Bidding Criteria
Teams are given a capital pool of Rs.1000 crores, out of which they can use a maximum of 800
crores to bid for licenses
Team can bid for licenses in any of the 23 circles
Circles are grouped into A,B,C and Metro Segments
The team can place at most 8 bids for the different circles
A team can bid for at most 3 circles in each segment and a team should bid for atleast one circle
in each segment
There will be minimum bid amounts for each circle
A team can win at most 4 licenses
The amount of capital in the capital pool left after bidding will be carried forward to future
rounds. No further capital will be provided in Round 2.
The bidding process will be through closed bids
Bids once accepted will not be renegotiated
In case of equal bids, a random generator function is used to allocate a circle license to the
bidder
Licenses will be awarded to the team with the highest bid for a circle, provided all other bidding
criteria are fulfilled
Teams that do not fulfill the bidding criteria will be disqualified from participating in future
rounds and their bids will be nullified
Teams that successfully bid for atleast one license will proceed to the next round
Teams that do not win any of their bids will be eliminated
Market Attractiveness

come up with their valuations for the licenses and bid accordingly given the data provided.
