CONSTITION OF
PRASARBHARATISPORTSCONTROLBOARD

1.1 The Board shall be called PRASAR BHARATI SPORTS CONTROL BOARD
(PBSCB).

2. HEADDOUARTERS

2.1 Till otherwise decided by the Board the Headquarter of the Board shall be at New
Delhi.

3. OBJECTIVES:

3.1 The Board shall promote, develop/organize and exercise overall control in
respect of sports, adventure sports and meets etc. as may be incidental to
promote these activities. The Board may set up Committees and Sub-
committees for specific purpose viz. All India Meets in different games/ events
etc.

3. Composition of the Board:

4.1 The PBSCB at Head Office and the corresponding Boards in the Zones (Five)
shall be known as the Prasar Bharati Sports Board (Zone). Each Zonal Boards
will be formed with the concurrence of the Central Executive Committee of the
PBSCB.
The Board shall have the under mentioned constituent units -
5-Zonal Sports Boards and one Sports Board at Corporate Office
i) North (HQ at AIR/DDn, Jallandhar),
ii) North-East (HQ at AIR/DDn, Guwahati),
iii) East (HQ at AIR/DDn, Kolkota),
iv) West (HQ at AIR/DDn, Mumbai) and
v) South (HQ at AIR/DDn, Chennai).
vi) Sports Board for Corporate Office and operational offices at New Delhi

The Patron of the Board can nominate or co-opt (on the advice of the President) any
other suitable person(s) to the Board as its member (s) from within the Organization.
Such members will hold office during the currency of the term of the Board.

Zonal President shall be alternatively from AIR and DDn.


If the Zonal President isfrom AIR, then Zonal Vice President should be from
DDn. and vice-versa.
And if Zonal President is from Engg. Wing then Zonal Vice President should be
from Prog. Wing and vice-versa.

6 Eligibility :

The following categories of employees shall be eligible to participate in the sports


activities organized by the Central and Zonal Boards.
a) All regular employees of Prasar Bharati, All India Radio and Doordarshan.

b) All casuals employees of AIR/DDn and Prasar Bharati who have put in more than
one year of continuous service.

7 There shall be a Central Executive Committee at the Prasar Bharati Secretariat


office for guiding and controlling the day to day Sports activities of Prasar Bharati,
with the following office bearers :

8 The Zonal President shall form a Zonal Executive Committee, as deemed fit, for
guiding and controlling the Sports activities within the Zone.
9 Tenure of Office:

• The Member/Treasurer of the Central and Zonal Sports Board will hold office for a
term of two years, unless otherwise extended or re-nominated for another term.

• A Member of the Board shall cease to hold the office on retirement or termination of
service for any reason including resignation.

10 Functions and Powers:

The Boards both at the Corporate office and in the' Zone will work in an advisory
capacity. The authority for fmal decision will vest with the President of the Central
Board and Presidents of the Zonal Boards.

11 Meetings:

The Board shall meet as often as may be considered necessary by the Patron/President,
but shall meet at least once in a year to consider the annual audited accounts of the
Board and any matter relating to promotion of sports.

12 Quorum:

The quorum for the meeting shall be four including the CEO/President subject to the
condition that at least one Representative of the employees' side is present in the
meeting.

13 Finances:

13.1 The finances of the Board shall comprise:

i) Grant-in-aid from Prasar Bharati Secretariat.


ii) Voluntary donations and subscriptions.
ill) Income from Tournaments and Souvenirs, etc

13.2 The Board shall be competent to sanction the expenditure on any item
pertaining to the discharge of its functions .The Board may also delegate its powers
both financial and executive to its President or Secretary or to any Sub Committee or
members to such an extent and subject to such conditions as it may prescribe.

14 Accounts and Audit:

• The Accounts of the Central and Zonal Sports Boards shall be audited every year by
approved CA/internal auditor to be appointed by the Board every year.
• The audited accounts of the Zonal Boards will be submitted to the Central Sports
Board every year latest by 30th September failing which grant to the Zonal Board for
the following year will not be considered.
• The unspent funds at the end of the financial year with the Central Board and the
Zonal Board will be carried forward to the next financial year.

15 Remittances:

The remittances from the Central Fund to the Zonal Funds and to other Units and vice-
versa and other remittances from the Fund may be made through cheques or bank
drafts. The cheques will be jointly signed by the Secretary and Treasurer under proper
authorization of the President of the Executive Committee.

16 Tournaments (Cricket, Badminton, Table Tennis, Chess etc )

The Zonal Sports Board shall organize tournaments in various sports discipline
and form respective Zonal sports Teams.

The Sports Control Board at PB Sectt., shall organize All India Tournaments in
each discipline with the Zonal Teams participating in it.

All the PBSCB Teams for participation in national level Tournaments shall be
selected by the Selection Committee constituted for the purpose by the Board. Prasar
Bharati Teams shall be able to participate only in All India Tournaments/competitions
as approved by the Board.

Allthe RollingTrophies/Cups for the inter /intra zonal tournaments shall be the
property of the Board

With the approval of PBSCB a calendar for zonal and inter-zonal competitions
shall be drawn in advance every year in the sports events having minimum required
standard and participation.ie a competition shall be organized only when all the zones
are being represented properly

Cash Incentives: As encouragement an honorarium/incentive, as approved by the board,


can be awarded to the Zonal and All India Champion/Teams.), and ,it can be given only
once for the highest achievement in the particular year , However, when the
achievement is so prestigious or of National importance the Board shall take decision
on case to case basis (presently Rs 3000 for zonal level, Rs 5000 for all India inter
ministerial/national level tournaments and Rs 10,000 for international tournaments
have been recommended).

17 Sports./activities to be promoted:

PBSCB shall encourage its employees to take part in sports / games and adventure
activities recognized by the Indian Olympic Association/Ministry of Youth Affairs and
Sports , Gal and any other sports/adventure related activity pre-approved by the
Board.

B Sports Infrastructure in Prasar Bharati

Prasar Bharati through its resources will strive to develop, a sports complex
both for indoor and outdoor SPORTS ACTIVITIES including Guest Rooms,
Gymnasium/fitness center, recreation facilities etc. to encourage fitness and
competitive spirit among its employees and holding of camps prior to participation in
competitions of importance; these facilities can be utilized for holding in-house/All
India Tournaments also.
For maintenance and day to day upkeep of sports infrastructure ,during off
season/lean season the facilities can be let out to corporate houses/desirous
institutions for hosting their sport events on predetermined and approved rates
