BUSINESS ANALYSIS
GOVERNANCE
NOT SO BORING GOVERNANCE

As I have mentioned earlier that rationale and consistency

is very important in business analysis. In fact, in any form
of business, quality and consistency should be the first
thing and the last thing, everything comes in between.

And you cannot maintain quality and consistency till there

is a mechanism to document the entire process. You can
refer to it as SOP (standard operation/operating
Procedure) or something else, but something has to be
there to govern the entire process.

In case of business analysis, we call it Business Analysis

Governance.
It controls and provide guidelines on how to perform
business analysis, requirement elicitation, change controls
and other stuff related to business analysis.
A well laid out Business Analysis Governance Process will
include details for;
•Who is the decision maker?
•Decision making process
•Information needed to make decisions

• Input- BA Approach, Stakeholder Engagement

Approach

• Task- Business Analysis Plan Governance

• Output- Governance Approach

Governance Approach will include following details;

• BA Approach and Prioritization Details
• Who is responsible for proposing project/requirement
changes?
• Who is responsible for approving project/requirement
changes?
• Who is responsible for analyzing project/requirement
changes?
• How changes will be documented, tracked and
communicated like defect conference, project status calls,
etc.

Decision Making- Primary function of any governing

body is decision making. Few key stakeholders are
responsible for making decision.

For practical purpose, you will have 1 or 2 guys who

will control the outcome of the board. If they approve
or reject, rest of the members will do same thing. So,
you need to identify these stakeholders and go after
them.

Managing Change Control Process- you elicit requirements, get

them signed 0ff/approved and start their development. Any work or
requirement which is uncovered after sign-off goes through change
control process.
These new changes are sometime referred as “Enhancement” also.
Whether you follow waterfall or agile, every project need an
established change control process. Governance control how change
control process will operate for a certain project.

CHANGE CONTROL PROCESS IS MUST OF EVERY PROJECT.

If there was no requirement to develop a functionality but expectation is to have

that functionality, it becomes an enhancement or also known as change control.

Change Control Process Defines;

1.How to elicit requirement for a change control?
2.How to prioritize them?
3.Estimation and funding details
4.Project delivery
5.Who will approve change control
6.Determines who is responsible for analyzing,
developing and testing the change.

Prioritization – Another important function for a project governance

body is prioritization.

Those who have worked on any IT project, they will tell you, Business
Analysts are bombarded with requirements throughout the project and not
just during requirement elicitation process. Therefore, it is very important
to determine in advance;

How to determine what to deliver and what not to deliver?

Remember, in this knowledge area of business analysis planning
and monitoring, you are not determining what to deliver and what not
to deliver, you are simply determining the process which will be used
for determination purpose.

Following factors will influence your prioritization process;

•Timeframe
•Resource availability
•Adopted methodology

Your prioritization plan will include;

•Technique to be used for Prioritization like brainstorming,
interviews, etc.
•Stakeholders needed for prioritization.
•Prioritization criteria like cost, time to deliver, etc.

Approval Plan – in A WAY, THIS IS THE MOST

important STEP IN ANY PROJECT IN ANY DOMAIN
OR ORGANIZATION.

Imagine you did everything, followed the guidelines,

collaborated with stakeholders but your work wasn’t
approved because everybody had their own opinion about
your work and you don’t know whose opinion should matter.
And the worst part, nobody knows the approving criteria.
How do you decide if the work presented by you is
“Approvable” or not?

http://akhilendra.com
http://akhilendra.com

You need to establish an approval plan in advance

and this plan will address all of these issues;
1. Who is going to approve?
2. Approving criteria
3. Approval process like walk through
4. Timing of approval
5. Frequency of approval
6. If you can start with development work before
approval or not
