The Boerne Middle School South library is a public school library addressing the needs
of various core subjects and elective courses including Robotics, Art, Orchestra, Band, Student
Leadership, Newspaper, and various GT courses. The library is the central meeting place for
PTO meetings, staff meetings and gatherings as well as a community facility (various outside
organizations meet here after school hours, and it is also a voting location during elections).
The school student population totals over 1,200, making it the second largest school in
our district. According to the current librarian, the library budget is inadequate for the needs of
the collection. The school has been open for over 15 years and has had a varying range of grade
levels. Most recently the campus added sixth grade in the 2016-2017 school year. According to
Lori Rogers, the Boerne ISD Library Coordinator, each school in the district receives $4.50 per
pupil; however, these funds are specifically allocated for library books and AV materials
(personal communication, July 20, 2017). For the 2016-2017 school year, the BMSS library’s
budget was approximately $5,400.00. In addition to these funds, the library has a “General
Materials and Supplies” fund of $1.80 per pupil; these 2016-2017 school year funds totalled
$1,800.00. Due to the district’s past decision to have a “split” librarian between the two middle
schools, the budget also allocated a “Librarian Travel Fund” of $150.00 (L. Rogers, personal
In an effort to increase funds available to the library, the librarian has a separate
“Activities” budget. Money collected from Book Fairs, fines, and payments for lost books are
handled through the “Activities” budget. Since this is not allocated money from the district, our
librarians do not consider it to be part of the library budget as the amount collected varies from
year to year. Mrs. Rogers stated that district funds which are allocated to the library target
equipment. In an effort to remedy the lack of appropriate funds, Mrs. Rogers works together with
campus teachers to write and apply for grants each year to help supplement the needs of the
collection.
The total BMSS collection contains 12,859 resources. As stated previously, in the 2016-
2017 school year, the two middle schools in the district shared a librarian and a librarian aide
(both half-time on alternating weeks). However, for the 2017-2018 school year, the district will
return to one full-time librarian per campus. The need for a librarian aide will be determined
after the start of the school year depending on student population. Due to the large and growing
population at BMSS, the campus will likely employ a librarian aide in addition to the newly
hired librarian.
The library’s mission statement helps support the campus mission statement. For
example, the library mission statement reads “the mission of the Boerne Middle School South
Library is to provide the services and resources that meet the needs of both teachers and students,
and to cooperate with the learning community to ensure that all students and staff become
effective users of ideas and information while fostering a love for reading” (Rogers, 2017). This
statement supports the ideas found in the campus mission statement, “BMSS is dedicated to
educate students through challenges, explorations and connections to be the change and lead
lives of integrity, responsibility and service” (“About Us,” 2017). The library’s goal is to provide
access to services and resources to support the campus goal of helping students become
According to the 2010 Census, the Boerne community has a population of 10,471 (Potter
et al). The population of the city is predominantly white, with 9,455 caucasians total, and of
Census, are blacks (61), American Indian and Alaskan Native (39), Asian (84), Native and
Pacific Islander (10), those claiming ‘other’ (639), and two or more races (182) (Potter et al).
Boerne Middle School South likely mirrors the the percentages of the community. The
disadvantaged population of 11.3% (The Latest TEA News). Although Boerne is not as diverse
as other communities, it is imperative for the library to represent each ethnicity and culture,
With each school year, our campus and community grow. According to BISD Director
of Facilities and Construction, Henry Gideon, the “Ten Year Forecast” shows a 5% student
population growth per year, (Templeton Demographics, 2017) with more than 8,000 future
homes planned for the community. Specifically, one of the BMSS feeder schools, Fair Oaks
Ranch Elementary, had “roughly a third of all district new home closings in 2016” (Templeton
Demographics, 2017). As our school continues to grow at such a rapid pace, our community will
continue to evolve as well. We must continually analyze our community and school needs to
ensure that our collection grows and evolves with the changing demands of our campus and
community.

All library users have the right to intellectual freedom as protected by the First Amendment of
the United States. As stated on the American Library Association site, “ALA actively advocates
and educates in defense of intellectual freedom—the rights of library users to read, seek
information, and speak freely as guaranteed by the First Amendment. Intellectual freedom is a
core value of the library profession, and a basic right in our democratic society. A publicly
supported library provides free, equitable, and confidential access to information for all people of

The Boerne Middle School South library will adhere to the American Library Association Code
of Ethic which states in Article III: “We protect each library user's right to privacy and
confidentiality with respect to information sought or received and resources consulted, borrowed,
acquired or transmitted” (ALA). This means that library records, including circulation records,
will remain confidential. In emergency situations, the school administrators will be notified.
The Boerne Middle School South library serves a public middle school, grades 6-8. The library
offers a range of resources for both information and entertainment. The library media center
contains 34 desktop computers and 35 iPad tablets for student and staff use. All internet usage
must be for educational purposes. See the internet policies outlined in detail on page 11.
The Boerne Middle School South librarian will manage and delegate tasks as needed to support
the function of library and collection. The librarian alone is responsible for the acquisition,
processing and cataloging of materials. Library personnel may include the librarian, a librarian
aide (depending on funding and student population), student aides, and parent volunteers.
Student aides and parent volunteers may assist with circulation and inventory provided they are
aware of the process and confidentiality associated with this task. Student aides and parent
volunteers may not handle any fiscale responsibilities and may not assist with processing and

current school year, identify the needs of the library, select possible vendors, and prepare
purchase orders as determined by the district. Upon purchasing resources the librarian must
inventory the new resources and process materials (Mardis, 2016). The librarian will ensure that
new resources have been properly cataloged and entered into Destiny.
Formats Collected
The Boerne Middle School South library collects a wide range of formats. The format of
resources will be evaluated during the selection process described in the “Selection Policies and
Procedures” section found on page 9. The library strives to maintain current technology and

In addition, prefered materials will have positive reviews from scholarly journals such as the
School Library Journal. Also, digital resources will be evaluated based on granularity and
resource type. Other criterion may include cost, equipment required, maintenance and service
required, as well as the quality of the resource.
Inventory of Materials
The Boerne Middle School South librarian will conduct an inventory of resources at the start and
close of each school year. The librarian may enlist the help of student, staff, or parent
volunteers. At the start of the school year, the librarian may choose to complete a partial
inventory of highly circulated items; however, the end of year inventory should reflect the
complete collection.
The librarian is responsible for maintenance of materials and equipment. All equipment must be
maintained as outlined in the specific manuals. Materials shall be repaired utilizing appropriate
resources.
Weeding Policy
The Boerne Middle School South library will remove resources as determined by the librarian.
● Resources which are out of date, no longer accurate, or the author is found to be
uncredible.
● Resources which have not been utilized in three years per the Destiny circulation records.
If a resource is selected for removal, the librarian will flag the material for a school year to allow
staff and students the opportunity to analyze the resource and request it be taken off of the
deselection list. Staff or students must provide evidence that the resource does not meet one of
the weeding criterion listed above. This method allows staff and students the opportunity to
collaborate with the librarian on the development of the collection. The librarian should record
the criterion for deselection and have it readily available for students or staff queries.
Should a student or staff member question the reason for removal, the librarian should cite the
weeding criterion and reasoning for removal of the specific title. If presented with reasonable
doubt that a resource fits the weeding criterion, the librarian will reevaluate the text at a later
time and leave it in the collection until the next inventory rotation.
Students of Boerne Middle School South may check-out up to three items at a given time while
staff may check-out up to five items. Both students and staff may check-out items for up to two
weeks before needing renewal. High interest materials (those on a wait list) may not be eligible
for renewal; the librarian will notify the patron prior to check-out. Online resources are available
to students and staff outside of the library, but must be accessed through the district portal and
login. Reference materials may not be checked-out unless for use by a teacher in the classroom.
Lost or damaged books must be paid for in full for release of student records. Overdue notices
will be sent directly to the student. Fines may be assessed for high demand materials which are
excessively late.
All users of the library media center will abide by the district Acceptable Use Policy (AUP) and
must have a completed AUP form on file. Student forms must have a parent or guardian
signature. The Boerne Middle School South media center is reserved for educational use only.
Students are expected to adhere to the digital citizenship guidelines discussed during library
orientation when utilizing the media center resources including both the computers and tablets.
All users, both students and staff, must adhere to copyright and fair use compliance guidelines.
“Copyright law is intended to protect against unauthorized printing, publishing, importing, or
selling of multiple copies of a work. A fair use law was developed to provide guidelines in the
use of copyrighted materials” (Mardis, 2016). In addition to the circulation desk, Copyright and
“Fair Use” guidelines must be posted in media center and the reference material area.
