CONSUMER ENVIRONMENTAL QUIZ BEE 2010

RULES OF THE CONTEST

GENERAL

1. The “Consumer Environmental Quiz Bee” is open to all currently enrolled fourth year
Filipino high school students in the Province of Negros Occidental.

2. Each school is entitled to send two (2) student representatives to the quiz contest. No
registration fee shall be collected from the contestants.

3. Contestants/ schools concerned must express their desire to join by submitting the
Registration Form and Principal’s Endorsement to:

Registration Forms/ Principal’s Endorsement may be mailed, hand delivered, faxed or


emailed. Forms sent through email must be scanned and sent as an attachment.

Forms must be received by the DTI on or before October 7, 2010.


4. Each contestant must wear his/her school uniform and school ID at the time of the
contest.

5. Contestants are encouraged be at the Event Center at least 30 minutes before the
start of the contest. Contest period is from 10:30 AM to 3:00 PM.

6. The coverage of the Quiz Bee shall be on general consumer and environmental topics
with references from R.A. 6969 (Toxic Substances, Hazardous and Nuclear Wastes
Control Act of 1990), R.A. 8749 (Clean Air Act of 1990), R.A. 9003 (Ecological Solid
Waste Management Act of 2000), R.A. 9512 (An Act Promoting Environmental
Awareness Thru Environmental Education), R.A. 9637 (Biofuels Act of 2006) R.A.
9513 (Renewable Energy Act of 2008), R.A. 7394 (Consumer Act of the Philippines),
R.A. 7581 (Price Act), other related topics that include the consumer as a responsible
member of society, consumer rights and responsibilities, practical problems the
consumer faces in daily life, etc.

7. The contest will be in two (2) rounds, namely: elimination round and final round.

The Elimination Round will be participated in by all students who signified their
intention to join by completing and submitting the required Registration Form and
Principal’s Endorsement.

The Final Round shall be participated in only by the top ten (10) individual
examinees, regardless of the schools represented, based on the results of the
elimination round. In the event of tie(s) for the 10 th slot, no tie break shall be done but
all those occupying the last qualifying slot will be considered qualified to take the final
round.

8. Public viewing during the entire duration of the examination is allowed provided
silence is maintained throughout except during the announcement of winners where
cheering is encouraged.

9. The public, coaches and advisers of the students are advised to occupy the
designated place at the testing center/SM Event Center. Private communications
between or among students and their respective coaches, advisers and supporters is
not allowed during the course of the examination.

10. The results of the examination/ contest as proclaimed by the Board of Judges will be
final and executory.

11. All test materials and original outputs of the examination/contest are considered the
property of DTI and the DENR and will be preserved for documentation purposes in
the observance of “Consumer Welfare Month 2010”.

ELIMINATION ROUND
1. Participants shall bring along their respective ball pens, in black or blue color. Pencils
or fountain pens are not allowed to be used as medium for writing.

2. The Elimination Round will be in the form of answering the questionnaire, answerable
for a cumulative time of thirty (30) minutes only. Examinees who come late will be
allowed to participate but they will have to take the examination only for the remaining
prescribed duration of the elimination round.

3. Questions shall come in the following forms: Multiple Choice, Identification, True or
False. Where applicable, wrong spelling renders the answer wrong.
4. One hundred (100) questions will have to be answered using the questionnaire to be
distributed during the quiz contest

5. The test questionnaire will be corrected by the Board of Judges, based on the official
answer sheet provided, immediately after the prescribed period for the quiz. Results
will be tabulated and flashed in the projector screen after which the results will be
officially proclaimed by the Chairperson, Board of Judges and the qualifiers for the
final round publicly declared / announced.

FINAL ROUND

1. The Final Round will be participated in by the top 10 pre-qualified examinees based
on the results and mechanics of the elimination round. In the event of tie(s) for the 10 th
slot, no tie break shall be done but all those occupying the last qualifying slot will be
considered qualified to take the final round.

2. The quiz shall be a game-style competition where participants shall answer questions
in writing before a live audience. Questions will be drawn and asked by the Quiz
Master from among the sets of prepared questions. Each question shall be read twice.

3. Each contestant shall be provided with a 6”x12” black illustration board, pieces of
chalk and board eraser to write his/her answer to the question.

4. Only upon the “go” signal given by the Quiz Master shall the contestant answer each
question. The contestants are given fifteen (15) seconds to answer the question after
the second reading by the Quiz Master.

5. The contestant shall write his/her answer in CAPITAL LETTERS only on the illustration
board and shall show it to the judges by raising the illustration board overhead facing
the Quiz Master and the audience immediately after the lapse of time. A bell will be
used to signal the start and end of time limit.

6. There shall be THIRTY (30) questions to be drawn during the final round. In case of
ties, more questions shall be drawn and the winner shall be determined in a first-to-
score basis.

7. The official answers to the quiz shall be lifted from the answer key kept on file by the
Board of Judges.

8. A Projector Screen will be installed where a video presentation will show the real time
progress of the results of the examination.

9. The Quiz Master shall make a recapitulation of the leading scores every after five (5)
questions were read and answered to apprise the audience of the progressive scores
of the individual contestants.

10. Designated tabulators from DTI Negros Occidental and DENR-PENRO shall facilitate
the on-the-spot computer recording and tabulation of the quiz results and submit to
the Chief, Board of Judges for declaration of winners.

DECLARATION OF WINNERS
1. The contestant with the highest point shall be declared the Champion/Winner of the
Consumer Environmental Quiz Bee.
2. The second highest pointer shall be declared as Second Placer.

3. The third highest pointer shall be declared as Third Placer.

4. Awarding shall be done right after the Declaration of Winners.

All participants shall receive a Certificate of Participation.
