INTRODUCTION
All India Council for Technical Education (AICTE) was established by an Act of Parliament in 1987 with a
view to promote proper planning and coordinated development of technical education system
throughout the country. AICTE helps promotion of qualitative improvements in technical education in
relation to the planned quantitative growth and regulates proper maintenance of norms and
standards and matters connected therewith. The technical education covers programmes of
education, research, training in Engineering & Technology, Architecture, Town Planning, Management,
Pharmacy, Applied Arts and Crafts and other related areas of Engineering & Technology.
Clause 10 (1) c : Allocate and disburse out of the fund of the Council such as grants, on such terms
and conditions as it may think fit to- Technical institutions, and Universities
imparting technical education in coordination with the Commission;
Clause 10 (1) d : Promote innovation, research and development in established and new
technologies, generation, adaptation and adaptation of new technologies to meet
developmental requirements and for over-all improvement of educational
processes;
Clause 10 (1) e : Formulate schemes for promoting technical education for women, handicapped
and weaker sections of the society;
Clause 10 (1) f : Promote an effective link between technical education system and other relevant
systems including research and development organisations, industry and the
community;
Clause 10 (1) h : Formulate schemes for the initial and in service training of the teachers and
identify institutions or centres and set up new centres for offering staff
development programmes including continuing education of teachers;

OVERVIEW
AICTE Quality Improvement Schemes (AQIS), promotes Quality in Technical Education through Research
and Development and several other schemes which aim to create technical work on a systematic basis
in order to increase the available body of knowledge, which includes the technical institutes, its faculty
and students and their interdependence on technology and the use of this knowledge to devise new
applications. These schemes are being operated by the RIFD Bureau through which, as a part of its
functions, AICTE provides financial assistance to various Institutions for improvement in quality of
education. It also promotes research and development in technical institutions and to enhance industry
Institute Interaction. Some of the popular schemes are as follows:
ADJUNCT FACULTY
One of the key objectives is to have a strong and robust collaboration between the educational
Institutions and industry. The guidelines seek to encourage quality involvement of
academicians, scholars, practitioners, policymakers in teaching, research, and related services
on a regular basis. Such involvement helps in bringing external perspective to regular teaching
to make classes more interesting and to further enrich existing knowledge of faculty members.

ENTREPRENEURSHIP DEVELOPMENT CELL (EDC):
This scheme motivates to develop a support system for technocrats and entrepreneurs. The
Entrepreneurs Development Cell set up under the scheme is expected to act as a tool to
promote entrepreneurship and self-employment amongst technical students as an attractive
and viable career option.
AICTE-INAE-DVP
AICTE and INAE Distinguish Visiting Professor scheme envisages promotion of industry-institute
interaction by facilitating the dissemination of knowledge through the expertise of experienced
and knowledgeable persons from industry to integrate their rich industrial experience with
technical education.

AICTE-INAE TEACHERS RESEARCH FELLOWSHIP SCHEME
AICTE and INAE have launched the AICTE-INAE TEACHERS RESEARCH FELLOWSHIP SCHEME for
Engineering Teachers for Doctoral Research in Central Laboratories in order to promote a
research culture amongst the faculty in AICTE approved engineering institutions. Under this
scheme, engineering teachers in AICTE approved engineering colleges/institutions shall be
sponsored to pursue research in Council of Scientific and Industrial Research (CSIR) and
Defense Research and Development Organization (DRDO) laboratories leading to the award of
a PhD degree in the chosen field of study. The PhD degree will be awarded by the concerned
organizations of CSIR and DRDO. The period of association of the engineering teachers selected
under this scheme will be a maximum of three years. The age of the candidate should be 35
years or below

E-LEARNING CENTRE FOR TECHNICAL EDUCATION
E-learning refers to the use of electronic media, information and communication technologies
in education. E-learning is broadly inclusive of all forms of educational technology in learning
and teaching. E-learning is suited to distance learning which becomes flexible learning and make
a big difference in education. The centre would create e-resource facility to impart technical
education (Engg., Architecture, Pharmacy, applied arts etc.) at all level. The aim is to enhance
quality of institutions through sharing of resources and technical capability of lead institute.

DEFINITIONS
1. “AQIS” Means AICTE Quality Improvement Schemes.
2. “NBA” means National Board of Accreditation set up by AICTE, under Society Registration
Act 1860.
3. “The Council” means the All India Council for Technical Education.
4. “University” means a University defined under clause(f) of section 2 of the University Grants
Commission Act. 1956.
6. Government Aided Institution” means technical Institution that meets 50% or more of its
recurring expenditure out of the grant received from Government or Government
organizations.
13. “Department” means the department which runs an AICTE approved course/courses.

METHODOLOGY & GENERAL GUIDELINES
(b) The submitted AQIS application would be forwarded online to the empanelled experts.
(c)
Each proposal will be examined separately by three experts as per the guidelines of the scheme.
(d) Each proposal submitted online shall carry 100 marks for evaluation and would be examined by
three examiners online. Following general criteria would be followed for the grading and
qualifying of the proposal until and unless specified separately.

1.2 General Guidelines
(i) The project must be initiated within one month of receipt of the funds. An activity
register is to be maintained for listing the date and respective activity. It must be ensured
that projects are completed within the specified period of time.
(ii) State/Central Government procedures should be adopted for procuring
equipment/services. Equipment/services recommended by the council alone should be
procured. Equipment purchased should be engraved/ superscripted with AICTE Project
Number.
(iii) A stock register of equipments should be maintained for purchases made out of the
project grant for likely verification by AICTE appointed experts at any time. List of assets
procured from funds provided by AICTE should be submitted to the Council every year.
(iv) Progress reports should be submitted regularly to AICTE at specified intervals as per the
requirement of the scheme.
(v) Provisional audit certificates should be submitted annually. The Final audited UC should
be submitted immediately after the completion of the project along with Progress Report
and the details of the assets thus created/procured out of the grant-in-aid as per GFR-19
given in Annexure-III. Utilization certificate and statement of accounts in prescribed
proforma shall be duly audited by a Chartered accountant, in the case of private
institution and by the finance officer/account officer in respect of
government/government-aided institutions.
(vi) It may be noted that If AICTE does not receive the Utilization certificate within one
month from the date of completion of the project or earlier, then AICTE will be at liberty
to recover the entire amount of the grant including the interest thereon, in a manner it
finds proper. Without submitting the projects closure certificate, the department shall
not be eligible for further funding.
(vii) Interest earned on the project fund, if any, should be reported to AICTE. The interest so
earned will be treated as a part of the grant and can be utilized under permitted heads of
recurring expenses.
(viii) Any unspent balance from the amount sanctioned on the completion of the tenure of the
project must be surrendered to AICTE within one month through a Demand Draft drawn
in favour of the Member Secretary, All India Council for Technical Education.
(ix) The Comptroller and Auditor General of India/ AICTE at their discretion shall have the
right of access to the books of accounts of the Institute in respect of the grant received
from AICTE. The Institute must, therefore, maintain separate record of expenditure and
audited accounts for the project.
(x) The Institution which has availed the grant, shall observe all financial norms and
guidelines as prescribed by the AICTE/GOI from time to time.
(xi) Project Monitoring Committee (PMC) at Institutional level has to be constituted by the
Coordinator of the Project for reviewing the progress of the project from time to time
and submit annual progress report.

(xii) The composition of PMC should be as follows (in case specific instructions are not issued
for any specific scheme):
(i) Director/Principal/Dean of the Institution, College and University respectively
(Chairman of the Committee).
(ii) Dean (Academic affairs/Research)
(iii) Coordinator of the Project (Convener/Secretary)/ Head of the Department.
(iv) An external expert member of the area of specialization of the project.
(xiii) The constitution of PMC may be sent to the Council for record. The general terms of the
reference of PMC are as follows:
(i) PMC should meet from time to time as required but at least once in a year.
The minutes of the meeting should be recorded and submitted to the
Council.
(ii) PMC shall advise on the proper utilization of the funds under the project and
would ensure proper implementation of the scheme as per the objectives of
the project.
(xiv) As per Government of India’s Decision (7) b under Rule 149(3), assets created/procured
out of the project grant should be submitted to the funding agency. The assets thus
created/procured out of the grant should be maintained and submitted to AICTE, along
with the project completion report.
(xv) Each Project sanctioned by AICTE is assigned a specific File No. All Correspondence
addressed to AICTE regarding the Project must invariably quote this number along with
the year in which the Project was sanctioned and should be addressed to the Bureau
Head.
(xvi) The AICTE may withdraw the award due to any reason, it thinks appropriate, including
the following :
(xvii) If the progress is not adequate during Annual Appraisal;
(xviii) If the scheme is not initiated or is deviating from approved project plan
(xix) In case of any financial irregularity;
(xx) Any expenditure incurred prior to the issuance of the approval letter and after the expiry
of tenure of the project is not allowed for any adjustment in the grant-in-aid.
(xxi) The grant-in-aid released for a project cannot be spent on creating infrastructural
facilities such as construction of roads, purchase of vehicles, air-conditioning, etc.
(xxii) The assets acquired out of the grant-in-aid shall be the property of the Institute. No
assets acquired out of the grant-in-aid shall be disposed off without the permission of
the Council.
(xxiii) The Council shall not provide any maintenance grant-in-aid after the expiry of the
incubation period for the programme.
(xxiv) The following details of temporary manpower employed under any project grant shall be
provided with the utilization certificate.
(xxv) Recruitment procedure adopted with copy of advertisement.
(xxvi) Muster roll.
(xxvii) Salary payment details.

(xxviii) In case of a project proposal recommended for funding by the expert committee, the
institute shall upload relevant documents justifying the self declared credentials of the
Coordinator/ Principle Investigator/ Department/ Institute/ Project/ NBA Accreditation,
etc. based on which the project proposal is recommended in respect of the project on
the AICTE web portal.
(xxix) In case, at any point of time it is found that information provided in the proposal is false
or incorrect, AICTE will be at liberty to withdraw the grant given to the Institute/
University Department and it shall be liable to refund the entire amount of the grant with
interest thereon and also liable for any other action that AICTE may deem fit. AICTE may
not consider future proposals of Institute/ University Department in this circumstance.

CHAPTER 2
SHARE AND MENTOR INSTITUTIONS (MARGDARSHAN)
2.1.1 Objectives
Mentoring to institutes by a well performing Institute.
The Hub ‘n Spoke system is to be established by a Institute of repute as a Mentor within
an existing facility to serve as the hub to guide and disperse knowledge to and between
around ten technical institutions to encourage best practices. The secondary branches,
the spokes, are additional services provided to faculty for self improvement. Eventually,
the Hub ‘n Spoke system will allow for inter-hamlet information sharing, such as
technical education, research and sharing of resources to the entire system.
2.1.2 Eligibility
(a) The mentor Institution/ University Departments must be Government or Government
Aided institute.
(b) AICTE approved institutes/ University Departments can participate.
(c) The Mentor Institute/ University Departments should have been before established 15
years.
(d) The Mentor institute should be conducting graduate courses of which at least fifty
percent of the courses should be NBA Accredited.
(e) The Mentor institute should be conducting post graduate courses of which at least fifty
percent of the courses should be NBA Accredited.
2.1.3 Duration of the Project
(a) Duration of project shall be of 3 years.
2.1.4 Limit of Funding
(a) Rs. 50 lakh
2.1.5 Disbursement of the Funds
(a) 100 % of Non-recurring and recurring for one year for the first year.
(b) Recurring of one year for the second year.
(c) Recurring of one year for the third year
2.1.6 Processing Methodology:
The proposal shall be assessed by an Experts Committee constituted as follows:
(a) Three member expert committee not below the rank of Associate Professor.
2.1.7 Terms and Conditions
(a) The Mentor Institute shall identify at least ten other institutions for the programme. A
MoU should be signed among the Institutions to conduct the programme.
(b) The Mentor Institute is expected to conduct programs for the technical upliftment of
the member Institutions in terms of teaching learning process, faculty development
programs, research and technical how know.
(c) The Chief Coordinator shall be a full time faculty member of the Mentor institute. The
participating institutions are required to nominate full time faculty members (one from
each participating institutions) as the co-coordinators of the project.
(d) The Chief Coordinator shall be primarily responsible for the implementation of the
project.
(i) The Chief Coordinator is expected to give a comprehensive list of participating
institutions and their brief profile.

(j) The chief coordinator is required to provide a brief two page write up on the proposed
NCP indicating the following points at the time of submitting the initial proposal. This
may undergo some degree of modification in the Detailed Project Report, which is
required to be submitted within three months from the date of receipt of seed money
from AICTE:
(i) Details of Mentoring of the institutions.
(ii) Infrastructure and equipments needed.
(iii) Particulars and academic profile of the chief coordinator and co-coordinators to
be involved.
(iv) Manpower requirement. The Council does not provide project staff. However, in
exceptional cases, technical project staff may be engaged only on contract after
taking a formal approval from AICTE. The remuneration for such staff may be
fixed as per their qualifications and should be met from recurring expenditure
component of the projects (not exceeding 15% of the total sanctioned
recurring grant-in-aid).
(v) Details of financial lay out and deliverables of each participating institution.
(vi) A time activity chart indicating time schedule along with deliverables from each
participating institution.
(vii) Copies of letters of intents / MOU are signed between the participating
institutions.
(k) The Chief Coordinator/ University/ Institute should inform the council of their consent
to implement the programme as approved, by way of Acceptance Letter. If the
Acceptance Letter is not received by the AICTE within one month of issue of offer letter,
it shall be presumed that Chief Coordinator/ University/ Institution is not interested to
take up the programme, and the approval of the programme shall stand withdrawn.
(l) The Chief- Coordinator must submit Annual Progress Report every year indicating the
progress of the cell and the status of the grant-in-aid utilized. If it is found that the
grant-in-aid released is not being utilized for the purposes for which it was intended for
and the progress of the programmes is not satisfactory, the project programmes shall be
closed down. Action may be taken to seek refund of grant released. Further extension
of financial support from AICTE shall be based on the progress of the project and
effective utilization of the earlier grant-in-aid provided.
(m) If the Chief Coordinator leaves the institution, retires, or goes on long leave, the
institute will appoint another Chief Coordinator to the programme, under intimation to
the council immediately.

Chapter 3
ADJUNCT FACULTY
3.1.1 Objective
(a) One of the key objectives is to have a strong and robust collaboration between the
educational Institutions and industry. The guidelines seek to encourage quality
involvement of persons working in industry, academicians, scholars, practitioners,
policymakers in teaching, research, and related services on a regular basis. Such
involvement helps in bringing external perspective to regular teaching to make classes
more interesting and to further enrich existing knowledge of faculty members.
3.1.2 Eligibility
(a) AICTE approved Institutes / AICTE approved University Departments.
(b) The Adjunct Faculty must be an accomplished professional in her/his chosen field of
discipline, comparable to at least the top one third of the regular faculty in
professional expertise and reputation in their own fields and organizations.
(c) The Adjunct Faculty shall be less than 70 years of age.
3.1.3 Duration of the Project
(a) The duration of the project shall be for a semester.
3.1.4 Limit of Funding
(a) Total funding of Rs.6 Lakh at the rate of Rs. 1 Lakh per month, as salary including all
expenses for each case.
3.1.5 Disbursement of the Funds
(a) Rs. 6 Lakh in a semester.
3.1.6 Processing Methodology:
The proposal shall be assessed by an Expert Committee constituted as follows:
(a) Three experts not below the rank of Associate Professor.
(b) At least one member among the experts shall be from the concerned stream.
3.1.7 Terms and Conditions
(a) Broadly, Adjunct Faculty may be engaged to perform the following tasks, in addition to the
tasks decided at the department level:
(i) Teach Core/Elective courses in which the person's practical experience and knowledge
can add significant value to theory.
(ii) Supervise student projects and co-supervise research scholars with a view to adding
practical dimensions to their work.
(iii) Be a Joint-investigator in sponsored and Consultancy projects, bringing in significant
expertise to match industry needs and expectations.
(iv) Assist the department/institute to break new ground with industry in cutting edge
research with a view to developing IP and overcoming technological barriers faced by
industry in becoming globally competitive and to be a prime mover in taking the
institute's research-based industrial consultancy to new levels in quality and quantity.
(v) Support institute development activities with an industry interface - e.g., sponsored &
top-up programs, Chair Professorships, awards and scholarships, CSR funding, projects
etc.
(vi) The topics and scheduling of these lectures will be decided jointly by the Adjunct
Professor and his counterpart faculty members. The counterpart faculty will also teach
the subject and deliver the remaining lectures.
(vii) The Adjunct Professor will also be associated with the setting of examination papers
and the general work of evaluating students performance in the subject the teaching of
which he/she is associated with.

(b) An Adjunct Faculty, before been recommended for grant in aid from AICTE, shall be
appointed by the Director based on the recommendation of committee. Duration of
appointment shall be for one semester (six months). Reputed scientists, engineers,
physicians, advocates, artists, civil servants, bankers and other professionals, both serving
and retired can be inducted as adjunct faculty from outside the Institute. It is expected
that any requirement/application for adjunct faculty is first discussed at the department
level. Department must clearly specify the usefulness of experience of such candidates in
their department/institute level academic activities. If the department recommends a
case for adjunct faculty, then the same may be examined by a committee comprising as
following:
If the committee recommends the case, the same would be forwarded to Chairman
Senate for consideration and necessary approval.
(c) Any candidate for adjunct faculty should satisfy the following norms:-
(i) Must be an accomplished professional in her/his chosen field of discipline,
comparable to at least the top one third of the regular faculty in professional
expertise and reputation in their own fields and organizations.
(ii) Must have been recognized by various bodies in his field.
(iii) Her/his association must add value to the academic programme/students.
(iv) In case of candidates from an industry, his/her domain knowledge should be of
significant value and possession of M.Tech / Ph. D may not be considered as an
essential condition in such cases.
(d) Adjunct faculty will supervise student projects at all levels - carry out sponsored research
and consultancy, and teach courses (could be full semester long course or only a part
thereof in collaboration with a regular faculty). They will bring reputation to the Institute,
add valuable expertise and practical knowledge and complement the knowledge pool of
the existing faculty.
(e) Adjunct faculty would be provided with office room, secretarial services and other
facilities depending on their involvement in academic activities.
(f) Adjunct faculty shall not normally be eligible to receive financial support to attend
conferences in India or abroad for presenting their work done in the institute, However
funds from her/his R&D project in the Institute could be utilized for the purpose. Adjunct
faculty may receive financial support at the discretion of the Director to attend
conferences in India or abroad for presenting their work done in the Institute, if in the
opinion of the Director, she/he has contributed significantly to the Institute's academic
programme.
(g) The candidate's contributions to teaching, research and services must be articulated at
the time of appointment and the appointee's actual contributions in all three areas must
be evaluated at the time of reappointment and advancement.

(h) The Host Institution shall take steps to ensure that the audited utilization certificate and
the audited statements of accounts for the grants along with the list of assets created
from out of the grants to be submitted and refund of unspent amount from the grants
made to AICTE, immediately on termination of the Fellowship.
(i) A feedback shall be submitted by the Adjunct Faculty at the end of first year or at the end
of the tenure.
(j) The Appointment shall be on full time basis for a maximum period of 6 months. The
expenditure incurred on this funding may be met from Non-Plan budget of AICTE.

Chapter 4
TRAINEE TEACHER SCHEME
4.1.1 Objectives
(a) The scheme is intended towards aattracting bright Undergraduate and Postgraduate
students to teaching profession by providing scholarships for MTech/PhD Fellowships
and assured job for advancing their professional growth.
4.1.2 Eligibility
(a) The awardee should have completed Graduate/ Post Graduate course.
(b) The age of awardee shall be less than 25 years.
(c) The BoG of the institute shall resolve in advance that the candidate shall be absorbed in
the Institute as a regular faculty after completion of the course (M. Tech/Ph. D).
4.1.3 Duration of the Project
(a) Maximum Three Years.
4.1.4 Limit of Funding
(a) Total funding of Rs.2.5 Lakhs over and above other financial assistance/ scholarship if
any.
4.1.5 Disbursement of the Funds
(a) One 100% released to the Institute. Monthly basis release by the Institute to the
Candidate.
4.1.6 Processing Methodology:
(a) All the proposals shall be assessed for Institute credentials by an Experts Committee
constituted comprising of three experts not below the rank of Associate Professor.
(b) The application of the candidates of the qualifying institute would be assessed by experts
for selection based on merit and credentials of the candidate.
4.1.7 Terms and Conditions
(a) During the tenure of the award, the awardee shall work as a teacher in the identified
Institution.
(b) The qualifications required by the candidate shall be at par with the norms required to
appointment of the faculty to a diploma/ degree institution.
(c) The awardee is entitled for holidays and such other service privileges from the Institute
as per the entitlements of the awardee in the University/College/Institute.
(d) Apart from the AICTE funding, the awardee is also entitled for GATE stipend/ P.hD
stipend as per norms which he/she deserves.
(e) Only one candidate per Institute would be entertained under the scheme.
(f) The candidate shall sign a bond with the institute to serve for at least 3 years at the
institute after completion of his/her MTech/Ph D.
(g) The BoG resolutions should be passed before the application for the grant is uploaded.

To build an understanding of the development agenda within institutes of Higher
Education and an institutional capacity and training relevant to national needs,
especially those of rural India.
To re-emphasize the need for field work, stake-holder interactions and design for
societal objectives as the basis of higher education. To stress on rigorous reporting
and useful outputs as central to developing new professions.
Provide rural India and regional agencies with access to the professional resources
of the institutes of higher education, especially those that have acquired academic
excellence in the field of science, engineering and technology, and management.
To improve development outcomes as a consequence of this research. To develop
new professions and new processes to sustain and absorb the outcomes of
research.
To foster a new dialogue within the larger community on science, society and the

Chapter 6
RESEARCH PROMOTION SCHEME (RPS)
6.1.1 Objectives
(a) RPS Promotes Research in identified thrust areas of in Technical Education. RPS is aimed
to create research ambience in the institutes by promoting research in engineering
sciences and innovations in established and newer technologies; and to generate
Master’s and Doctoral degree candidates to augment the quality of faculty and research
personnel in the country.
(b) Research and development activities are considered as an essential component of higher
education because of their role in creating new knowledge and insight and imparting
excitement and dynamism to the educational process, as well as make them need based
in view of the national requirements. The objective of this scheme is to create and
update the general research capabilities of the faculty members of the various Technical
Institutes. The proposal should include a specific project theme with a clear statement of
the objectives, details of equipments and other research facilities proposed to be
acquired and the expected deliverables from the project.
6.1.2 Eligibility
(a) AICTE approved Technical Institutions / University Departments with relevant PG
programme.
(b) Full time regular faculty with research experience and publications.
(c) The preliminary research facilities should be available in the institute.
(d) One proposal from one PI (Principal Investigator) will be sanctioned at any point of time
within the duration of project.
6.1.3 Duration of the Project
(a) Duration of project will be three year from the date of receipt of funds in the institute’s
account.
6.1.4 Limit of Funding
(a) Total funding of Rs.25Lakh.
(b) Recurring 15% and Non-Recurring 85% of the total grant. Refer 6.1.7((g)).
6.1.5 Disbursement of the Funds
(a) 100% of the total funds of non-recurring and one third of recurring for the first year.
(b) Recurring of one third for second year.
(c) Recurring of one third for third year.
6.1.6 Processing Methodology:
The proposal shall be assessed by an expert committee constituted as follows:
(a) Three member expert committee not below the rank of Associate Professor.
(b) At least two members among the experts shall be from the concerned stream.
6.1.7 Terms and conditions
(a) The Principal Investigator already having ongoing RPS projects from AICTE shall not be
considered unless the ongoing projects are completed.
(b) The departments not having relevant Post Graduate Programme intended for execution
of the proposed project as well as Diploma level Courses are not eligible for financial
assistance under RPS Scheme.
(c) The Principal Investigator has the primary responsibility for the implementation of the
project.

(d) If the Principal Investigator of RPS programme joins another institution, AICTE will have
no objection to transfer the project if No Objection Certificates are obtained from both
the parent Institute and the Institute where the Principal Investigator intends to join.
(e) In case the Principal Investigator leaves the Institution without transfer of the project or
goes on long leave, the Co-Investigator would be allowed to continue with the project,
subject to the consent of the Principal Investigator in case of long leave and approval of
AICTE. All such requests should be sent to AICTE in advance. Therefore, association of a
Co-Investigator in the project is desirable.
(f) In case the Principal Investigator leaves the Institute and there is no other associated Co-
Investigator to carry out the project, the Head of the Department should take the
responsibility for identifying a competent person in the Institution in the relevant subject
area and submit his/her bio-data to the Council for further consideration.
(g) The grant will be utilized strictly for the purpose as specified in the sanction letter. Re-
appropriation of funds from one head to another is strictly not permitted; Recurring and
Non-Recurring heads are 15% and 85% respectively of the total grant, unless otherwise
recommended by AICTE experts. The list of equipment decided by the experts is final and
there can be no changes later on.
(h) Once the project is sanctioned, the Council shall not consider any request for additional
grant.
(i) Separate institutional overheads for execution of the project shall not be provided by
AICTE.
(j) Out of the project grant, no funds can be used for going abroad to attend
Conferences/Seminars. However, for presenting a paper in a Seminar/Conference within
the Country, the travel expenses may be met from the recurring component of the grant

Chapter 8
8.1.1 Objectives
(a) The scheme aims to modernize and remove obsolescence in the Laboratories /
Workshops / Computing facilities (Libraries are excluded), so as to enhance the
functional efficiency of Technical Institutions for Teaching, Training and Research
purposes.
(b) It also supports new innovations in Class Room and Laboratory / Teaching Technology,
development of Lab Instructional Material and appropriate Technology to ensure that
the practical work and project work to be carried out by students is contemporary and
suited to the needs of the Industry.
(c) The equipment financed under the scheme could be ideally used for up-gradation of
equipment in existing laboratories, enhancement of performance parameter
specification of existing equipment, incorporation of latest development in the field and
replacement of old depreciated equipment by modern equipment.
In addition to above major objectives, the equipment installed through
MODROBS can be used for indirect benefit to Faculty / Students through Continuing
Education programmes, Training programmes for local industry and consultancy work.
8.1.2 Eligibility
1.1.2(a), (b) and (c) can be added from initiative for Academic Networks
(a) AICTE approved Technical Institutions / University Departments with at least 10 years of
existence.
(b) For self financing/Institutes:
Maximum 3 proposals per institute per year including sanctioned earlier but not
completed would be considered.
(c) For Govt. /Govt. aided Institutes:
Maximum 10 proposals per institute per year including sanctioned earlier but not
completed would be considered.
8.1.3 Duration of the Project
(a) Duration of project will be two years from the date of receipt of funds in the institute’s
account.
(b) To private institutions, grants will be sanctioned in the form of 80% of the sanctioned
amount as advance followed by 20% as reimbursement on submission of the Utilization
certificate and other supporting documents as specified in terms and conditions of
MODROB.
8.1.6 Processing Methodology:
(a) The proposal shall be assessed by an expert committee constituted as follows:

8.1.7 Terms and Conditions
(a) In MODROBS scheme, the Head of the Department (HOD) submitting the proposal is
always the Project Coordinator. To enable subject specific knowledge to be utilized, a
Co-Coordinator can also be proposed. The HOD should critically analyze the
requirements of the laboratory / laboratories of the Department for preparation of the
project proposal, which should relate to the future development of the academic
strength of the Department.
(b) It may be noted that the concerned Head of the department shall be responsible for
execution and completion of the sanctioned project, followed by submission of all
related documents including the project report.
(c) In case, the Coordinator i.e. the concerned Head of the department of MODROBS
programme joins another Institution, transfer of the project along with him is not
allowed. If the HOD changes by rotation or leaves the Institution or retires, or goes on a
long leave, the successor Head of the Department shall become the Project Coordinator
of the project, and this fact should be intimated to the Council immediately.
(d) Any expenditure incurred prior to the issuance of the approval letter is not allowed to
be adjusted in the grant. The grant shall be utilized strictly for the purpose as specified
in the approval letter.
(e) The grant shall be utilized strictly for the purpose as specified in the sanction letter and
procurement of equipment authorized by AICTE. Re-appropriation of funds from one
head to another is strictly not permitted viz. Recurring and Non-Recurring heads are
15% and 85% of the total grant, unless otherwise recommended by AICTE experts.
(f) Once the project is sanctioned, the Council shall not consider any request for additional
grants.
(g) Separate institutional overhead expenses shall not be provided by AICTE.
The assets acquired out of the grant shall be the property of the Institution and should
always reflect in its book of accounts including the assets register. They should be
certified by the concerned Principal Coordinator. No assets acquired out of the grant
shall be disposed off without the prior permission of the Council.
(h) Interest earned on the project fund, if any, should be reported to AICTE. The interest so
earned will be treated as a part of the grant.
(i) Grant released under this programme is for the specific period and should be properly
utilized within the time stipulated in the project proposal.
(j) The council shall not provide any maintenance grant after the expiry of the project.
(k) Whenever the Institution / Laboratory / Department receives a grant for modernization

9.1.1 Objectives
(a) The scheme provides financial assistance to institutions for organizing Symposium /
Conference / Seminar / Workshop at National and International level in various fields
of Technical Education. The Scheme intends to promote high standards in Technical
Education by way of extending opportunities to the academicians and working
professionals by providing a forum for sharing their knowledge, experiences,
innovations and inventions. Preference shall be given to topics of interdisciplinary
nature, emerging and thrust areas in Technical Education.
9.1.2 Eligibility
(a) The Host Institution must be an AICTE approved Institute/AICTE approved University
Department.
(b) Coordinator must be full time regular faculty with adequate experience in teaching
and research with publications.
(c) Maximum two proposals per institute per year including sanctioned but not
completed would be considered.
(d) The applicant Host Department should be NBA accredited.
9.1.3 Duration of Project
(a) The proposed/approved Seminar shall be conducted within six month from the date
of receipt of offer letter.
9.1.4 Limit of funding
(a) Rs. 2 Lakh for National Conference and Rs. 3 Lakh for International Conference.
9.1.5 Disbursement of the Funds

(e) The funds under the scheme are released in two installments.

opportunity to meritorious faculties to interact at International level to update the

12.1.1 objective
(a) Academic Institutes can be major resources in a company’s innovation strategy. In the western countries,
extensive collaboration between universities and industry and the ensuing transfer of scientific knowledge
has been viewed as one of the main contributors to the successful technological innovation and economic
growth during past few decades. Transfer of knowledge from universities to industry should be of primary
concern of academic Institutions.
(b) To promote this concept, this scheme provides financial assistance to institutions for setting up Research
Park in collaboration with the Industry or group of Industries. Grant of Rs. 1 crore (per State-UT) shall be
given under this scheme.
12.1.2 Eligibility
(a) AICTE approved Institutes / AICTE approved University Departments with NBA accreditation.
(b) Should have 300-500 sqm built-up area for setting up research facilities.

15.1.1 Objectives
(a) AICTE and INAE have launched the AICTE-INAE TEACHERS RESEARCH FELLOWSHIP
SCHEME for Engineering Teachers for Doctoral Research in Central Laboratories in order
to promote a research culture amongst the faculty in AICTE approved engineering
institutions. Under this scheme, engineering teachers in AICTE approved engineering
colleges/institutions shall be sponsored to pursue research in Council of Scientific and
Industrial Research (CSIR) and Defense Research and Development Organization (DRDO)
laboratories leading to the award of a PhD degree in the chosen field of study. The PhD

Scholarship Scheme to Girl Child (SSGC) - PRAGATI
16.1.1 Objectives
(a) Scholarship Scheme to Girl Child (SSGC) (PRAGATI) is an endeavour by AICTE provided to
promote technical education at Degree and Diploma levels to a girl child. It has been
found that at the level of Technical Education, the ratio of girl students decreases. The
scheme is to support a girl per family. SSGC aim is to contribute towards the education
of academically inclined girl child across India willing to pursue technical education.
16.1.2 Eligibility
(a) Only one girl per family shall be eligible to get benefit under the scheme.
(b) Applicant’s Annual Family income from all sources should be less than 6 Lakhs per
annum.
(c) Applicant should have been admitted to AICTE approved institution for Diploma /
Degree level program.
(d) Only the students admitted in the 1st year of the program shall be eligible

(e) The maximum duration of scholarship is 3 years for diploma and 4 years for degree level

Chapter 17
SCHOLARSHIP SCHEME TO DIFFERENTLY ABLED - SAKSHAM
17.1.1 Objectives
(a) Four/ three years as the case may be for Degree/Diploma level courses.
(a) Rs. 30000 or Tuition fee at actual, whichever is less for all years of the program duration
and Rs. 2000 as contingency per month for 10 months in a year for all the years of
program for successfully pursuing it .
(b) 1000 scholarships out of which 500 for degree and 500 for diploma level
students/candidates would be awarded to those found eligible from each level under
this scheme per year. Any un-awarded scholarship from the degree/ diploma level will
be awarded to the eligible candidates of the other level if adequate eligible candidates
are not available in that level and vice versa.
17.1.5 Processing Methodology:
(a) The student using Institute Login ID will fill up his /her details in the Application Form
and upload requisite documents on AICTE portal. The respective Institute, in which the
student has been admitted, will verify the details/ documents and forward it to AICTE.
The applications received will be evaluated by a Committee of experts taking into
account the marks obtained in the qualifying examination i.e. 10th for Diploma and 12th
for Degree level. Merit list will be prepared based on the recommendations of the
committee.
(b) Reservation for scholarship shall be as per Central Reservation Policy i.e. of 15% to SC,
7.5% to ST and 27% to OBC (NCL only). The reserved seat/scholarship of a category
remaining unfilled for want of eligible candidate shall go to general category.
17.1.6 Terms and Conditions
(a) Candidates admitted only through centralized admission process shall be eligible for the
scholarship.

(b) Separate institutional overhead expenses shall not be provided by AICTE.
(c) During the year of scholarship the student should be a regular student.
(d) The scheme is not applicable for lateral/part time admitted students, or to those getting
scholarship from any other source.

courses to be released monthly/ quarterly/ half yearly/ annually on a certificate from

Chapter 18
PROJECT CENTRE FOR TECHNICAL EDUCATION
18.1.1 Objectives
(a) The objective of the Project Centre will be to provide the students with facilities in a
common place within the university department where the students can have hands-on
experience in various aspects of their learning. These could be in works like fabrication,
interaction amongst the students themselves allowing them to enhance their
understanding in their respective disciplines of study. The project centre will also allow
the final year students to showcase their projects. The project centre will also allow the
students to learn in developing and preparing academic projects which will include the
initial stage to the final stage where the students can present their final product.
18.1.2 Eligibility
(a) AICTE approved institutions/ AICTE approved University Departments.
(b) Institute/ University Departments must be in existence for at least five years.
(c) The Institute/ University Departments should have ample built-up accommodation with
proper infrastructure like work table of suitable size with adequate equipments /
machineries to assist the students and to start the Project Centre.
(d) The Project Centre should have a carpet area of at least 1000 sq.ft. and should be
located near a machine shop / tool room having a carpet area of at least 100 sq. ft.
(e) The Project Centre shall also have adequate number of computers with facility for
printing and networking.
18.1.3 Duration of the Project
(a) Duration of project will be Three years from the date of receipt of funds in the
institute’s account.
18.1.4 Limit of Funding
(a) Maximum funding Rs. 50 Lakh.
18.1.5 Disbursement of the Funds
(a) 60% of the sanctioned grant shall be released at the initial stage after acceptance of the
proposal.
(b) 40% of the remaining sanctioned fund will be released in equal instalments over the
next two years, after receipt of feedback, attendance, Utilisation Certificate (UC) and
other supporting documents from the Institute.
(c) 5% of the total grant could be utilized as an honorarium for Centre Co-ordinator and
Support Staff, engaged.
(d) A Group of students will be provided assistance of Rs. 5000/- per project or actual cost
of the project, which ever will be less to procure the raw material from local market

18.1.6 Processing Methodology:
The proposal shall be assessed by an expert committee constituted as follows:
(a) Three member expert committee not below the rank of Associate Professor.
(b) At least two members among the experts shall be from the concerned stream.
(a) The AICTE shall provide a grant of up to a maximum of Rs. 50.00 lakh, required to set up
the Project Centre, for infrastructure development including purchase of required
equipments / machineries, etc.
(b) The centre shall function as a separate entity within the Institution. It should function as
a Central Facility of the entire institution and not as a facility for an individual
department/course of the institution.
(c) The center will function under the guidance and control of the Director/Head of the
Institution. A coordinator will monitor day to day activities.
(d) For the centre to function smoothly and to meet its objectives effectively, it is essential
that this centre has adequate man power in the form of dedicated facility and support
staff.
(e) This project center shall not be used for routine lab experiments for the fulfillment of
the curriculum.
(f) The Following activities are expected of the Project Center :
(i) Allow the students with facilities to enhance their technical skill in their
respective disciplines so that they gain hands-down experience in an
atmosphere of the practical learning.
(ii) Organize inter-active sessions with eminent technical personalities and
academics, at regular intervals to update the knowledge of the students, if need
arises.
(iii) The centre shall devise a feed-back mechanism to assess the importance of the
Project Centre. The feed-back shall be obtained from each student about the
usefulness of the Project Centre.
(iv) At least few innovative projects of national/state level are expected to emerge
from the project center.

SKILL AND PERSONALITY DEVELOPMENT PROGRAMME
CENTRE FOR SC/ST STUDENTS
19.1.1 Objectives
(a) The broad objectives of the centre shall be to provide opportunity to SC/ST students in
the Institutes to reorient themselves in the light of emerging employment opportunities
in Engineering undergraduate/Diploma students at all level. It is to empower the SC and
ST students by providing special skill trainings apart from regular study. To enhance the
skills of Scheduled Caste (SC)/Scheduled Tribe (ST) candidates with help of modules on
communication, personality development and proficiency in English language. It will
boost the confidence of SC and ST students and provide them with better career
opportunities so that their employability in the industry increases.
19.1.2 Eligibility
(a) AICTE approved institutions/ AICTE approved University Departments.
(b) Institute/ University Departments must be in existence for at least five years.
(c) The Institute/ University Departments should ample built-up accommodation with
proper infrastructure of its own to start the centre.
(d) The Institute must have more than 150 SC/ST students on roll during last 3 years.
19.1.3 Duration of the Project
(a) Duration of project shall be three years from the date of receipt of funds by the
institute.
19.1.4 Limit of Funding
(a) Maximum funding shall be limited to Rs. 25 Lakh
19.1.5 Disbursement of the Funds
(a) 50% of the sanctioned grant shall be released at the initial stage after acceptance of the
proposal.

expenditure).
(b) The centre shall function as a separate entity within the Parent Institution. It should
function as a Central Facility of the entire institution and not as a facility for a particular
Department of the parent institution.
(c) The parent institution shall provide adequate building space for setting up of the centre
and also usage of classrooms for conducting the programs for SC/ST students
(d) The center will function under the guidance and control of the Director/Head of the
Parent Institution.

(e) For the centre to function smoothly and to meet its objectives effectively, it is essential
that this centre has adequate man power in the form of dedicated faculty and support
staff.

E-LEARNING CENTRE FOR TECHNICAL EDUCATION
20.1.1 Objectives
(a) E-learning refers to the use of electronic media, information and communication
technologies in education. E-learning is broadly inclusive of all forms of educational
technology in learning and teaching. E-learning is suited for distance learning which
becomes flexible learning and make a big difference in education. The centre would
create e-resource facility to impart technical education (Engg., Architecture,
Pharmacy, Applied Arts etc.) at all level. The aim is to enhance quality of institutions
through sharing of resources and technical capability of lead institute.
20.1.2 Eligibility
(a) AICTE approved institutions/ AICTE approved University Departments.
(b) Institute/ University Departments must be in existence for at least five years.
(c) The Institute/ University Departments should have ample built-up accommodation
with proper infrastructure of its own to start the E-Learning Centre.
20.1.3 Duration of the Project
(a) Duration of project will be Three year from the date of receipt of funds in the
institute’s account
20.1.4 Limit of Funding
(a) Maximum funding Rs. 50 Lakh
20.1.5 Disbursement of the Funds
(a) 35% of the funds shall be utilized for non-recurring expenditure for purchase of items
required for functioning of the E-Learning Centre such as computers and networking
hardware.
(b) 10% of the total fund could be utilized as honorarium for support staff engaged and
55% of the total fund could be utilized for maintenance, subscription towards
professional & technical journals and technical books.
(c) 60% of the sanctioned fund will be released at the initial stage after acceptance of the
proposal.
(d) 20% of the sanctioned fund will be released in equal installments over the next two
years after receipt of feedback, attendance, utilization certificate (UC) and other
supporting documents from the institute
20.1.6 Processing Methodology:
The proposal shall be assessed by an expert committee constituted as follows:
(a) Three member expert committee not below the rank of Associate Professor.
(b) At least two members among the experts shall be from the concerned stream.
20.1.7 Terms and Conditions
(a) The E- Learning Centre shall have a Co-ordinator to oversee the functioning of the
centre and shall be responsible for its proper functioning.
(b) The E-Learning centre must have at least one IT qualified faculty for assistance.
(c) The Librarian of the institute / university / college shall provide all assistance to this
centre as and when required.

installing adequate number of computer with other peripherals with facility for
printing, scanning, networking.

INDUSTRY INSTITUTE PARTNERSHIP CELL (IIPC)
21.1.1 Objectives
(a) The objective of the IIP Cell is to reduce the gap between industry expectations
(practice) and academic offerings (theory) by direct involvement of industry to attain a
symbiosis.
(b) All the Stakeholders, namely: Institutions, Industry, Students and Society stand to gain
as it can be a win-win partnership. The Institutions stand to gain by way of up to date
curricula, source of revenue generation by consultancy and R & D, source of manpower
for employment, societal relevance, and most importantly acquisition of brand
name/equity; industry stands to gain by way of availability of employable manpower
pool, and increased productivity; faculty stand to gain by way of exposure to latest
industry practices for more effective teaching-learning processes, etc; students stand
to gain by way of hands-on training, reduction of learning curve in industrial practices;
and, society stands to gain by way of improved quality of goods and services.
21.1.2 Eligibility
(a) AICTE approved institutes/AICTE approved University Departments.
(b) Full time regular faculty as Coordinator
(c) One proposal per institute/per university department.
21.1.3 Duration of the Project
(a) The project shall be 2 years.

(a) The AICTE shall provide a limited one time financial assistance, up to a maximum of
Rs. 5 lakh, required for infrastructure development, including the purchase of Desktop
PC with Internet facility, fax/modem, back-up, multimedia/OHP, equipment, furniture,
audio visual aids, library books, journals, LCD Projector etc (non-recurring
expenditure).
(b) The centre shall function as a separate entity within the Parent Institution. It should
function as a Central Facility of the entire institution and not as a facility for a
particular Department of the parent institution.
(c) The parent institution shall provide adequate building space for setting up of the
centre and also usage of classrooms for conducting the programs.

(d) The center will function under the guidance and control of the Director/Head of the
Parent Institution.
(e) The Following activities are expected of the center :
(i) Orientation programmes to enhance proficiency in English language, improve
communication skill and focus and personality development.
(ii) Organize lectures by inviting eminent personalities and academics, at regular
intervals to update the knowledge of the students.
(iii) Organize open houses/ personality development workshops / competitions
among students, to test the degree of their learning,
(iv) For the centre to function smoothly and to meet its objectives effectively, it is
essential that this centre must have adequate man power in the form of
dedicated facility and support staff.

INDEST
23.1 OBJECTIVES
(a) The ‘Indian National Digital Library in Engineering Sciences and Technology (INDEST)
Consortium’ was set up in 2003 by the Ministry of Human Resource Development
(MHRD) on the recommendation of an Expert Group appointed by the Ministry. The
Indian Institute of Technology (IIT) Delhi was designated as the Consortium
Headquarters to co-ordinate its activities. The Consortium enrolls engineering and
technological institutions as its members and subscribe to electronic resources for them
at discounted rates of subscription and favorable terms and conditions. The benefit of
consortia-based subscription to electronic resources is not confined to its core members
but is also extended to all educational institutions under its open-ended proposition. 60
Govt./Govt.-aided engineering colleges are provided to access to selected electronic
resources with financial support from the AICTE. The number of AICTE supported
institutes has been increased to 103 by inducting new membership of 43 eligible
institutes during the year 2014. 1235 engineering colleges and institutions who joined
the Consortium has now grown to 1500.
(b) The Consortium was re-named as INDEST-AICTE Consortium in December 2005 with the
AICTE playing a pivotal role in enrolling its approved engineering colleges and
institutions as members of the Consortium for selected e-resources at much lower rates
of subscription. The objectives of INDEST-AICTE Consortium are as follows:
1. To subscribe electronic resources for the members of the Consortium at
highly discounted rates of subscription and at the best terms and conditions.
2. To extend the benefit of consortia-based subscription beyond the core
members to other engineering and technological institutions.
3. To impart training to the users and librarians in the members institutions on
subscribed electronic resources with an aim to optimize the usage of
subscribed electronic resources.
4. To find more avenues of cooperation and interaction amongst member
libraries.
5. To increase scientific productivity of member institutions in terms of quality
and quantity of publications.
6. To help new engineering institutes and colleges to make the right choice of
e-resources.
7. To find more avenues of co-operation and interaction with other consortia.

Chapter 24
QUALITY IMPROVEMENT PROGRAM (QIP)
24.1.1 OBJECTIVES
(a) The Government of India launched the Quality improvement Programme in the year
1970. One of the main objectives of the programme is to upgrade the expertise and
capabilities of the faculty members of the degree level institutions in the country. The
programme is now being implemented and monitored by All India Council for Technical
Education. In “Quality Improvement Programme” only sponsored teachers are eligible
for admission to both Master’s and Doctoral Degree Programmes, with the aim to enable
the teachers to acquire Master’s Doctoral degrees and imbibe in them a culture of
research and better teaching educational capabilities by exposing them to the
environment of the institutes of study.
(b) There are three main activities under QIP serving the faculty of degree level Engineering,
Pharmacy & Polytechnic Institutions:
(i) Providing opportunities to faculty members of the degree-level engineering
institutions to improve their qualification by offering admissions to Master’s
and Ph.D. degree Programme.
(ii) Organizing Short Term Courses at the Major QIP Centers for serving
teachers.
(iii) Curriculum Development (CD) Cell activities which help to improve class
room teaching and learning.
There are total 81 QIP Centers of AICTE in the country under three main verticals.

(c) Admission to Master and Ph.D programmes are also offered in selected areas in
recognized QIP Centres. A large number of faculty members from the institutions of the

programmes under this scheme. These are aimed at improving the standard and quality
of technical education through improvement of the qualifications of the faculty
members in the various engineering institutions.

(d) The Curriculum Development Cells have been set up at QIP Centers for improving the
effectiveness of technical educations in the country. The activities include curriculum
development and revision or preparation of monographs, textbooks, teacher’s manuals,
teaching aids and other resource materials, examination reforms, organizing inter-
institutional programs, seminars, workshops and panel discussions, development of
educational technology, creation of methodologies for formal and informal training,
technical education of the handicapped, etc. A number of short term courses have also
been organized by major QIP centers for the benefit of the faculty members from
Engineering Institutions. The courses have proved very popular and useful.
The scheme is open for the teachers of Engineering Colleges, Pharmacy, Polytechnic,
Architecture & Town Planning with a view to update their knowledge and skill.
24.1.2 Eligibility
(a) Master’s And Doctoral Degree Programmes
Opportunities are provided for faculty members of AICTE recognized degree level
institutions to improve their qualification, by offering admissions in Masters and Ph.D
degree programmes.
(b) Full time regular/ permanent faculty members of AICTE recognized Degree Level
Colleges are eligible to apply.
(c) For Master’s Degree Programme
One year teaching experience at graduate level

24.1.3 ASSISTANCE TO QIP ENGINEERING SCHEME:
The candidate is selected and admitted, should be on deputation and his/her normal
salary and allowances are to be paid by the parent institutions.
The candidate selected for admission under QIP will have to execute an undertaking to
serve his/her parent institution for a minimum period of three years after completion of
the programme.
For Master’s Degree Programme:

This scheme also intends to exhibit this talent to industry in order to convert useful /
innovative / commercially viable projects into products. This will also initiate interest in
entrepreneurship activities or in registering for patents/IPR etc.

HOSTELS FOR SC/ST STUDENTS
26.1.1 Objectives
(a) Considering the accommodation problems being faced by SC/ST students in taking
admissions in good engineering colleges, AICTE has launched a scheme for providing
financial assistance for construction of hostels for men and women depending upon the
need of the Institution.
(b) The scheme aims to support Government / Government-aided engineering colleges for
construction of girls / boys hostels for providing residential accommodation for
students / researchers belonging to SC/ST category.
(c) These hostels will also have add-on facility of Community Skill Development Centre for
empowering SC / ST students with skill knowledge. AICTE has taken new initiative for
skills development through NVEQF & Community Colleges. These centers will serve as
facility for imparting Skill knowledge fostering underprivileged classes. It is expected
that providing such a facility to the SC/ST students undergoing professional education
will enhance the enrolment of the SC/ST students as well as improving the quality of
education.
(d) This AICTE scheme is unique in the sense that the construction of the hostel for SC/ST
students could be also done in the existing hostels in the institute by extension of the
construction work.
26.1.2 Eligibility
(a) Government / Government-aided engineering colleges/ University Departments are
entitled for the grant.
(b) The Institute must be in existence for last five years.
(c) The Institute must have more than 150 SC/ST students on roll during last 3 years.
26.1.3 Duration of Project
(a) The proposed/approved hostel for SC/ST will be constructed within 2 years from the
date of receipt of the first installment.
26.1.4 Limit of funding
(a) Rs. 2 Crores.
26.1.5 Disbursement of the Funds
(a) Disbursement of 50% of the amount as advance on sanction being 1st Installment. .
(b) Disbursement of 40% of the amount on utilization of the 1 st installment being 2nd
Installment only after spot inspection carried out by an Evaluation Committee
comprising of two engineers (one each from Civil & Architect) from AICTE approved
panel to be organized by concerned RO, AICTE. The EVC report should contain all the
mandatory documents
(c) Disbursement of 10% of the amount on submitting completion certificate by registered
Civil Engineer/ Architect/ PWD and submission of all other mandatory documents as
mentioned in the sanction letters and the parameter of the scheme.

26.1.6 Processing Methodology:
(a) The proposal to be assessed by an expert committee constituted as follows:
(i) Vice Chancellor of any University - Chairman
(ii) Professor in Civil Engineering - Member
(iii) Professor from any discipline - Member
(iv) An Architect - Member
26.1.7 Terms and conditions
(a) Annual progress report should be submitted.
(b) After completion of the project, a project completion report should be submitted.
(c) Utilization certificate and statement of accounts in prescribed proforma duly audited by
the finance officer/account officer as per prescribed format.
(d) If the construction work is not initiated within six months then the amount is to be
refunded with accrued interest to AICTE with justification.
(e) Any change in construction plan leading to reduction in the facilities or area would not
be allowed.
26.1.8 Essential Documents Required with Application Form:
(a) Hostel Plan
(b) Abstract of the estimates
(c) PWD rate certificate
(d) Two copies of the plan and detailed estimates duly signed by the Engineer/Architect
and countersigned by the Principal
(e) Conformity with the norms as suggested by the AICTE and the rates are as per CSR of
the region
(f) A certificate from the college indicating the covered area in sq. meters, cost per sq.
meter, basis of the estimates on the rates/schedule of rate, period for the completion
of the project and likely date of starting the construction
(g) Land ownership and possession certificate from the concerned Tehsildar/SDM duly
counter sign by the Principal
(h) Mode of construction viz. Contract/ Departmentally (at most competitive rates) or
Deposit work by the PWD
(i) A certificate from the competent authority (concerned Secretary, State Government for
Technical Education) that expenditure over and above AICTE grant, if any, will be met
by the State Govt./ or the college and the construction will not be delayed for want of
funds.
(j) A certificate from a competent structural engineer to certify the structural soundness of
structure to bear the load of proposed building and soil test report etc.
