1. The Tenth Session of the Islamic ‫ وسإط اهتمام دولي كبير عقــدت الــدورة العاشــرة لمــؤتمر القمــة‬.1
Summit Conference (Session of ‫السإلمي )دورة المعرفة والخألقا مـن أجل تقـدم المـة( في مدينـة‬
Knowledge and Morality for the Progress
16 ‫ الموافــق‬،‫هــ‬1424 ‫ شــعبان‬21 ‫ و‬20 ‫ ماليزيا يومي‬، ‫بوتراجايا‬
of Ummah) was held in Putrajaya,
Malaysia on 20 and 21 Sha’aban 1424H ‫ وقــد شــارك فــي القمــة وفــود مثلــت كافــة‬.2003 ‫ أكتــوبر‬17 ‫و‬
(16-17 October 2003 amid substantial ‫الــدول العضــاء والمراقبــة والمنظمــات الدوليــة والقليميــة وأجهــزة‬
international attention. The Conference ‫المنظمة المتفرعة والمتخصصــة وعــدد مــن الجمعيــات والمؤسإســات‬
was attended by delegations representing ‫والجماع ــات السإ ــلمية وجمـ ــع م ــن الضـ ــيوف والمهتميـ ــن بأعمـ ــال‬
all member states, observer states,
international and regional organizations, as .‫منظمة المؤتمر السإلمي‬
well as OIC affiliated and specialized
organs. The Conference was also attended
by a number of Islamic associations,
institutions and groups, and numerous
guests and personalities interested in the
activities of the Organisation of the Islamic
Conference.

delivered by His Highness Sheikh Hamad
Bin Khalifa Al-Thani, Emir of the State of ‫قددم فيها اسإتعراضـا لمــا قـامت بــه بلده طــوال ثلثا سإــنوات تــولت‬

achievements of his country during the
three years of its chairmanship of the
Islamic Summit Conference.

welcomed the leaders and representatives

the challenges facing the Islamic Ummah.
Dr. Mahathir’s speech was adopted as an
official document of the Conference.

reaffirmed the importance of cooperation
and mutual support among the Islamic
Ummah in the face of the dangers of the
current critical times.

the Zionist conspiracies aimed at judaizing
the Holy City and obliterating its Islamic
identity.

the current international situation and its
impact on the Islamic world and the
Member States, and highlighted the role of
the General Secretariat in strengthening
Islamic solidarity and combining the
Ummah’s capabilities to face the
challenges.

Pervez Musharraf, President of the Islamic

(COMSTECH). The Summit Conference
commended the efforts made by the
Committees to fulfil their mandates,
approved the proposals contained in their
reports regarding the enhancement of their
performance and modes of operation, and
requested the Chairman of the Tenth
Islamic Summit Conference and the
Secretary-General to implement these
recommendations.

Financial and Administrative Affairs.
10. The Conference reaffirmed the need to ‫ أكـ ــد المـ ــؤتمر ضـ ــرورة قيـ ــام الدولـ ــة الفلسـ ــطينية المسـ ــتقلة‬.10
establish an independent Palestinian State ‫وعاصمتها القدس الشـريف وضــرورة تطــبيق جميـع القـرارات الدوليــة‬
with Al-Quds Sharif as its capital, and the

need to implement all the international
resolutions pertaining to Palestine and the ‫( وق ـرار‬1973) 338 ‫( ـ ورقــم‬1967) 242 ‫مجلــس المــن رقــم‬
Middle East, particularly UNSC ‫ الخـاص بعـودة اللجئيـن‬194 ‫الجمعيـة العامـة للمـم المتحـدة رقـم‬

implementation of the Road Map as

11. The Conference took note of the report ،‫ اطلــع المــؤتمر علــى التقريــر المقــدم مــن رئيــس لجنــة القــدس‬.11
submitted by the Chairman of the Al-Quds ‫وأشــاد بــالجهود المتواصــلة الــتي يقــوم بهــا صــاحب الجللــة الملــك‬
Committee and commended the continuous
‫السإــلمية‬-‫محمــد الســادس مــن أجــل الحفــاظ علــى الهويــة العربيــة‬
efforts made by His Majesty King
Mohamed VI in order to safeguard the .‫ حتى تكون رمزا للتعايش والتسامح‬،‫للقدس الشريف‬
Arab and Islamic identity for Al-Quds Al-
Sharif, to remain the symbol of coexistence
and tolerance.
12. The Conference called on the ‫ دعا المؤتمر اللجنة الرباعية الدولية إلى مضاعفة جهودها مــن‬.12
international Quartet to work studiously to ‫أجــل اسإــتئناف العمــل لتحقيــق الســلم العــادل والشــامل فــي منطقــة‬
reach a just and comprehensive peace in
‫الشـ ــرقا الوسإـ ــط تنفيـ ــذا لق ـ ـرارات الشـ ــرعية الدوليـ ــة ذات الصـ ــلة‬
the Middle East in implementation of the
relevant resolutions of international ‫ومرجعية مدريد والمبادرة العربية للسلم وتنفيـذ خأارطــة الطريــق كمــا‬
legitimacy, the Madrid Principles, the Arab ‫ ودعا إلى العمل مــن أجـل أن يعتمـد مجلــس المــن خأارطـة‬، ‫نشرت‬
Peace Initiative and the implementation of
‫الطريــق كمــا نشــرت ووضـع آليـة لتنفيـذها وفــق جـدول زمنـي محـدد‬
the Road Map as published. It called for
action to urge the Security Council to ‫وضـ ــرورة نشـ ــر قـ ــوات دوليـ ــة للفصـ ــل بيـ ــن الجـ ــانبين الفلسـ ــطيني‬
endorse the Road Map as published, to set ‫والسإرائيلي تضمن السإتقرار والهدوء في المنطقة وتراقــب وتشــرف‬
up an implementation mechanism thereof .‫على تنفيذ التزامات الجانبين كما تضمنتها خأارطة الطريق‬
within a well-defined timeframe, and the
need to dispatch international
disengagement forces between Palestinians
and Israelis to guarantee stability and calm
in the region and to monitor the
implementation of the two sides’
commitments as contained in the Road
Map.
13. The Conference strongly condemned ‫ أدان المـ ــؤتمر بشـ ــدة تهديـ ــدات الحكومـ ــة السإـ ـرائيلية ضـ ــد‬.13
the threats of the Israeli government ‫ ودعــا المجتمــع الــدولي‬، ‫الرئيس ياسإر عرفات المنتخب ديمقراطيـا‬
against the democratically elected
‫إلى حمل إسإرائيل على احترام قـرار الجمعيــة العامـة للمــم المتحـدة‬
President Yasser Arafat, and appealed to
the international community to force Israel ‫م والقاضــي بمطالبــة‬19/9/2003 ‫ الصادر فـي‬ES 12/10 ‫رقم‬
to abide by the UNGA resolution ES10/12 ‫إسإـرائيل بــالكف عــن تهديــد سإــلمة الرئيــس الفلســطيني وعــدم إبعــاد‬
of 19/9/2003 requesting Israel to refrain .‫أي فلسطيني عن أرض وطنه‬
from jeopardizing the safety of the
Palestinian President and not to deport any
Palestinian citizen out of their homeland.
14. The Conference requested the ‫ طــالب المــؤتمر المجتمــع الــدولي بإجبــار إسإـرائيل علــى وقــف‬.14
international community to compel Israel ‫بن ــاء وإزال ــة الج ــدار العنص ــري ال ــذي يلته ــم الراض ــي الفلس ــطينية‬
to end the construction of - and remove -
‫ويحولهـا إلـى بانتسـتونات ويفـرض وقـائع سإياسإية مجحفة ويزيـد مـن‬
the apartheid wall which encroaches upon
the Palestinian land, turns it into .‫تفاقم الوضاع في المنطقة‬
Bantustans, imposes unjust political
realities and further deteriorates conditions
in the region.
15. The Conference strongly condemned ‫ أدان الم ــؤتمر إسإـ ـرائيل بش ــدة لرتكابه ــا جرائ ــم الغاتي ــالت‬.15
the perpetration by Israel of the crimes of ‫والعتقـالت وهـدم المنـازل وتـدمير البنى التحتية وفـرض العقوبـات‬
murder, detention, destruction of homes,
‫الجماعيــة ضــد أبنــاء الشــعب الفلســطيني وانتهــاك حرمــات المــاكن‬
demolition of infrastructure, imposition of
collective sanctions on the Palestinian ‫المقدسإــة المســيحية والسإــلمية وخأاصــة مــا أقــدمت عليــه إسإ ـرائيل‬
people, violation of the sanctity of ‫مؤخأرا من السماح لليهود بالدخأول إلــى سإــاحات المســجد القصــى‬
Christian and Islamic Holy places, and .‫المبارك والصلة فيه‬
most particularly Israel’s recent move
allowing Jews access to and prayer in the
premises of the Holy Mosque of Al-Aqsa.
16. The Conference requested the ‫ ط ــالب الم ــؤتمر المجتم ــع ال ــدولي بت ــأمين انس ــحاب ق ــوات‬.16
international community to ensure Israeli ‫الحتلل السإـ ـرائيلي مـ ــن الراضـ ــي الفلسـ ــطينية والعربيـ ــة المحتلـ ــة‬
occupation forces’ withdrawal from
‫وإنهاء الحصــار السإـرائيلي علــى الشــعب الفلســطيني وقيـادته وإزالــة‬
occupied Palestinian and Arab territories,
the lifting of the Israeli siege imposed on ‫جميــع الطــواقا والحــواجز المفروضــة علــى المعــابر والمــدن والقــرى‬
the Palestinian people and leadership, the ‫ومخيمـ ــات اللجئيـ ــن الفلسـ ــطينيين وتـ ــأمين إطلقا سإـ ـ ـراح جميـ ــع‬
removal of all blockades and barriers
.‫المعتقلين الفلسطينيين والعرب من السجون السإرائيلية‬
imposed on Palestinian crossings, cities,
villages and refugee camps, and the release
of all Palestinians and Arabs detained in
Israeli prisons.
17. The Conference reaffirmed its ‫ أكــد المــؤتمر إدانتــه لسياسإــة إسإـ ـرائيل السإــتيطانية التوسإــعية‬.17
denunciation of the Israeli expansionist ‫وأكـ ـ ــد ضـ ـ ــرورة العمـ ـ ــل علـ ـ ــى وقـ ـ ــف جميـ ـ ــع أعمـ ـ ــال السإـ ـ ــتيطان‬
policy of settlement and the need to work
‫والجـ ـراءات والممارسإــات السإـ ـرائيلية المخالفــة لقـ ـرارات الشــرعية‬
to end all Israeli settlements, measures and
practices running counter to the resolutions ‫الدوليـ ــة والمنافيـ ــة للتفاقيـ ــات الموقعـ ــة بيـ ــن الجـ ــانبين السإ ـ ـرائيلي‬
of international legitimacy and in ‫ وطلــب المــؤتمر مــن مجلــس المــن‬،‫والفلســطيني فــي هــذا الشــأن‬

to remove Israeli settlements in accordance ‫بمراقبــة الوضــع المتصــل بالسإــتيطان فــي الراضــي العربيــة المحتلــة‬

restore the Committee established by virtue
of UNSC resolution 446 of 1979 to

The Conference expressed its support for

Lebanon’s inalienable rights to utilize and
benefit from its water resources in ‫ كم ــا أدان اعت ــداءات إسإـ ـرائيل الخأي ــرة‬.‫وسإ ــلمته ووح ــدة أراض ــيه‬
accordance with international law. It .‫وخأروقاتها الجوية السإتفزازية على لبنان وعبره على سإورية‬
condemned Israeli designs to usurp these
resources. The Conference held Israel
responsible for any action it carries out that
prejudices the sovereignty and political
independence of Lebanon as well as the
security and safety for its people and
territorial integrity. It condemned recent
aggressions by Israel and its provocative
violations of Lebanon’s airspace across
which it launched attacks against Syria.

Arab States, aiming at achieving maximum

States.
21. The Conference reaffirmed the need ‫ أكــد المــؤتمر مجــددا علــى ضــرورة احــترام الجميــع لســيادة‬.21
for all to respect Iraq’s sovereignty, ‫ كمــا‬،‫الع ـراقا واسإــتقلله السياسإــي ووحــدته الوطنيــة وسإــلمة أراضــيه‬

and to submit a report thereon to the OIC.
22. The Conference reaffirmed the ‫ أكــد المــؤتمر علــى مبــدأ عــدم التــدخأل فــي الشــؤون الداخأليــة‬.22
principle of non-interference in the internal ‫للع ـراقا وكــذا علــى ضــرورة إقامــة الع ـراقا لعلقــات جيــدة مــع سإــائر‬

obligations of occupation forces in ‫ وأكـد فـي هـذا الصـدد‬1949 ‫ ولسإيما اتفاقية جنيف لعـام‬،‫الدولي‬
accordance with international law,
‫على مسؤولية قوى الحتلل عـن حمايـة الحريـات المدنيـة والدينيـة‬
particularly the 1949 Geneva Convention,
and, in this respect, stressed the ‫ وشــدد كــذلك‬،‫للشــعب العراقــي وتراثــه الثقــافي والــديني والتــاريخي‬
responsibility of occupation forces for the ‫على ضرورة تصرف هذه القوى بكيفية تضمن احــترام سإــيادة الــدول‬

Conference reaffirmed the need for these
forces to act in such a way that guarantees
respect for the sovereignty and territorial
integrity of Iraq’s neighbouring States.

‫‪the former Iraqi regime’s officials who‬‬
‫‪perpetrated these crimes.‬‬

28. The Conference expressed its ‫ أعــرب المــؤتمر عــن ارتيــاحه لنشــاء صــندوقا منظمــة المــؤتمر‬.28
satisfaction at the constitution of the OIC ‫ وأشــاد بالــدول الــتي تــبرعت‬،‫السإــلمي لمســاعدة شــعب أفغانســتان‬
Fund to Assist the Afghan People, and
‫ ودعا جميع الدول العضاء‬.‫للصندوقا مما مكنه من مباشرة عمله‬
commended the states that have provided
donations to the Fund to enable it to ‫للتبرع للصندوقا مباشرة أو تنفيذ مشــروعاتها الثنائيــة فــي أفغانســتان‬
commence its action. It called on all ‫بواسإــطة الصــندوقا حــتى تصــبح المســاعدات السإــلمية أوضــح أثــرا‬
member states to contribute to the Fund ‫ وناش ــد الم ــؤتمر ف ــي ه ــذا المج ــال جمي ــع ال ــدول‬.‫وأك ــثر فاعلي ــة‬
either directly or by implementing bilateral ‫لليفـ ــاء بالتزاماتهـ ــا الماليـ ــة الـ ــتي أعلنـ ــت عنهـ ــا ف ــي مـ ــؤتمر طوكيـ ــو‬
projects in Afghanistan through the Fund
so that the Islamic assistance may have a ‫للم ــانحين نظ ــرا لحاج ــة حكوم ــة وش ــعب أفغانس ــتان الماسإ ــة له ــذه‬

In this connection, the Conference
appealed to all states to fulfil their financial
commitment made in the Tokyo Donors’
Conference in view of the pressing need of
the Afghan government and people for
these donations.
29. The Conference expressed its concern ‫ أع ــرب الم ــؤتمر ع ــن قلقــه لحال ــة الض ــطراب المن ــي وع ــدم‬.29
over the lack of security and instability ‫ وطـالب المــم المتحـدة والقــوات‬،‫السإتقرار خأـارج العاصــمة كـابول‬
outside the capital city of Kabul, and
‫ والتعجيـل بتـدريب‬،‫الدولية توسإيع نشاطها بجميـع أنحـاء أفغانستان‬
requested the United Nations and the
international forces to extend their activity ‫الجيــش الفغــاني وقــوات الشــرطة ومــدها بــالتجهيزات اللزمــة حــتى‬
to all regions of Afghanistan, to expedite .‫تقوم بمهمة بسط المن الشامل في كافة أنحاء البلد‬
the training of the Afghan army and police,
and to provide them with the necessary
equipment so as to ensure full security in
all parts of the country.

for the Kenya Conference on ‫وحث الحكومة النتقالية والفصــائل الخأــرى للمشــاركة فــي المــؤتمر‬
Reconciliation in Somalia and urged the
‫ وط ــالب‬.‫والعم ــل عل ــى إنج ــاحه وتط ــبيق م ــا يص ــدره م ــن قـ ـرارات‬
transitional government and the Somali
factions to participate in the Conference, to ‫بتكــوين حكومــة صــومالية ذات قاعــدة عريضــة تضــمن تمثيــل جميــع‬
work toward its success, and to implement ‫ وطلـب مـن‬.‫ محـذرا مـن تعـدد الحكومـات في الصـومال‬،‫الطراف‬

preservation of national unity and
territorial integrity within its
internationally recognized borders.

by virtue of the resolutions of the United

Conference called on member States to
extend their full support to endeavors of
Azerbaijan to utilize the potential of the
United Nations to this end, including
through the cooperation of the latter with
relevant regional international
organizations.

settlement on the basis of the principles of

reach a peaceful solution to the Lockerbie

reaffirmed its solidarity with the
Government of the Sudan in facing the
heinous designs and stressed Sudan’s
territorial integrity and sovereignty.

Islamic Fund for the Development of the ‫ وذلــك مــن أجــل ضــمان عــدم انتكاسإــة‬،‫مــن الحــرب فــي الســودان‬
Areas Damaged by War in Sudan in order

to prevent obstruction of the peace process
in the country, considering that ‫ حـ ــتى يكـ ــون خأيـ ــار‬،‫مرتكـ ـزات أسإاسإـ ــية لسإـ ــتمرار وتقويـ ــة السـ ــلم‬
development and rehabilitation of fighters ‫الوحـ ــدة الوطنيـ ــة جـ ــذاب ا لسـ ــكان هـ ــذه المنـ ــاطق بعـ ــد نهايـ ــة الفـ ــترة‬

39. The Conference reaffirmed that OIC ‫ أكد المـؤتمر مجـددا أن للـدول العضـاء فـي منظمـة المـؤتمر‬.39

‫والمسـ ــلمين ودعـ ــا إلـ ــى إيقـ ــافه‪ .‬وأعـ ــرب عـ ــن تضـ ــامنه ومسـ ــاندته‬
‫‪Arabia, which targets Islam and Muslims,‬‬
‫‪and called for its end. It expressed its‬‬ ‫للمملك ـ ــة وتأيي ـ ــده لجمي ـ ــع الجه ـ ــود ال ـ ــتي تب ـ ــذلها ف ـ ــي مكافح ـ ــة‬

world. It stressed the need to follow up on

Islam. The Conference called on all ‫في مواجهـة المحــاولت الراميـة إلــى تسـخير حقـوقا النسـان وسإــيلة‬

and cooperate in the field of human rights
in relevant international forums, to
promote Islamic solidarity in countering
attempts to use human rights as a means of
political pressure on any member state.
44. The Conference called on States that ‫ دعــا المــؤتمر الــدول الــتي تفــرض تــدابير تعســفية سإياسإــية أو‬.44
impose arbitrary political or legal ‫قانونية أو عقوبات اقتصادية أحادية أو أية تدابير قهريـة أخأـرى علـى‬
measures, unilateral economic sanctions, or
‫ أن تلغي تلك التدابير لكونها تتعــارض‬،‫أية دولة من الدول العضاء‬
other coercive measures on any member
state, to annul those measures as they are ‫مـ ــع أهـ ــداف ومبـ ــادىء وميثـ ــاقا المـ ــم المتحـ ــدة ومنظمـ ــة المـ ــؤتمر‬

maintenance and preservation of peace and
