Philosophy : “ the greatest
happiness of the greatest number
that is the measure of right and
wrong”
What is utilitarianism ..?
An ethical philosophy in which the happiness
of the greatest number of people in the
society is considered the greatest good
An action is morally right if its consequences
lead to happiness and wrong if it ends in
unhappiness.
adhere to the principle that a person should
do anything that will produce the most good
for everyone or most happiness to the
greatest number of people
Why LG must be efficient..?
To ensure decisions are made quickly and
in line with the needs of local residents
To make sure the citizens are satisfy with
the service given by the local authorities
To make sure the local government easily
communicate and deal with the citizens
To improve economic opportunities
among the society
To keep harmony among the society

In order to build a building, the developer
may apply for a temporary CF.
A CF ‘shall be given’ when ‘the qualified
persons’ have certified that they have
supervised and constructed in accordance to
the law.
Certificate of fitness
• The law is contained in the Uniform Building By-
Laws 1984 in subsidiary legislation made under
section 133 of the Street, Drainage and Building
Act 1974

Focus on bus stand, car park, town hall
to provide community halls or sports centers in
exchange for planning permission and council
service.
These buildings become the assets of the council,
whereupon fees and charges can be collected for
the use of the facilities in the buildings.
They also focus on public transport in the area or
outside the area for the movement of residents as
stated in Local Government Act 1976.
