R.A. 8749 (Clean Air Act of the Philippines) aims to achieve and maintain healthy air for all Filipinos through a comprehensive air quality management policy and program. The National Power Corporation (Napocor) used to be the largest provider and generator of electricity in the Philippines and the principal power provider for Manila Electric, the only power distributor in Metro Manila. As a government-owned corporation, Napocor is subject to scrutiny from oversight bodies and continues to oversee privatization while managing dams and watersheds. Damage to a transformer at the Santa Rita power plant rendered one of its units inoperable, reducing supply to the Luzon grid by 250 MW.

The National Power Corporation (Filipino: Pambansang Korporasyon sa
Elektrisidad, also known as the NPC, Napocor or National Power), is a government-owned and controlled corporation that used to be the largest provider and generator of electricityin the Philippines. It was also the principal power provider for Manila Electric, the only power distributor in the Metro Manila area.
Napocor used to be the country's largest corporation in terms of revenue.
Profitability however is a main concern because it is now in the business of missionary electrification that provides electricity to far-flung, off-grid remote areas and islands at subsidized rates.[1]As a government owned and controlled corporation, Napocor is subject to the scrutiny of the Commission on Audit (COA) and the Governance Commission for Government Owned and Controlled Corporations (GCG). It also manages 17 large dams and 11 watersheds in the country and continues to oversee the privatization of the government's remaining undisposed power assets.
The damaged transformer rendered Unit 40 of Santa Rita inoperable and resulted in the loss of a quarter – or approximately 250 MW – of Santa Rita’s 1,000-MW supply of electricity to the Luzon grid. \
