Voltage phase loss, if any phase RMS is less than 50 percent of the nominal line voltage 2. Current phase loss, ifthe smallest phase is less than 1/16 of the largest phase value 3. Line voltage phase unbalance, programmable from 5 to 40 percent of nominal in 5 percent increments 4. Voltage phase reversal 5. Over-voltage, programmable from 105 to 140% in 5 percent increments 6. Under-voliage, programmable from 95 to 60% in 5 percent increments. Device is to have a time delay for the trip and/or alarm settings for over-voltage, under- voltage and phase unbalance. Delay is to range from 0 to 8 seconds in 1 second intervals. Display screen and LEDs are to indicate both trip and alarm conditions. Cause of a trip or alarm is to be indicated on the display window. Device is also to signify reverse power flow, as well as inductive/eapacitive power factor and kar, Unit is to trip in the event of an internal malfunction, Control power is to be drawn from the monitored incoming AC line terminal connections Device is to have non-volatile memory and not require battery backup. In the event of a power failure, the device isto retain preset parameters. Unit is to allow user to disable undesired values or functions and to later reectivate them if required. In the event of trip or alarm condition, a built-in reset button i to allow a manual reset of the unit. Unit is also to be capable of being remotely reset via its communication port. Addressable communication card is to be provided, capable of transmitting all date, including trip data, over a 2 wire local area network to the SCADA system. CABLE TERMINATIONS IN METAL ENCLOSED SWITCHGEAR This type of switchgear shall be suitably designed to accept cable terminations of the following types: 1. Prefabricated indoor ends (dry type) 2. Cold shrink indoor ends (Refer to MV Cable Specifications). Air clearances to earth and between phases shall not be less than the figures stated in Table 3, of BS 7354 and comply with DCA Design Criteria of cable termination. ‘The Contractor shall guarantee that the complete installation shall withstand in air the impulse and power frequency voltages appropriate to the plant. SCADA SYSTEM REQUIREMENTS ‘The scope of the current Package includes, but not limited to, the supply, installation, ‘connection, testing, commissioning withthe main SCADA contractor of the following: 1, Remote Terminal Unit (RTU) and Star Couplers. 2. Fiber optical and other types of cables, as required. 3. Provide all necessary components, whether specified here or not, to ensure a complete ‘operational system C, Communications 1. General a. The SCADA system shall be able to communicate and exchange information ‘with a number other systems (PLCS,...). b. Communication channels shall be dual redundant and bot standby at all levels (servers, RTUs, BCUs). 2, Data acquisition Data acquisition shall take place vie remote terminal units, RTUs, and Substation Control ‘System, SCS, using the IEC 60870-5-101/102/104 ot 61850 protocol. Calculate with a ‘space’ of 20% - 40% for future expansion in each RTU. Ifthe RTU's are expandable by adding more units this is not necessary. If direct communication with the relay protection can provide the same functions this is acceptable to the Client. ‘© Remote terminal units: The requirements below shall be met by the Supplier’s ‘remote terminal units. 4. Inputs and outputs 1) Single indications originate primarily from signals and alarms. The ‘objects have two positions, which are indicated at a digital input to the terminal 2) Double indications are used for circuit breakers, isolator switches, automatic control functions, etc. The objects have two contacts, each of ‘which shall have its own input in the remote terminal unit. 3) Operations shell-normally be of the two-step type. The contacts of the sensors are free. 3) Scada system shall acquire and record energy values of each and every LIKV circuit breaker. The energy values shall at least be of Class 1 accuracy. Power supply 1) All terminals shall be DC powered (110 V DC) through dedicated substation control DC source, Data acquisition shall continue un- interrupted during fail- over of servers, no [oss of data at failover shall ‘occur. 2) ‘The necessary indication voltage shall be taken fiom the substation battery system. ) PART 3- EXECUTION ' 3. INSTALLATION 'A. Locations and Layout: Exact locations and physical layout of equipment and components may be varied as required to suit manufacturers design and as approved, provided the required functions and operations are accomplished; follow the identification of the units indicated on the Drawings exactly to ease checking and building maintenance procedures, Equipment Bases: Ensure that concrete bases and foundations provided for installation of equipment are constructed in accordance with approved shop and construction drawings and equipment manufacturers’ drawings and that holes for fixing bolts and provisions for passage of cables etc, are provided as required. Cable Trenches: Ensure that trench construction and covers provided for installation of power and control cables are in accordance with the approved Shop and Construction Drawings. Built-n Items: Ensure that equipment supports, fixings and the like, and sleeves for passage of feeders and cables which are to be built into concrete foundations, bases, cable trenches or building structure are provided as and when required and that they are properly installed. Equipment: Install on conerete bases etc., and assemble completely plumb and Level, before ‘grouting in bolding-down bots, ‘Supports and Terminations: Install all incoming and outgoing cable supports, cable ends and termination fittings required for MV, LV and control cables. Relays: Set in accordance with manufacturer's instructions and the Local Power Authority's requirements. ‘Barthing: Ensure that earthing installation is as described in Division 16 Section "Grounding, and Bonding” of the Specification and/or as shown on the Drawings. ‘Temporary Lifting Provisions: Remove temporary lifting eyes, channels, brackets, and temporary blocking of moving parts from switchgear units and components.
