モロッコ王国、アフリカ市場へのゲートウェイ
— ビジネスチャンスと課題 —
1. 背景
モロッコ王国はアフリカの北西に位置しており、ヨーロッパ大陸から 15 キ
ロ離れた場所にあり、アフリカとヨーロッパの歴史的なルーツを持ち、アフ
リカへのゲートウェイと投資先として注目されている。モロッコの魅力は、
その優れた地理的位置、経済的および政治的安定性、政府による対外開放お
よび外資誘致政策、中東とヨーロッパとのつながり、フランス語、スペイン
語、英語、アラビア語圏の国である点にある。
アフリカが世界的な経済成長の原動力となるにつれて、大企業と中小企業の
両方にとって、モロッコはアフリカ大陸へのビジネス展開のゲートウェイと
しての役割がより一層重要になる。アフリカ市場に進出しようとしているい
くつかのグローバル企業はモロッコにすでに拠点を設置しており、または検
討の段階にある。
本記事で、ビジネスチャンスと課題の両観点からアフリカ市場へのゲートウ
ェイの役割を果たすモロッコについて解説する。また、モロッコ市場への日
本企業の関心と投資の現状を簡単に紹介する。
2. ビジネス環境とチャンス
モロッコは安定した新興市場であり、過去数年間で著しい経済発展を遂げた。
アフリカ諸国の中でも、投資先として、多くのランキング機関から非常に高
い評価を得ている。主な優位点は、戦略的地理的位置、安定した社会・政治
的環境、健全なインフラ、低い労働コスト、優秀かつ勤勉な人材、アフリカ
への外国直接資投(Foreign Direct Investment(FDI))の主要ハブ、そし
て優れた観光地であることにある。
モロッコは多様でオープンな経済を目指している。経済の主要分野には、農
業、観光業、自動車産業、航空産業、リン酸塩、繊維工業、再生可能エネル
ギー、漁業などがある。2016 年に、農業は GDP の 13.1%、産業は 29.8%、
サービス業は 57.2%を占めた。モロッコは人口増加と中流階級の割合の増加
(30%以上)が高く、また市場として幅広い顧客カテゴリーを有している。
近年の GDP の成長率は約 4%で、アフリカで 3 位となる。
モロッコの主要貿易相手国は依然としてスペイン、フランス、イタリアなど
の欧州諸国である。しかし、近年、モロッコ政府は、経済を刺激し、アフリ
カ市場への拡大を促進し、世界中からの投資を誘致するためにいくつかの努
力を行ってきた。近年、モロッコが設置した投資環境に対して、特に自動車
業界から大きな関心が寄せられている。モロッコは現在、EU、米国、トル
コ、ヨルダン、チュニジア、エジプト、アフリカ諸国、60 カ国ほどの自由貿
易協定を締結している。また、産業開発戦略とインフラ整備のため、競争力
の高いプログラムを設定しており、港湾設備、道路インフラ、自由貿易地域
などのインフラに投資し、投資先としての魅力を向上させている。
モロッコは今までアフリカ大陸で拡大させてきた健全な金融システムを保持
している。例えば、モロッコ最大の経済都市カサブランカ市における金融経
済特区である「カサブランカ・ファイナンス・シティ」(以下「CFC」)は
アフリカ大陸で事業展開を拡大するために利用できる優れた財務基盤を提供
している。CFC は 2010 年に法制化され、CFC ステータスを取得した企業は、
税制や労働許認可などで優遇措置を受けることが可能になっている。現在、
金融機関、法律事務所や持株会社、多国籍企業の地域統括拠点など、140 社
を超える企業が CFC ステータスを取得している。なお、カサブランカ証券
取引所はアフリカで第 2 位の規模を誇り、地域の拠点を目指している。
モロッコ北部の都市でジブラルタル海峡の西端にあるタンジールは、スペイ
ンからわずか 15 キロ離れたところにあり、以前から国際ゾーンとしてユニ
ークな地位を得ており、外国から高い関心を集めている。世界で最も繁華な
輸送ルートの 1 つに位置するタンジール港は、タンジール・メッド 2
(Tanger Med2)の建設で扱うコンテナ数を倍増させる予定である。タンジー
ル港に約 800 万のコンテナ容量があり、地中海とアフリカで最大の港である。
2017 年、3 年連続で、フィナンシャル・タイムズ紙の有名な調査部門 FDI
インテリジェンスは、Tanger Med をアフリカのフリーゾーンと命名した。
3. モロッコとアフリカの関係
近年、アフリカは大きなビジネスチャンスを潜んだ巨大市場として着目され
ている。アフリカ経済は世界で 2 番目に急速に成長しており、人口は 10 億
人で中国やインドの人口に比べてあまり大きく変わらない。また、アフリカ
の総 GDP は約 3 兆ドルで世界第 5 位の経済を成し遂げている。将来、アフ
リカの人口は倍増すると見込まれており、GDP は引き続き大幅に拡大して
いくと予測されている。
モロッコは、アフリカ市場における経済成長とプレゼンスを向上させるため
の開発戦略を実行し、堅実な措置を講じてきた。実際、モロッコはアフリカ
大陸と長い貿易の歴史を持ち、特に西アフリカ諸国との文化的関係を強化す
るのに役立った。アフリカは、モロッコ政府の政治的および経済的優先事項
に設定されている。アフリカ諸国への政府官僚の訪問が頻繁で、大陸全体の
発展に対するモロッコのコミットメントを示している。モロッコは現在、ア
フリカのいくつかの地域(アフリカ連合、デュ・マグレブ・アラブ、そして
まもなく公式には ECOWAS)に加盟しており、経済を促進するとともに、
モロッコの野心的な投資プログラムを支えている。特に、成長が遅い EU へ
の貿易依存度を低下させるため、モロッコは今後もサブサハラアフリカに焦
点を当て続けていくと考えられる。
モロッコはアフリカでの事業展開のプラットフォームを提供している。輸送、
物流、財務、組立、販売などに関して、北アフリカ、西アフリカ、サブサハ
ラアフリカ間の地域拠点となっており、アフリカ大陸内のつながり、労働者
交流、と南南協力を強化しようとしている。モロッコは、アフリカで、いく
つか大きなインフラプロジェクトを政府レベルで推進している。エジプトで
の OCP による肥料生産の構築(37 億ドル)、アビジャンでのリハビリ事業
展開(450 百万ドル)、ナイジェリアとの 4 千キロの大西洋ガスパイプライ
ンの整備(250 億ドル)がその一例である。これらのプロジェクトは大企業
と中小企業に様々なビジネス機会をもたらす大きな投資である。
モロッコの大規模な企業はアフリカに進出しており、例えば、アティジャリ
ワファ銀行、BMCE 銀行は金融分野をリードし、OCP と Maroc Telecom は
それぞれエネルギー部門と電気通信部門をリードしている。モロッコの金融
機関は、サブサハラアフリカ地域での存在を向上しており、アフリカ大陸全
域で多数の買収を通じて拡大し、アフリカ 20 カ国以上でプレゼンスを高め
ている。これらの企業は、大陸全体で外国投資とビジネス展開に必要な堅固
なプラットフォームを構築してきた。これらの企業は、アフリカで事業展
開・拡大するグローバル企業に対して橋渡し役も果たしている。
4. モロッコと日本の関係
GDP の観点から、ナイジェリア、エジプト、モロッコ、タイ、フィリピン
は同レベルである。実際、モロッコと一部のアフリカ諸国は、日本企業が既
に投資している他のアジア諸国とほぼ同じ市場規模となっている。近年、ア
フリカで事業を行っている日本企業は、規模がまだ限定的ではあるものの、
明らかに増加している。市場調査のためにアフリカやモロッコを訪れる日本
企業はますます増えており、アフリカ大陸に大きな関心を示している。一方、
近年、モロッコ政府や官僚が日本をより頻繁に訪れることとなった。
日本企業がアフリカで投資している主な国は、南アフリカ、ナイジェリア、
ケニア、エジプト、およびモロッコである。現在、約 50 社の日本企業がモ
ロッコに投資している。また、いくつかの自動車製造社がモロッコの自動車
産業に高い関心を寄せている。例えば、2017 年 9 月に設立された電動パワ
ーステアリング製造会社 JTEKT は、2017 年 10 月にモロッコ政府とタンジ
ール市に生産拠点を設立するための覚書(MOU)を締結し、2020 年中に生
産開始する予定である。開始時点の生産能力は年間約 25 万台を目標として
いる。旭硝子株式会社(AGC)もモロッコに支店を開設した。 2019 年から
生産を開始し、欧州に輸出する予定である。モロッコで現在生産されている
車の台数は年間約 40 万台である。モロッコは、2025 年までに年間 100 万台
を生産する目標を立てている。モロッコの自動車生産は、ヨーロッパや中東
を中心に世界中の 73 以上の地域に輸出されている。
日本企業のアフリカへの投資を支援するために、国際協力事業団(JICA)か
らいくつかのスキームが提供されている。これらのスキームの主な目的は、
モロッコやアフリカでビジネスチャンスを探求し、事業展開に関心のある企
業を支援することにある。これによって、モロッコとアフリカの発展、経済
力の向上、貧困の低減、日本技術の移転に貢献することを目指している。
日本貿易振興機構(ジェトロ)は、日本と他国との間の貿易と投資を主に促
進する独立行政法人である。ジェトロは、2014 年にモロッコの首都ラバト
に事務所を開設し、モロッコとより多くの貿易関係を確立するため、モロッ
コでのネットワークを拡大している。経済産業省、外務省、モロッコ投資開
発庁(AMDI)などいくつかの組織を通じ、日本とモロッコの間でいくつか
の協力関係が確立されている。
5. 中小企業にとってのビジネスチャンス
モロッコやアフリカ市場でのビジネスチャンスは、大企業に限らず、中小企
業にとっても大きなものである。特に、上記のように多くの指標で示されて
いるように、今はアフリカとモロッコ市場に参入する絶好のタイミングであ
り、またナンバーワンになる可能性の高い市場である。これらの市場では、
スモールスタートが可能で、市場を試しながら成長することができる。JICA
は、事業開発の初期段階において市場調査などに伴って発生する初期費用を
低減するために、中小企業を支援する複数のスキームを提供している。
製品の観点から見ると、モロッコとアフリカの市場は、ヨーロッパ、アメリ
カ、または中国のからの既存製品を超えて、ますますのバリエーションを求
めている。日本からの製品は、モロッコとアフリカで高い評価を得ており、
適切なカスタマイズで多様化する市場ニーズ(健康指向など)に対応すれば、
成功するチャンスが十分にある。また、すでに事業を営んでいる既存の外国
企業と競争する必要はなく、協業を検討することも重要である。
市場戦略は、製品とターゲット顧客に大きく依存する。中流階級は年々増加
しているため、中流階級を対象としたビジネスに重点を置くことが重要とな
る。他方で、一般的な認識と違って、低コストの製品だけは、市場が要求し
ているとは限らない。隠されたビジネスチャンスを特定していくには、アン
テナショップは市場調査の重要な活動の 1 つである。現場でのアンケートも
重要な手段となる。また、展示会に参加して顧客の反応を確認したり、協力
できる現地パートナーを見つけたりすることも第一歩として重要である。
モロッコで成功した日本の中小企業の一例として、JICA 支援スキームの恩
恵を受けた株式会社 鳥取再資源化研究所である。モロッコで現地法人を設立
し、ビジネスを運営することにより、現地市場のニーズと動向を深く理解し、
事業展開している。今後は、モロッコで培った経験とネットワークに基づき、
アフリカの他の国々への事業拡大を検討している。
6. 課題
海外事業展開において情報は非常に重要となる。現地情報へのアクセスの難
しさは、アフリカで事業を展開する上で最大の課題である。一般的に、投資
家は、ローンシステムや地域習慣などの情報へのアクセスを必要とする。な
お、日本企業の現地法人も、日本市場およびグローバル市場の基準を担保す
るために、監査や会計に関して日本と同等の基準を維持する必要がある。モ
ロッコとアフリカの市場への投資が増加するとともに、グローバルスタンダ
ードの知識を持った監査と会計の専門家の必要性がますます高まっている。
これらの需要に的確に答えていくには中長期計画が必要である。
大企業からの投資を支援する目的で、モロッコ政府が多くの政策やプログラ
ムを導入してきたが、必ずしも中小企業のニーズをカバーするものとは限ら
ない。例えば、中小企業からの投資は税金やコストが高価なものになる傾向
がある。中小企業のコスト負担を低減するには税金とコストの枠組みをよく
理解した上で、商品を位置づけることが重要である。
これらの課題を克服するためには、既にモロッコとアフリカで事業を展開し
ている日本企業のサポートを借りることが一つの手である。もう 1 つのアプ
ローチは、アフリカ市場で経験が豊富なモロッコ企業と協力し、アフリカで
のビジネスを一緒に探ることである。
7. まとめ
本記事で、モロッコとアフリカでのビジネスチャンスと課題に関して紹介し
た。モロッコ市場の潜在力とアフリカ大陸へのゲートウェイとしての魅力に
ついて解説した。最近、モロッコやアフリカとの貿易や投資に多くの日本企
業やその他のパートナー国の企業からの関心が高まっている。モロッコから
もアフリカ諸国への投資はますます増えている。モロッコは外国投資を積極
的かつ継続的に奨励しており、複数のマクロ経済政策、貿易自由化、構造改
革を通じて、投資を促進し続けている。

1. Background
Morocco, located at the most northwest of Africa, only 15 km away from the
European continent and with historical roots in both Africa and Europe, has recently
attracted a lot of attention as an investment destination and a gateway to Africa. The
attractiveness of Morocco is high due to its excellent geographic location, its
economic and political stability, openness and support of government to foreign
investments, its connections with also Middle East and Europe, and being a French,
Spanish, English, and Arabic speaking country.
This article showcases the role of Morocco to serve as a gateway to Africa from the
perspectives of both business opportunities and challenges. Also, it introduces the
current status of Japanese companies involvements and investments in Morocco.
The main trade partners of Morocco are still European countries such as Spain,
France, and Italy. In recent years, however, the Moroccan government has led several
efforts to stimulate economy, expand in African markets, and attract foreign
investments from all over the world. Recently, there is a high interest in the
automotive industry in particular and in the investment environment set up by
Morocco in general. Morocco has several free trade agreements currently in place
with various countries, including the EU, the USA, Turkey, Jordan, Tunisia, Egypt
and many other countries across Africa.
Morocco has set a competitive program for industrial development strategies and
infrastructure improvements. Morocco is investing in infrastructure including port
equipment, road infrastructure, free trade zones, and improvements of its investment
attractiveness. Morocco has a good financial system and is showing good expansion
in Africa. For example, Casablanca Financial City (CFC) located in the economic
capital of Morocco, Casablanca, provides a good financial platform that can be used
by foreign investors as a basis to expand their business and activities to beyond
Morocco in the African continent. The platform provides a comprehensive business
ecosystem that gives international financial institutions, professional services firms,
and regional headquarters access to African markets and preferential benefits.
Moreover, the Casablanca stock exchange is the second largest in Africa and aspires
to be the regional hub.
Morocco’s northernmost city, Tangiers, located only 15 km away from Spain, has
always attracted foreign interest, with its unique status as an international zone.
Situated on one of the world’s busiest shipping routes, the port of Tangiers is
expected to double the number of containers it handles with the construction of
Tanger-Med 2. The port of Tangiers has the capacity of about 8 million containers,
making it one of the largest container ports in the Mediterranean and in Africa. In
2017, and for the 3rd consecutive year, ThefDi Intelligence, a well-known service
from the Financial Times, has named Tanger-Med Zones as Africa’s Free Zone of the
Year.
As the most stable country in North Africa, Morocco ranks among the top three
recipients of FDIs on the continent. It is also one of the largest investment hubs in
Africa, along with South-Africa, Egypt, Nigeria, and Kenya. Most African countries
rely on unprocessed resource commodities for export revenues, with about 60% of
them relying on up to five commodities. Whereas Morocco has incorporated some
manufactured or semi-processed and relatively high technology products, making it
the most diversified exporter in the continent, with 75% of its exports consisting of
about 88 different goods.
Morocco has been taking solid steps in applying its development strategy to
improve its economic growth and presence in African markets. In fact, Morocco has a
long history of trade with Africa, which has helped strengthen cultural ties, especially
with West African countries. Africa is set on the top political and economic priorities
of the Moroccan government as indicated by the frequent visits of the king of
Morocco and government officers to several African countries, and by Morocco
commitment to the development of the continent with which it believes it shares the
same destiny. Morocco is currently part of several regions in Africa (the African
Union, the Union du Maghreb Arab, and soon officially the ECOWAS), which
provides several economic facilitations and advantages as well as creating favorable
conditions for Morocco’s ambitious investment program. Morocco is likely to
maintain its focus on Sub-Saharan Africa as it seeks to reduce its reliance on trade
with the EU, due to the slow growth of the Eurozone.
Morocco is positioning itself as a platform for Africa. The country is a regional hub
for North, West, and Sub-Saharan Africa for shipping, logistics, finance, assembly,
and sales. Morocco seeks to improve its connectivity with Africa (labor exchange)
and south-south cooperation. Morocco is also driving very large infrastructure
projects at several African government levels, with the continuous support of the king.
The 4,000 km Atlantic Gas Pipeline with Nigeria ($25b), the fertilizers production
plants by OCP in Ethiopia ($3.7b), and the rehabilitation project in Abidjan ($450m)
are some examples. These projects kickstart a big round of investment, bringing
business chances to related industries for large and small companies alike.
Main countries where Japanese companies are investing in Africa are South Africa,
Nigeria, Kenya, Egypt, and Morocco. Currently, there are, in total, about 50 Japanese
companies investing in Morocco.
There is also high interest from several manufacturers in joining the production
chain of the automotive industry in Morocco. For example, JTEKT, a window power
steering manufacturing company that was established in September 2017, signed a
memorandum of understanding (MOU) with the Moroccan government in October
2017 to establish a factory in Tangier city. It plans to start operation and production
from 2020. The target of the starting capacity of JTEKT is to serve about 250,000
cars per year. Asahi Glass Corporation (AGC) has also opened a branch in Morocco.
It plans to start production from 2019 and has plans to export to Europe. The total
number of cars currently produced in Morocco is about 400,000 per year. Morocco
aims to reach its goal of having the capacity to build 1 million vehicles a year by
2025. Moroccan car production is exported to more than 73 destinations worldwide,
mainly in Europe and Middle East.
The recent news of Attijariwafa bank concluding an MOU with the Sumitomo
Corporation indicates the beginning of further and wider collaborations with Japanese
companies. There are many other Japanese companies that are still in the market
research phase. The majority of these companies are in need of further support in
order to move from the market research phase to the business-operation phase.
There are several schemes provided by the Japan International Cooperation Agency
(JICA) to support more Japanese companies to invest in Africa. The main goal of
these schemes is to support interested companies to explore and develop business in
Morocco and Africa; meanwhile, help to contribute to the Moroccan development,
growth, and improvement of the country’s economic power, the reduction of poverty,
and the transfer of Japanese technology to Morocco and Africa.
The ABE (African Business Education) Initiative for Youth is a program that offers
opportunities for young and eligible African men and women to study at Master’s
courses in Japanese universities as international students, and to experience
internships at Japanese enterprises in order to develop effective skills and knowledge
in various fields for contributing to the development of industries in Africa. The
largest percentage of beneficiaries from the ABE Initiative is from Morocco.
Moroccan professionals demonstrate excellent technical skills and their language
skills including English are high.
From products point of view, the African market is looking for more and more
variations, beyond existing products from Europe, USA, or China. Japanese products
have a great reputation in Morocco and Africa and have a good chance of succeeding
with appropriate customization to address the growing and diversified needs of the
market (e.g., health-oriented). Also, to succeed, it is not necessary to compete with
incumbent foreign companies with already running businesses, but also important to
consider collaboration with them.
The market strategy to take will highly depend on the product and target customer.
Since the middle class is increasing year after year, it is important to focus on
businesses targeting the middle class. On the other hand, low-cost products are not
necessarily what is required by the market, which is different from the general
perception.
6. Challenges
Information is very important for overseas business operations. Access difficulty to
local information is one of the biggest challenges for doing business in Africa. Easy
access to information is generally required by investors, in particular regarding loan
systems, local customs, and culture. To overcome market challenges, it is important
to borrow the help of Japanese companies already doing and expanding their business
in Morocco and Africa. Another approach is to collaborate with Moroccan companies
with good experience in Africa and work together with them to do business in Africa.
There are more and more investments from Morocco in African countries.
There are many policies and programs introduced by the Moroccan government to
support large companies to invest in the country but not necessarily covering SMEs’
needs. For example, tax and cost could be sometimes expensive for investing SMEs.
It is important for SMEs to find the right scheme and framework to position their
product and, thus, reduce tax and cost.
Japanese companies in their overseas branches would also need to keep the same
standards as in Japan when it comes to auditing and accounting to meet the global
market standards. There is a higher and higher need for a larger number of experts in
audit and accounting with knowledge of global standards in Morocco and Africa in
order to address the increased demand, which is proportional with the increase in the
number of investors.
7. Summary
This article has introduced the opportunities and challenges of doing business in
Morocco and Africa. Morocco has many market potentials and assets that make it an
attractive destination for investment and the right candidate to serve as a gateway to
the African continent. Recently, there has been a higher interest in trade and
investment with Morocco, and Africa, from Japanese companies as well as other
partner countries. Morocco is actively and continuously encouraging foreign
investments and has sought to facilitate it through multiple macro-economic policies,
trade liberalizations, and structural reforms.
