WHEREAS, Section 10 of RA 9003 otherwise known as the Ecological Solid Waste Management

Act of 2000 emphasized the vital role of the barangay in the successful implementation of the program,
particularly the segregation, collection and recycling of waste source.

WHEREAS, to carry out this mandate, a Barangay Ecological Solid Waste Management
Committee (BESWMC) shall be enacted;
