PAS must function for the best interest of the people. First, it should function
with integrity and honesty. Secondly, it should enable the community to become self
reliant and lastly PAS should deliver programs and services according to the needs at
the grassroots level.

I have stated three above of which think are some of the basic functions of PAS
and how Capability Building adds support to achieve these functions or duties.
Capability if we try to look at the dictionary it is a feature, an ability or competence that
can be developed. It could refer to an ability that exist but can be improved. In other
words capability building is developing or improving one’s ability or capacity to go
further.

If the people or the community are enabled or awaken to exercise their rights,
the right to be informed and right for disclosure of public funds and transactions then
officials or the PAS itself are bound to these rights . Therefore, PAS will function
accordingly, with integrity and without stain of corruption because the people are being
watchful. That is how important Capability Building is, it kindles the heart and mind of
the people to exercise their rights without fear and reservation knowing that PAS is
accountable to the people it served.
PAS should not tolerate total dependence of the people to because it will have no
room for development. Public administration should always open rooms for
improvement and self-reliance. PAS should lead the people to innovations as to finding
ways to improve their lives without being mere dependent to the government.
Capability Building is important to PAS because it serves also as a tool by providing
series of activities, formation of CBOs or organizational development interventions that
would lead to being self-reliant.
No programs and services are said to be successful if it is not felt or enjoyed
down to the grassroots level. Problem identification and proper interventions will not
be realized if the people do not participate as to the planning and decision making.
Capability Building is important in such a way that people, especially those at the lowest
level of society are empowered to participate in the planning and decision making as to
what their needs are and what could be the solutions. With this, PAS becomes more
accurate to what programs and services to provide without wasting resources and
guarantees sustainability.

Capability Building should be indispensable with PAS. Through it, the people are
not just the target beneficiary or the object of which the PAS are accountable to but the
partner for the development of the country. Through Capability Building the people
serve as assets to which PAS will become more effective and efficient in delivering its
programs and services and in formulating and implementing its policies for the national
interests.
Leaders becomes great not because of their power, but because of its ability to
empower others.
