Economic considerations for power transmission line development

BOSTON, June 20, 2014 – Julia Frayer, Managing Director at London Economics International
LLC (“LEI”) spoke at the Platts 2014 Transmission Planning and Development Conference held
in Arlington, VA on June 19, 2014. Ms. Frayer discussed considerations and methodologies
associated with cost-benefit analysis, as well as applicability to transmission project
development.

Ms. Frayer provided a summary of the consumer benefits resulting from transmission in
general, noting that “some benefits arise even before a transmission project is placed into
service – for example, economic development as a result of local spending during construction.”
The presentation elaborated on the reasoning behind underinvestment in transmission,
observing that primary motivations for expanding or maintaining transmission networks are: to
reduce transmission losses, manage transmission congestion, enhance transmission capacity,
and improve reliability.

The Platts Transmission Planning and Development Conference is a two-day event held
annually where key industry individuals debate and discuss the latest regulations affecting the
transmission industry and discuss the newest developments in transmission planning. The 2014
key topics were: ensuring grid reliability; planning timelines; and a robust market's relationship
with new build.
