seyirciler Türkiye beş gündür iş dünyası ve hukukçuları kapsayan ve neşter iki adı verilen
soruşturmayı konuşuyor. Göz altına alınan 12 kişi suçun unsurlarının oluşmadığı gerekçesiyle
serbest bırakıldı. Bu kararla da soruşturmanın yöntemi tartışılmaya başlandı. Üstelik adalet
akademisinin ilk dersinde. Peki yöntem yanlışmı? Hukukçulara göre gizlilik esas olmalı adalet
bakanlığına göre ise itibar ve ticari hayat yaralanmamalı.

Adalet akademisinin ilk dersinde konu soruşturmaların ticari ve sosyal hayatı olumsuz
etkilediğiydi. Dinleyiciler arasında Adalet Bakanıyla Anayasa mahkemesi ve Yargıtay başkanları
da vardı. Neşter 2 adı verilen operasyonda geçen hafta gözaltılar peşpeşe gelmişti bankacı,iş
adamı ve Avukatlar. 12 kişi göz altına alındı.

5 gün boyunca gündem Neştere kilitlendi ama Ankara devlet güvenlik mahkemesi suçun
unsurları oluşmamıştır gerekçesiyle 12 kişiyide serbest bıraktı.

Karayalçın: Bir yargı mesubu talepte bulunmuş, bir başka yargı mensubu o talebi o şekliyle
itibar etmemiş tahliye etmiştir.

Muhabir: Profesör Karayalçın bu tür operasyonlara karşı değilim diyor ama itibarı
zedelememesi açısından ... altını çiziyor.

Karayalçın: Bir hukuk tatbikatı ile ilgilide son derece faydalı ama tartişmaya açık da bir ders
verdi.

Muhabir: Adalet bakanıda profesör Karayalçının sözlerini faydalı ama tartışılır buldu. Fakat
kameralar önünde tartışmadı.

Cemil Çiçek: Bu guruplar dediğiniz Türk iş hayatında olan bir çoğunun borsada hisse senetleri
bulunan, ticari itibarı olan hususlardır.

Soruşturma ise devam ediyor. İddianameyi hazırlayan DGM savcılığıda tüm belge ve bilgileri

Kırca: Sevgili seyirciler başkentin bir başka önemli gündemiyse Pakistan devlet başkanı Pervez
Müşerrefin ziyareti. Ankarada en üst düzeyde güvenlik alarmı var. Geçen ay iki suikast
girişimini atlatan Müşerrefin çevresinde güçlü bir güvenlik ağı oluşturulacak. Havadan da
izlenecek konvoyda iki makam aracı bulunacak.

Muhabir: Pakistanın 1 numaralı ismi Pervez Müşerref bugün Ankaraya geliyor. Başkent, 11 ve
25 aralıkta iki büyük suikast girişiminden kurtulan Pakistan devlet bakanı Müşerref için üst
düzey güvenlik alarmına geçti.

1 numaralı koruma programı Türk ve Pakistan güvenlik görevlilerinin ortak çalışması.

Pakistandan gelecek 15 yakıt korumaya emniyet ve MİT den 12 görevli eşlik edecek. Yakıt
çember 80 kişiden oluşan bir dış çemberle çevrilecek. Ayrıca Müşerrefin her programı için iki
ayrı güzergah belirlenecek ve son ana kadar hangisini kullanacağı açıklanmayacak.

Konvoyda aynı model iki makam arabası olacak. Bazı güzergahlarda ise iki ayrı konvoy

oluşturulacak. Pervez Müşerrefin konvoyunda uzaktan kumanda cihazlarını bozacak frekans

düzenleyici aygıtların bulunduğu araçlar da olacak. Müşerref Ankarada otelde değilde Çankaya
köşkündeki camlı köşkde kalacak. Müşerrefin çevresindeki kalkan 24 saat easasına göre
çalışacak ve aynı koruma kalkanı İstanbulda da devam edecek.

Kırca: Good evening and welcome to the ATV news center, the center for news. Dear viewers,
Turkey has been discussing the investigation encompassing the business and legal worlds
called Neşter 2. The 12 people who were arrested were released for lack of evidence. And with
this decision the procedure of the investigation became a topic for discussion. Even on the first
day of the judicial academy. So is the procedure incorrect? According to the legal people
secrecy should be important according to the department of justice, credentials and commerce
should no be damaged.

Reporter: According to legal specialist Professor Yaşar Karayalçın, the procedure was a
disaster. During the first class of the judicial academy the topic was the negative effects of the
investigation on commerce and social life. Among the listeners were the minister of justice and
leaders of the supreme and constitutional courts. Last week during the Neşter 2 investigation
12 people, including, bankers and lawyers were placed under arrest.

For 5 days the agenda was Neşter but the Ankara Security Court released all 12 people for
lack of evidence.

Karayalçın: One member of the judicial system made a request, another member did not
consider it the same ways and released (the arrested people).

Reporter: Professor Karayalçın says he is not against these kinds of operations but he asks
that they not damage credentials.

Karayalçın: About very beneficial legal maneuvering (ideas) but a class open to discussion.

Reporter: The minister of justice also found Professor Karayalçın's words as beneficial but
arguable. But did not argue in front of the cameras.

Cemil Çiçek: These groups are individuals with credentials who are in the Turkish business
life, many of whom own shares in the stock market.

Reporter: Cemil Çiçek emphasized the credential issue.

Cemil Çiçek: When issues unconnected to the real issues are publicized it has negative effects
on everything including income.

Reporter: These are the words the legal specialists and the minister if justice used when
argued the procedure in the Neşter 2 operation. The investigation continues. The DGM
prosecution that prepared the claim will be sending all documents and information to the
ministry of justice.

Kırca: Dear viewers another important item on the capital's agenda is the visit from Pakistan's
president Pervez Musarraf. Ankara is on high security alert. There will be a strong security web
built around Musarraf who escaped two assassination attempts last month. There will be two
official vehicles in the convoy which will be watched from the air.

Reporter: Pakistan's number one person is coming to Ankara today. The capital has moved to
a high level of alert for the Pakistani president who escaped two assassination attempts on the
11th and the 25th of December. The number 1 security program is the joint efforts of Turkish
and Pakistani security members. The 15 security members coming from Pakistan will be joined
by 12 Turkish police and secret service members. The inner circle of security members will be
surrounded by a 80 person outer circle. Additionally, there will be two different locations for
each of Musarraf's appearances and the real location will not be announced until the last
minute.

The convoy will have two identical model official vehicles. At some locations there will be two
convoys. In Pervez Musarraf's convoy there will be vehicles which have frequency disrupting
apparatus' that area able to cripple remote controls. Musarraf will not stay in a hotel in Ankara
but at the glass room in the Çankaya pavilion. The shield surrounding Musarraf will work 24
hours, around the clock and the same shield will continue in Istanbul.

Kırca: Dear viewers prime minister Tayyip Erdoğan who views his party line as conservative
democratic made his second important announcement, after his political manifesto in Istanbul,
in Saudi Arabia that is ruled by a rigid Islamic regime. To the middle eastern leaders at the
economic form in Cidde, Erdoğan said that chance is inescapable. He proved that he has
broken from his party's line by saying that there could not be an Islamic joint market. Here is
