There are lots of people on Earth, so why haven't we built cities under the ocean?

Because at that time we do not have enough technology to build large cities, so we
look for other alternatives to the problem we live as floating cities, buildings that
have a height of up to forty floors or smaller houses than before.
Now the technology has advanced a lot in recent times, but we still cannot build
these cities because we need a lot of money, but in Japan there is a project and its
name is "Ocean Spiral", they want to build a city under the ocean this project
"Ocean Spiral "has capacity for five thousand residents, could begin to be built in
2035 and cost about 26 billion dollars.
