ae” Republee of the Philypines OFFICE OF THE CITY MAYOR CITY OF LUCENA EXECUTIVE ORDER No. _001B___ Series 2018 AN EXECUTIVE ORDER DESIGNATING THE PUNZALAN GYMNASIUM AS AN EVACUATION CENTER IN TIMES OF DISASTERS AND CALAMITIES WHEREAS, The City Government of Lucena recognizes the right of the people for the protection of their life and the promotion of their general welfare; WHEREAS, The City Government of Lucena shall establish and maintain a fully operational Evacuation Center, designate the Punzalan Gymnasium as temporary Evacuation Center, and provide facilities to make the evacuation center responsive to disasters and declaration of state of calamities; WHEREAS, The Punzalan Gymnasium is hereby designated and utilized as an Evacuation Center during times of disasters and calamities. Notwithstanding such designation, the Punzalan Gymnasium shall remain to be open for sports activities, assemblies, big social and commercial gatherings and other special activities during periods when disasters/calamities are not present; WHEREAS, the primary or primordial responsibility of this facility is the provision of emergency services and public assistance during or immediately after a disaster or crisis to save lives, reduces health impacts, ensure public safety and meet the basic needs of the people affected; WHEREAS, the facility shall adhere to the minimum requirements for physical provisions guaranteeing humane conditions for evacuees. WHEREAS, The Lucena City Disaster Risk Reduction and Management Office shall ensure the maintenance of the facilities and amenities of the Evacuation Center. WHEREAS, The City Engineering Office shall ensure that the structural capacity of the designated Evacuation Center is in accordance with the specifications of Republic Act No. 6541 or the National Building Code of the Philippines and be able to withstand wind speeds of three hundred twenty (320) kilometers per hour or two hundred (200) miles per hour and a moderate seismic activity of at least 7.2 magnitude. NOW THEREFORE, I, RODERICK A. ALCALA, City Mayor of Lucena, by virtue of the power vested in me by law do hereby order to designate the PUNZALAN GYMNASIUM as designated Evacuation Center in times of disasters and calamities.
