Section 6. Discounts and Penalties ~ Discounts and penalties shall be governed by the Local Revenue Code of the City. ‘ Section 7.Miscellaneous Provisions - 1. Stripping Method ‘shall be applied on residential and commercial lands beyond the standard depth of twenty (20) meters. 100% for the 1* strip, 80% for the 2" strip, 60% for the 3" strip and 40% of the base value fixed for the street or road for the remaining area. For lands bounded by two (2) streets that are not considered corner lots and with different base values, the stripping and valuation thereof shall be based on theprincipal street or roadwith the higher base value, provided that the value per square meter for the last strip shall not be lower than the value per square meter of lots in the other street or road. The Stripping Method shall not be applied to corner lots, subdivision lots and to industrial and agricultural lands. 2. Provided further that an alley shall not be considered as a factor for the value adjustment hereof. 3. For low and sunken lands or depressed due to erosion, a reduction from the base value per square meter may besallowed due to thé cost of filling and compaction to bring the same at par with the adjoining lots or its original level, provided, however, that such reduction shall in no case exceed 30% of the base value thereof, All lands which became part of the Abacan riverbed and Sapangbalen Creek after the eruption of Mt. Pinatubo shall have a reduction factor of 100%, or as the case may be. 4. The predominant use shall govern the classification of lands located in areas of mixed uses, such as residential with commercial or industrial or vice versa. However, the assessment level shall be based on the actual use of the property. The City Assessor shall have the power to reclassify lands,for real property taxation purposesfrom their original classification to another whenever there is a major change in the predominant use of the area, depending on the circumstances then prevailing. 5. Vacant or idle lands classified, as residential shall be assessed as residential and vacant lands or idle lands classified as commercial shall be assessed as commercial. 6. Allinterior residential lots with right of way along commercial area shall be valued as 1" class residential. All interior commercial lots adjoining lots fronting main road shall be valued and classified as one or shall have the same valuation. 7. When informal settlers occupy an area of fifty percent (50%) or more of a piece of land by mere tolerance of the registered owner the latter shall only be liable to pay forty . percent (40%) of the assessed real property tax on said land. : 8. This schedule of base market value shall be controlling, as far as practicable and applicable. When the property to be assessed is of a kind not classified in this Schedule or of any kind where the value is not fixed herein, it shall be appraised at the current “> “and fair market value independent of this schedule. “The foregoing provisions shall also apply to future development of residential areas or conversion of agricultural lands into residential subdivisions. Section 8. Repealing Clause -All rules ahd regulations or parts thereof which are inconsistent with any provision or provisions of this ordinance are hereby repealed or modified accordingly. Section 9.€ffectivity Clause - This Ordinance, upon approval of the Sangguniang Panlungsod shall take ‘effect immediately after its publication in a newspaper of general circulation in the City and the posting of the same in conspicuous places within the City.
