CHARGES FRAMED IN ISIS CASE RC-09/2016/NIA/DLI AGAINST 05

ACCUSED PERSONS BY NIA , SPECIAL COURT , PATIALA HOUSE,
NEW DELHI

On 21.11.2016, the NIA Spl. Court, Patiala House , New Delhi, framed charges against (5)
accused is Akhlakur Rehman @ Akhlaq, Md. Azeemushan, Md. Osama @ Adil @Peer , Md. Meraj
@Monu (all residents of Roorkee, District Haridwar , Uttarakhand) and Mohsin Ibrahim Sayyed
(resident of Malad West , Mumbai) in case RC-09/2016/NIA/DLI under section 120B IPC along with
sections 17,18,20,23 of in UA(P) Act and sec 4 and 5 of the Explosive Substances Act, 1908, read with
120B of in IPC. The case is listed for prosecution evidence on 15 and 16.12.2016.
2. Initially, this case was registered as FIR no. 05/2016, dated 18.01.2016, at Police Station Special
Cell (SB), New Delhi, under section 120B of IPC & Sections 18 & 20 of in UA(P) Act, 1967. The
investigation of the case was taken over by in NIA on 18.03.2016, by the orders of the Ministry of
Home Affairs(MHA), Govt. of India.
3. After completion of investigation, NIA had filed charge sheet against the above mentioned (5)
accused persons on 16.07.2016, stating that the above mentioned accused persons formed a terrorist
gang owing its allegiance to the ISIS and on the direction of their handler, Safi Armar, conspired &
planned to carry out terrorist acts by assembling and planting IEDs to strike terror in the minds of
people.
4. Literature in the form of e-book was received from the mobile phone of the accused Akhlaq,
“Bomb Banane Ka Asan Tariqa” , which teaches how to assemble IED’s using the explosive material
extracted from match sticks.
5. In pursuance of the conspiracy, they had gone to attend meetings at Lucknow and Deoband with
other likeminded persons whose role is being investigated by the NIA in the larger conspiracy case vide
RC-14/2015/NIA/DLI.
