A Resolution Recommending the Award of Contract to GAKKEN PHILIPPINES

for the Supply and Delivery of Computer Supplies and Materials

WHEREAS, the BUREAU OF INTERNAL REVENUE, RR-3, Tuguegarao City

is in need of a qualified provider for the Supply and Delivery of Computer Supplies and
Materials;

WHEREAS, the BIR posted the Request for Quotation on 22 February 2018 for
the “Supply and Delivery of Computer Supplies and Materials” with an Approved
Budget for Contract (ABC) amounting to Four Hundred Thirty-Four Thousand
Seven Hundred Sixty-Eight Pesos (₱434,768.00) on the website of Philippine
Government Electronic Procurement System (PhilGEPS);

WHEREAS, in response to the said advertisement, three (3) bidders submitted

their quotation, namely: 1) GAKKEN Philippines; 2) Abana Computer Services; and 3)
Doña Alejandra Inc.

WHEREAS, per evaluation, GAKKEN Philippines was the only qualified Bidder.
The rest was unresponsive for having submitted an incomplete price quotation;

WHEREAS, upon careful examination of the quotation submitted by the

bidders, GAKKEN Philippines was found to have complied with the specifications and
with the lowest price quoted for the items below:

WHEREAS, the Technical Working Group in its Memorandum dated 08 March

2018, recommended to the BAC the award of the “Supply and Delivery of Computer
Supplies and Materials” to GAKKEN Philippines;

WHEREAS, Section 12 of R.A. 9184 mandates that the Bids and Awards
Committee (BAC) shall recommend the award of contract to the Head of the Procuring
Entity;

NOW, THEREFORE, We, the members of the Bids and Awards Committee
(BAC) RESOLVES as it is hereby RESOLVED to recommend the award of the
contract through Small Value Procurement in the amount of Three Hundred Eighty-
Two Thousand Nine Hundred Sixty-Six Pesos and 20/100 (₱382,966.20) to
GAKKEN PHILIPPINES which submitted the Lowest Calculated Responsive Bid.
