tahap 1 dan Tahap 2 yang diiktiraf daripada Jabatan Pembangunan Kemahiran (JPK) melalui
Pencapaian Pertauliahan Terdahulu (PPT), dengan syarat para peserta hendaklah bekerja lebih daripada 2 tahun untuk tahap 1 dan
3 tahun untuk tahap 2 di dalam industri perabot kayu.
Kaedah Latihan
Kaedah latihan menekankan latihan secara ‘hands-on’ yang mana peserta akan menggunakan kebanyakan masa untuk menjalani
kerja-kerja praktikal. Ini dilengkapkan lagi dengan latihan secara formal di dalam kelas. Lawatan juga diaturkan untuk memberi lebih
pendedahan.
Kemudahan Latihan
WISDEC mempunyai kemudahan latihan yang lengkap bagi menjalankan program latihan. WISDEC dilengkapi dengan bilik latihan, bilik
latihan komputer, bengkel kerja kayu, mesin-mesin kerja kayu, pusat sumber dan kelengkapan latihan lain.
Tenaga Pengajar
Selain daripada pegawai-pegawai WISDEC, tenaga pengajar luar juga adalah terdiri daripada mereka yang berpengalaman dalam industri
perkayuan, pusat penyelidikan dan institusi pengajian tinggi.

Sijil Kursus
MTIB mengeluarkan Sijil Kehadiran (Certificate of Attendance) kursus kepada setiap peserta yang mengikuti kursus dengan sepenuhnya.
Untuk Kursus Pengeringan Kayu, Sijil Kelayakan (Certificate of Competency) akan dianugerahkan kepada peserta-peserta yang lulus
dalam peperiksaan dengan jayanya. Bagi Skim Perantisan Industri Berasaskan Kayu (Perabot), peserta akan dianugerahkan:
i) Sijil Kemahiran Malaysia (Tahap 1 dan 2) oleh Jabatan Pembangunan Kemahiran (JPK).
ii) Sijil Perantisan oleh Pembangunan Sumber Manusia Berhad (PSMB) dan MTIB.
Insentif Latihan
MTIB merupakan di antara agensi yang telah disenaraikan sebagai Institusi Latihan Yang Diluluskan di bawah Kaedah-kaedah Cukai
Pendapatan (Potongan Bagi Latihan Yang Diluluskan) 1992. Syarikat-syarikat yang menghantar pekerja mereka untuk mengikuti kursus-
kursus yang dianjurkan oleh MTIB, boleh menikmati potongan cukai yang sewajarnya di bawah kaedah-kaedah ini.
Industri perkayuan juga boleh menikmati insentif latihan melalui skim-skim yang berkaitan dari PSMB. Skim-skim tersebut adalah:
i) Skim Bantuan Latihan (SBL) dengan syarat segala keperluan PSMB dipenuhi.
ii) Skim PROLUS - Beberapa kursus MTIB telah mendapat taraf ‘Approved Training Programme’ (ATP).
iii) Diskaun sebanyak 10 peratus untuk yuran kursus, akan diberi kepada syarikat / individu yang memenuhi mana-mana syarat
keperluan di bawah:
a) Mendaftar dan membuat bayaran yuran kursus sekurang-kurangnya satu bulan sebelum kursus yang dipohon dilangsungkan;
atau
b) Menghantar dua (2) atau lebih peserta dalam kursus yang dipohon pada jangkamasa yang sama; atau
c) Menyertai sebarang kursus bagi kali ketiga (3) atau lebih dalam satu tahun kalendar kursus.
Kemudahan Penginapan Dan Pengangkutan

Untuk keselesaan peserta kursus, WISDEC menyediakan rumah penginapan yang dilengkapi dengan kemudahan asas seperti tv, peti
sejuk dan lain-lain. Bilik tidur adalah jenis ‘twin sharing’ dengan kadar bayaran seperti di bawah. Kemudahan pengangkutan untuk berulang
alik dari tempat penginapan ke WISDEC juga disediakan. Penginapan di hotel juga boleh diuruskan oleh pihak WISDEC.

Insuran
Peserta akan dilindungi oleh polisi insuran semasa latihan.

Pendaftaran / Bayaran / Yuran
Bayaran hendaklah dibuat dalam bentuk kiriman wang / wang pos / bank draf / cek berpalang, di atas nama Lembaga Perindustrian
Kayu Malaysia. Segala pembayaran hendaklah dibuat selewat-lewatnya satu minggu sebelum tarikh kursus dijalankan. WISDEC berhak
untuk tidak memulangkan bayaran yuran kursus sekiranya pemohon / peserta tidak hadir tanpa alasan yang munasabah. WISDEC berhak
meminda, membatalkan dan mengubah program, tenaga pengajar, tarikh serta tempat latihan.
Permohonan Kursus
Permohonan untuk mengikuti kursus boleh dibuat melalui borang permohonan yang disertakan di bahagian J. Maklumat mengenai kursus
juga boleh diperolehi melalui laman web MTIB (www.mtib.gov.my).
PROGRAM KONSULTANSI
Khidmat Perundingan
- WISDEC juga menawarkan khidmat perundingan di dalam dan luar negara di dalam Pemeringkatan Kayu, Pemprosesan Kayu,
Pengeluaran Perabot, Pengeringan Tanur dan lain-lain lagi. Sejajar dengan menyampaikan salah satu cabaran memastikan
penggunaan hutan berkekalan, WISDEC telah membuktikan kualiti latihan yang tinggi, khidmat yang dipanjangkan dan khidmat
perundingan untuk memudahkan pembangunan kerjaya Kursus ini memfokuskan inovasi dan rekabentuk tanpa batasan dengan
menggunakan bahan-bahan, identiti dan kemahiran pertukangan.

Information on TRAINING PROGRAMME
TRAINING PROGRAMME
The training programme offered by WISDEC is divided into three categories:
i) SHORT TERM TRAINING PROGRAMME
• Short Term Training Programme are as follow:

- Scheduled Courses
• These courses are planned annually to suit the needs and requirements of the wood-based industry especially at operator,
technician as well as the supervisory and managerial levels.
- Customised Courses / In-House Training
• These courses which are conducted locally and internationally according to the requirements and needs of companies or
organization upon request. Customised courses, which are commonly organised by WISDEC, are:
a) Timber Grading d) Wood Machining
b) Wood Technology e) Furniture Making
c) Wood Anatomy & Timber Identification
- Weekend Course
• Is a new program introduced by a special MTIB local entrepreneurs and also open to anyone interested. In addition, the main
objective of the course this weekend were to foster public interest in the field of furniture manufacturing.
• This course will only be conducted on Saturday and Sunday and will start from the month of March 2013 until September
2013.
ii) YOUTH TRAINING PROGRAMME (TRAINING MODULE DEVELOPED BY MTIB)

• Certificate in Furniture Design Making (FDM)
- The course focuses on innovating and pushing the boundaries of design and use of materials, identity and craftsmanship are
intrinsic to the values of this course. The course also encourages students to develop a professional approach to design and
manufacture while nurturing their own distinctive styles of furniture.
• Professional Management Development Programme (PMD)
- The scheme is a structured training programme which provides an excellent career opportunity to young executives and fresh
graduates, who are interested to pursue a career in wood-based industry.
• Certificate in Timber Processing and Finishing Technology (TPF)
- A structured training programme which provide an excellent career opportunity to school leavers / workers, who are interested to
pursue a career in wood based industry.
iii) COMPETENCY-BASED TRAINING PROGRAMME

• Wood-based Industry Apprenticeship Scheme (Furniture)
- A structured training programme which provide an excellent career opportunity to school leavers / workers, who are interested to
pursue a career in wood based industry.

• Timber Drying Course
- This course is jointly organized by MTIB, Forest Research Institute Malaysia (FRIM) and University Putra Malaysia (UPM).
Participants who successfully complete the training as well as pass the examination will be awarded a ‘Certificate of
Competency’.
All courses offered are based on the task according to National Occupational Skills Standards (NOSS) that has been certified by
the Department of Skills Development (DSD). NOSS is a document that outlines the competency level required by a person skilled
workers working in Malaysia for any field and level of employment and the path to achieving the competency.
Key Features-NOSS:-
- Based on job.
- Conforming to career structure in a field of work.
- Prepared by industry experts and skilled workers who carry outwork.
The following is offered in the NOSS WISDEC:
RB: SOURCE BASIS (RESOURCE BASED)
RB-050-1 = furniture maker
RB-050-2 = Right Furniture Maker
RB-070-1 = Timber Operators
RB-070-2 = Wood Senior Operator
RB-071-1 = Wood Working Machine Operators
RB-071-2 = Senior Operator Woodworking Machine
RB-072-1 = Operator finish work

RB-072-2 = Senior Finishing Operator Jobs
Participants who completed the task from NOSS are eligible for the Malaysian Skills Certificate (SKM) Level 1 and Level 2 which is
recognized by the Department of Skill Development (DSD) through Performance Accreditation (PPT), provided the participants shall
work for more than 2 years for level 1 and 3 years for level 2 in the furniture industry.
Training Methodology
Training methodology emphasizes on hands-on training where the participants spend most of their time doing their practical work. This
approach is complemented by the formal training in the classroom. Visits are also arranged for greater exposure.
Training Facilities
WISDEC has training facilities to execute its training programme. It is equipped with training rooms, computer lab, wood working workshop,
wood working machines, resource centre and other training facilities.
Speakers / Trainers / Facilitators

Beside WISDEC officers, external speakers / trainers / facilitators are also engaged to complement and provide practical experiences.

Award Of Certificate
MTIB will issue a Certificate of Attendance to its participants who successfully complete a course. A Certificate of Competency will be
awarded to the participants who successfully pass their exam for the Timber Drying Course. Participants who successfully complete the
Apprenticeship Scheme shall receive the following certificates:
i) Malaysian Skills Certificate (SKM Level 1 & 2) from Department of Skills Development.
ii) Certificate from Pembangunan Sumber Manusia Berhad (PSMB) and MTIB.
Training Incentives
MTIB is listed as an approved training provider under Tax Regulation (Deduction for approved training) 1992. Companies which send their
employee for training at MTIB will enjoy a tax deduction under this regulation.
Training incentive is also available under PSMB schemes. These schemes are:
i) Training assistance scheme (SBL).
ii) PROLUS scheme - Several of MTIB courses are recognized under the (Approved Training Programme).
iii) 10% discount of course fee will be given for those who fulfill the following conditions:-
a) Payment is made at least one month before the commencement of the course; or
b) Two (2) or more participants from a company attending the same course and duration; or
c) Participates in any course for the third (3) time or more in a calendar year.
Accommodation And Transportation

WISDEC provides accommodation facilities which are equipped with tv, sofa, fridge and etc. A twin-sharing bedroom with a rate as
tabulated in the table. Transportation for return trip from the hostel and WISDEC will also be provided. Accommodation in nearest hotel can

CERTIFICATE IN FURNITURE DESIGN AND MAKING (FDM)
1. INTRODUCTION
The Furniture Design and Making (FDM) is a programme which offers industrial skills training and knowledge on the wood-based
industry to young designers and fresh graduates.
Upon completing the programme, trainees will be able to contribute professionally towards sustaining the growth of the Malaysian
wood-based industry.
2. OBJECTIVE AND CONCEPT OF THE SCHEME

The objectives of the programme are as follows:-
a. To provide higher employability in the wood-based industry for graduates.
b. To provide enhanced career growth for graduates.
c. To provide industry knowledge and skills through hands-on training; and
d. To provide the large pools of designers in the timber industry.
3. CAREER OPPORTUNITIES
Students will gain an in-depth insight into the professional process of solid timber furniture making from designing as well as translating
design into product making. After course completion, trainees may decide to pursue their career with furniture companies as designers
or to be self-employed.
4. IMPLEMENTATION
Entry requirements:-
a. Diploma or Bachelor’s Degree in furniture design.
b. Age between 18 to 25 years.
c. Has strong interest in the field and has intention to work with the industry or wish to be an entrepreneur.
This programme emphasizes on hands-on training where trainees are given continuous practical application exercises, along with formal
classroom training by competent and highly experienced trainers from WISDEC as well as members of the timber industry. Students
will learn materials in furniture making, machines and tools in fine woodworking, development and construction of furniture in wood,
drawing and design; and business skills. This approach is extremely important as practical activities will enhance the effectiveness of
the training. The trainees are also taken on visits to factories for better exposure to the industry and to ensure a more complete training
experience.

exposure to business practices in the industry.
1.2 Upon completing the programme, trainees will be able to contribute professionally towards sustaining the growth of the Malaysian
wood-based industry.

2.1 The objectives of the programme are as follows:-
a. To provide higher employability in the wood-based industry for graduates.
b. To enhance career growth for young executives.
c. To provide industry knowledge and skills through hands-on training; and
d. To provide supervisory and managerial skills in managing the competitive timber industry
3.1 The Malaysian timber industry stands as one of the most promising sectors in the plantation and commodities arena. Since the
launch of the First Industrial Master Plan in 1986, the wood-based industry has been accorded as one of the most promoted
industry. As a result of that the industry has grown rapidly and has become a major source of revenue for the country. Consequently,
there are great prospects for the graduates of this programme to be quickly and easily absorbed by the industry.
3.2 Graduates who undergo this programme will be equipped with skills and knowledge related to the wood-based industry. The
experience and ‘hands-on’ skills gained will enable the trainees to contribute to the development of a competitive wood-based
industry. This programme is designed to generate graduates who are able to manage, plan, market and undertake business
development practices.

skills and knowledge on the wood- based industry. The intensive hands-on training provides a structured skills enhancement programme
and is designed to produce competent, effective and skilled workforce to support the nation’s growing wood-based industry.

The objectives of the programme are as follows:-
a. To provide career opportunities for PMR/SPM/SPMV leavers to enter the wood-based industry.
b. To provide enhanced knowledge and skills through a structured skills training programme; and
c. To provide skills and career advancement possibilities in the wood-based industry.
The Malaysian timber industry stands as one of the most promising sectors in the plantation and commodities arena. Since the launch

WOOD-BASED INDUSTRY APPRENTICESHIP SCHEME (FURNITURE)

The objectives of the Wood-based Industry Apprenticeship Scheme (Furniture) are as follows:-
a. to provide structured multi-skill training in the industry for PMR/SPM school leavers before joining the industry.
b. to meet the increasing demand for skilled workers in the wood-based industry (furniture) within a robust economy; and
c. to provide trainees with recognized qualification which can be used for further can be used for further retraining and skills upgrading
for career progression within the industry.
The scheme has been developed with a combination of theoretical training at selected training institutions, which emphasize on skills
training and structured on-the-job training at the premises of sponsoring employers.
2. IMPLEMENTATION
Sources of Apprentices/Entry Qualification
The target group of this scheme is PMR/SPM holders. Employers may recruit apprentices from their own sources or from PSMB’s
potential candidates database. The employers and Training Providers are also tree to advertise for candidates. Apprentices must have
at least a pass in Mathematics and English to qualify for the Wood-based Industry Apprenticeship Scheme (Furniture).
Curriculum
Training providers and sponsoring employers must use the curriculum provided by PSMB. The curriculum has been developed by
PSMB in collaboration with the Malaysian Timber Industry Board (MTIB) after extensive discussions with the industry. The functional
areas covered are:-
a. Phases 1 - Furniture Production Operation
b. Phase 2 - Furniture Production Line Leader
The curriculum is divided into 2 phases comprising of 38 weeks in Off-The-Job training. Upon completion of each training block at the
premises of training providers, apprentices will undergo 26 weeks of On-The-Job training at the premises of sponsoring employers to
provide ‘real-life’ learning. In general, the scheme consists of 30% theoretical and 70% practical training.

Monthly Allowance
Apprentices are eligible to get monthly allowance of between RM350.00 – RM500.00 from sponsoring employers.

• Membantu meningkatkan tenaga kerja mahir dan berpengetahuan;
