CEMEX HOLDINGS PHILIPPINES, INC. (“CHP”) was informed today by APO Land & Quarry
Corporation (“ALQC”), one of the principal suppliers of APO Cement Corporation (“APO
Cement”), a subsidiary of CHP, that an executive order has been issued by the Mayor of
Naga, Cebu ordering all companies, entities and individuals to cease and desist from further
doing mining operations and activities, small scale quarries, sand and gravel extractions and
other similar related activities in the City of Naga, Cebu in light of the recent landslide
{incident in Sitio Sindulan, Barangay Tina-an, City of Naga which affected portions of
Barangays Tina-an, Naalad, Mainit and inoburan. The executive order provides, among
others, that the cease and desist order shall be lifted once reversed by the Director of the
Department of Environment and Natural Resources (“DENR”)-Mines and Geosciences
Bureau. ALQC’s quarrying activities are located in the City of Naga, Cebu.
ALQC also notified that the Secretary of DENR has suspended all quarry operations of ALQC.
CHP is now conducting an assessment on the effect of the cease and desist order on the raw
materials sourced from Naga City and consequently, on the production output of APO
Cement. CHP is also considering, at this time, alternative measures to address the
situation,
