Section 2-285 of the Code of Miami-Dade County to Construct a New Pedestrian
Connector Between Concourses E and F at Miami International Airport
Recommendation
Pursuant to the provisions of Miami-Dade Aviation Department's (MDAD) Expedite Ordinance
95-64 as codified in Section 2-285 of the Miami-Dade County Code, it is recommended that the Board
of County Commissioners (Board) ratify the action of the County Mayor or County Mayor's designee
to accept and execute Florida Department of ‘Transportation's (FDOT) Supplemental Joint
Participation Agreement No. | to Joint Participation Agreement No. 438618-1-94-01.
Supplemental Joint Participation Agreement No. 1 provides additional FDOT grant monies in the
amount of $7,540,400 for the construction of a new pedestrian connector between Concourses E and
F at Miami International Airport (MIA).
Scope
MIA is located primarily within District 6, which is represented by Commissioner Rebeca Sosa.
However, the impact of this item is countywide as MIA is a regional asset.
Delegation of Authority
‘Approval of this resolution by the Board also authorizes the County Mayor or the County Mayor's
designee to exercise the County’s obligations and rights under the SJPA, including the right to
‘terminate it.
Fiscal Impact/Funding Source
There is a positive fiscal impact to the County. Supplemental Joint Participation Agreement No. 1
provides for the ratification of the acceptance and execution of additional FDOT grant monies in the
amount of $7,540,400 for the construction of a new pedestrian connector between Concourses E and
F,

This construction project will be managed by MDAD Facilities and Programming Construction
Manager, Felix Pereira, and the FDOT grant will be managed by MDAD Chief of Grants, Norma
Mata,
Background
On December 19, 2017, pursuant to Resolution No, R-1227-17, the Board ratified Joint Participation
Agreement No. 438618-1-94-01 between the County and FDOT for the construction of a newly
elevated post-security pedestrian bridge connecting MIA Concourses E and F.Honorable Chairwoman Audrey M. Edmonson

Construction of this post-security pedestrian bridge is currently estimated by MDAD staff to total
$17,080,800, FDOT has already contributed $1,000,000 in grant funds towards the project and will
provide an additional $7,540,400 through Supplemental Joint Participation Agreement No. 1, making
for a total of $8,540,400. MDAD will finance the remaining projects costs with the Department's
budgeted funds, which is estimated to total $8,540,400.

Department.
