What is utilitarianism ..?
An ethical philosophy in which the happiness
of the greatest number of people in the
society is considered the greatest good
An action is morally right if its consequences
lead to happiness and wrong if it ends in
unhappiness.
adhere to the principle that a person should
do anything that will produce the most good
for everyone or most happiness to the
greatest number of people
Why LG must be efficient..?
To ensure decisions are made quickly and
in line with the needs of local residents
To make sure the citizens are satisfy with
the service given by the local authorities
To make sure the local government easily
communicate and deal with the citizens
To improve economic opportunities
among the society
To keep harmony among the society

Local Government (LG) in Malaysia

LG in Malaysia is the lowest level of


hierarchy in the governance of Malaysia,
after federal and the state.
*Provide goods and services to local
people.
Under the Ministry of Urban Well Being,
Housing and Local Government.
Governed under Local Government Act
1976 (Peninsular M’sia), Local Government
Ordinance 1961 (Sarawak), Local
Authority 1996 (Sabah)

In order to build a building, the developer
may apply for a temporary CF.
A CF ‘shall be given’ when ‘the qualified
persons’ have certified that they have
supervised and constructed in accordance to
the law.

• The law is contained in the Uniform Building By-
Laws 1984 in subsidiary legislation made under
section 133 of the Street, Drainage and Building
Act 1974

These buildings become the assets of the council,
whereupon fees and charges can be collected for
the use of the facilities in the buildings.
They also focus on public transport in the area or
outside the area for the movement of residents as
stated in Local Government Act 1976.

diseases by providing the place (quarantine) for the

Collaborate with Ministry of Health is there any issue
on dengue or any other cases

As a conclusion , local governments in
Malaysia exist because of the emergence

government to administer the states.
The existence of local government in
Malaysia plays an important role in
ensuring the urban development and
maintanance are being delivered to the
society equally.
