TARENIO, J Manager Human Resources Division Job Title i Human Resources Management Officer It Job level 40 Immediate Supervisor: HRMOIV Duties and Responsibiliti 1. Acts as the Section Head. 2. Develops and recommends procedures on effective recruitment, testing and placement by reviewing processes and aligning them with latest HR best practices to maintain effective recruitment procedures and sustain the hiring of the right applicant for the vacant positions. 3. Oversees the processing of all personnel movements (e.., transfer, re-assignment, changes of status, termination, retirement, appointments). 4. Oversees the processing of the Merit Promotion Program (e.g., announcement of vacancies, evaluation/assessment of application, and interview of applicants). 5. Reviews the propriety of recommended personnel movement from different departments/divisions in accordance with existing personnel policies and procedures. 6. Supervises and participates in planning, recruitment, selection of personnel. 7. Oversees the conduct of analysis to determine staffing number, required skils, qualities and needs to meet the company’s objective. 8. Reviews pre-employment examination results and make necessary recommendations. 9. Oversees the maintenance of accurate and updated centralized manpower records. 110. Oversees the maintenance of updated qualifications standards based on the current manpower needs of the different departments. 111. Provides relevant data to develop high potential employees through appropriate training and exposure and establish strong talent bench for corporate critical roles. 112, Provides advice and information to management and employees on personnel policies and procedures. 13. Supervises HRM Officer II for Planning and Development, HRM Assistant I! for Planning and Development. Oversees the annual training division budget 114. Monitors the implementation and operation of training and career programs as well as job evaluation and performance management. 15. Oversees the development of training and career planning to identify developmental needs Including preparing personnel for more responsible position and increasing effectiveness in present assignments. 116. Responsible for coordinating subordinate employee training, performance assessment, work ‘assignments, and recognition/disciplinary actions. 17. Exert influence on the overall objectives and long-range goals of the organization. Interacts with senior internal and external personnel on significant matters regarding training and career programs. 18. interprets and executes policies and procedures that affect subordinate work unit(s). Qualification Standards: A graduate of Psychology or any related course, preferably a Psychometrician. Three (3) years related office experience. Related masteral units or degree is an advantage. Supervisory experience in principles and practices of human resource planning, recruitment and placement, an advantage. 5. Good planning, organizational, analytical, problem-solving and decision-making skills. 6. Can communicate clearly and concisely, orally and in writing 7. Values confidentiality. Tact and discrete when dealing with employees. 8. Knowledge in the area of position classification. 9. Able to work independently and effectively with all levels within the organization. 10, Able to provide motivation and leadership to staff. 11. Good communication and customer service skills 12, Proficient in Windows environment, specifically Microsoft Word, Excel and PowerPoint and data entry techniques on HRIS.
