People’s vision to become safe, peaceful and conflict free barangay in the
municipality of Matnog, Sorsogon can be achieved through collaborative efforts of
the local and national governments, Civil Society Organizations and other
stakeholders.

As the Local Chief Executive of our beloved Barangay of Manurabi, I am


spearheading and steering the collective endeavors of the various stakeholders to
ensure that our barangay is free from proliferation of illegal drugs and no
criminality and corruption to exist.

In support to the main thrust of the present administration in its campaign


against illegal drugs, corruption and criminality, Barangay Manurabi prepared and
approved its three (3) year Barangay Peace and Order and Public Safety Plan
(BPOPS) which embodied different programs/projects/services/activities that
would eventually address the present peace and order and public safety challenges
in the barangay.

In relation thereto, I am appealing to my constituents that we should join


hands together in realizing this vision.

Under the present administration of President Rodrigo Roa Duterte and its
campaign against illegal drugs, criminality and corruption, it is believed to be
causing instability in terms of peace and order in its initial stage. But as the war
continues, these evil activities will eventually be conquered.

Nevertheless, his war against drug in particular gains praise not only from
Filipino people but it is even more admired by some leaders around the world. They
believe that it is the only way of recurring back the tranquility in our society.

As Member of the Barangay Council and Chairman of the Barangay Peace


and Order Committee, it is my opinion that this main thrust of the present
administration would be a futile if in the barangay level no support will be obtained.
Thus, as Public Official who is also dreaming of peaceful, safe and conflict free
Philippines, I am giving my support to this endeavor and shall ensure that strategic
directions of the barangay through POPS Plan will be achieved.

Relative to this, I am calling the support of the constituents so let us help one
another sustain the peace and order situation in the barangay.

RESOLUTION ADOPTING AND APPROVING THE THREE (3) YEAR BARANGAY PEACE AND ORDER AND
PUBLIC SAFETY PLAN (BPOPS) 2017-2019 OF BARANGAY OF EMBARCADERO.

WHEREAS, Local Government Code of 1991 mandates the barangay under the General Welfare Clause
to formulate various plans initiated by the local development council and approved by the local
Sanggunian;

WHEREAS, Barangay Development Council prepares a three (3) year multi-sectoral barangay peace and
order and public safety plan identifying the program/projects/services/activities that will respond to the
present peace and order and public safety challenges;

WHEREAS, Barangay Council after examination and consideration of the prepared plan deems it
necessary and essential for the curtailment and abrogation of illegal drugs, corruption and criminality in
the barangay;

WHEREFORE, upon motion of Kagawad Renan P.Arisga duly seconded by Kagawad nena a.gine, be it;

RESOLVED, as it is hereby done to adopt and approve the three (3) year Barangay Peace and Order and
Public Safety Plan of the Barangay.

RESOLVED FURTHER, that copy of this resolution be furnished to different agencies concerned for their
perusal and information.

Ang barangay MANURABI ay nangunguna sa sustenidong produksyon ng Abalone na nakabase sa balansing


kapaligiran,na may masisipag,mapagmahal,makadiyos at alistong leader,tahimik at ligtas,na may maunlad at
nagkakaisang mamamayan.
Isa rin na mahalagang dahilan kung bakit ni-revise ang aming Vision ay upang mapaloob ang Peace and Order and Public Safety descriptors.

Ngayon at natukoy na kung alin ang mga priority problems ng barangay, marapat nang susunod na gawin ay himayin ang mga problema. Sa pamamagitan ng
problem analysis matrix, matutukoy ang pattern at sanhi ng problema. Sa pamamaraang ganito, mas madaling makakaisip ng solusyon kapag natukoy ng mabuti

PART 4: Strategic Interventions

Mula sa mga hinimay na problema sa Part 3, maari na tayong makaisip na solusyon sa pamamagitan ng Strategic Interventions. Makikita sa table sa baba na ang
first column nito (Objectives) ay nagmula lamang sa Part 3. Subalit kailangan natin balikan ang baseline data upang maka-set tayo ng targets by end of 2019 for
monitoring purposes, kung talaga bang epektibo sa pagsugpo ng problema ang ating mga stratehiya.
Ang mga stratehiya naman, ay nahahati sa dalawang klase – Legislative Support at Executive Action. Ang legislative support ay pinalolooban ng mga ordinansya,
resolution, at paglalaan ng budget (appropriation ordinance) sa mga programa na ni-propose. Ang Executive Action naman ay kinabibilangan ng mga mismong
programa o proyekto na magbibigay solusyon sa mga natukoy na problema.

WHEREAS, Section 16 of the Local Government Code of 1991provides for the establishment of Peace
and Order Councils in all LGUs pursuant to Presidential Executive Order 309 as amended and DILG
Memorandum Circular 2002-2 called for the reorganization of all Barangay Peace and Order Councils;

SECTION 2: FUNCTIONS AND RESPONSIBILITIES.

1. Monitor and coordinate with the implementation of peace and order programs/projects of the barangay;
2. Serve as information gathering mechanism;
3. Monitor/check the various activities of criminal elements
4. Identify barangay constituents with strong defiant behavior for referral to appropriate authorities;
5. Maintain continuing dialogue, close coordination and rapport with the higher levels of peace and order and
public safety;
6. Formulate plans and recommend such measures which will improve or enhance peace and order and public
safety;
7. Monitor, coordinate and supervise the operation of all community-based anti-crime movements within the
barangay;
8. Make periodic assessment of the prevailing peace and order situation in the barangay and submit periodic
reports with the appropriate recommendations to the higher peace and order committees;
9. Perform such other functions and duties that may be assigned by the higher level peace and order
committees.

SECTION 3. EFFECTIVITY. This Executive Order shall take effect immediately.

“REVITALIZATION OF THE BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC) AND THEIR ROLE
IN DRUG CLEARING OPERATIONS IN BARANGAY MANURABI ,MATNOG, SORSOGON.”

WHEREAS, drug related incidents have been constantly present in our country and
resulted in multiple crime incidents. Despite the effort of the Philippine National Police (PNP)
and other law enforcement agencies of the government, their lingering presence threatens the
peace and order in communities nationwide. The barangays, as the first line of defense, should
lead the fight against illegal drugs through the campaign: “Mamamayan, Sugpuin ang Illegal
na Droga (MASID)”;

WHEREAS, The Department of Interior and Local Government–National Police


Commission[DILG-NAPOLCOM] had issue Memorandum Circular No: 2015-63 dated June 16,
2015 to emphasize the local authorities, especially the barangay officials, their principal
responsibilities is support of overall government efforts to address peace and order, particularly
to curb illegal drugs and other substances;

NOW THEREFORE, I, Richard P.Arisga, Punong Barangay of Manurabi, Municipality of


Matnog, Province of Sorsogon, Philippines, by virtue of the power vested in me by law, do
hereby order the Barangay Anti-Drug Abuse Council (BADAC) of Barangay Manurabi,
Matnog, Sorsogon.

SECTION 2: Powers and Functions. The BADAC shall perform the following powers
and functions in the barangay jurisdiction:

a. Conduct regular meetings at least once a month and call for special meetings
whenever necessary;
b. Plan, strategize, implement and evaluate programs and projects on drug abuse
prevention in the barangay;
c. Organize the BADAC Auxiliary Team to compose an ideal number of twenty-five
(25) members per 2,000 population of the Barangay representing streets, puroks,
subdivisions or sitios;
d. Orient the BADAC Auxiliary Team of their roles and functions and in
formulating plan of action to address the problem;
e. Equip Barangay Tanods and BADAC Auxiliary Team on their roles and functions
in the campaign against street-level illegal drug trade through seminars or
trainings;
f. Coordinate and collaborate with other institution implementing programs and
projects on drug abuse prevention at the barangay level;
g. Continuously gather and update data on all drug related incidents and effect on
the peace and order situation in the barangay including listing of suspected drug
users and pushers;
h. Submit a monthly report to the City/ Municipality Anti-Drug Abuse Council
(C/MADAC) copy furnished the DILG-Municipal Field Office.
i. Refer suspected drug user to the (C-MADAC) and other institution for
corresponding counseling and / or rehabilitation;
j. Conduct an Information, Education Campaign (IEC) on illegal drug demand
reduction;
k. Monitor, disposition and progress of drug-related cases filed; and
l. Perform other related functions.

SECTION 3: BADAC Committees. Different BADAC committees shall be created and


perform their roles and responsibilities to curb illegal drugs and other substances at the barangay
jurisdiction.

b. Roles and Responsibilities:

i. Prepare and maintain a confidential list of suspected users, pushers, financiers


and/ or protectors of illegal drug trade found in the barangay area of jurisdiction
to be submitted to the C/MADAC copy furnished to the PNP- Anti-Illegal Drugs
Special Operations Task (AIDSOFT); and
ii. Established rehabilitation/referral desk and process applications for rehabilitation
of drug dependents.

c. Pre-Operations:

i. Identification of drug affected house cluster, work places, streets, puroks and
sitios where manufacture, delivery, sale or use of illegal drugs are being
conducted and to report the same immediately to the PNP or the Philippine Drug
Enforcement Agency (PDEA);
ii. Conduct administrative searches of suspected drug dens/ laboratories;
iii. Conduct briefing, meetings prior to the launching of operation to ensure positive
results and safety of the operating teams and the community.

d. During Operations:

i. Ensure safety of the community and regularity of the operations;


ii. Any elected barangay official during the operations to witness the inventory of
seized drugs /paraphernalia;
iii. Extend such other necessary to the PDEA and PNP authorities in its operation
against illegal drugs including but limited to the preservation of evidence and
protection of eyewitness and suspects against unlawful facts.

e. Post-Operations:

i. The elected barangay officials during the operations shall execute an affidavit and
acts as witness in court hearings in the prosecution of drug cases;
ii. Submit reports of drug-clearing operations conducted, if any, to the C/MADAC
copy furnished the DILG-Municipal Field Office.

II. Committee on Advocacy:

b. Roles and Responsibilities:

i. Coordinate and collaborate with other institutions in the barangay, if any, [i.e.
Barangay Intelligence Network (BIN) - “The Eye in the Barangay”; Barangay
Peacekeeping Action Team (BPAT); etc.] in implementing programs and
projects on anti-illegal drug abuse;
ii. Conduct consultative meetings with organization in the barangay, such as the :
Parent-Teacher Community Association (PTCA); Youth Groups; Boy and Girl
Scout; Religious Organization; Senior Citizens; Homeowner Associations;
Neighborhood Associations; Puroks and Tricycle Operators and Drivers
Association (TODA) and other organizations existing in the community to get
their commitment to assist in curbing the drug menace in the community;
iii. Strengthen the family by promoting values, parental care and guidance that will
prevent children from attempting to and/ or use of prohibited drugs;
iv. Strengthen the linkages of the Barangay Officials with the community, higher
LGU’s local police and PDEA on anti-illegal drug campaign;
v. Conduct necessary seminars for the community on the dangers of illegal drugs in
coordination with the PNP;
vi. Empower the community in reporting drug related cases through an award/
commendation system; and
vii. Identify and implement sustainable livelihood projects as a reintegration programs
to former drug pushers and drug addicts.

SECTION 4. Repealing Clause.


All provision issuances which are inconsistent herewith are hereby repealed or modified
accordingly.

SECTION 5. Effectivity.

This Executive Order shall take effect immediately.

AN ORDER CREATING THE MAMAMAYANG AYAW SA ANOMALYA, MAMAMAYANG AYAW SA ILIGAL NA DROGA
(MASA MASID), DEFINING ITS ROLES AND FUNCTIONS AND FOR OTHER PURPOSES

WHEREAS, Article II, Section 23 of the 1987 Philippine Constitution states that the State shall encourage
non-governmental, community-based or sectoral organizations that promote the welfare of the nation;

WHEREAS, RA 9165, also known as the ‘Comprehensive Dangerous Drugs Act of 2002’ protects that state
and its individuals from the possible harms brought about by the abuse of illegal drug substances and supports the
unrelenting campaign against trafficking and use of illegal drugs through and effective enforcement of anti-drug
policies, programs and projects;

WHEREAS, Section 3 (l) of RA 7160, states that ‘the participation of the private sector in local governance,
particularly in the delivery of basic services shall be encouraged to ensure the viability of local autonomy as an
alternative strategy for sustainable development and Section 35 which likewise state that Local government units
may enter into joint ventures and such other cooperative arrangements with people’s organization and non-
governmental organizations to engage in the delivery of certain basic services, capability buildings;

WHEREAS, DILG Memorandum Circular 2015-63 or the ‘Revitalization of the Barangay Anti-Drug Abuse
Councils (BADAC) and their role in the drug clearing operations’ which reinforces the mandate of the barangays to
adopt measures towards the prevention and eradication of drug abuse, etc.;

WHEREAS, in response to the foregoing provisions DILG MC No. 2016-116 was issued to implement the
MASA MASID Program to address the long standing battle against criminality, corruption and illegal drugs, it will
embark on the participation of the common people to spark the spirit of volunteerism in the community;

NOW THEREFORE, I, RICHARD P.ARISGA, Punong Barangay of Barangay Manurabi by virtue of the powers
vested in me by law do hereby order the following:

Section 1. Organization & Composition. The Masa Masid Team is hereby organized which will be
composed of the following:

Members of the UBAS Barangay Action Team (BATs) who are representative of the following organizations
and CSO and NGO members of BADAC & BPOC:

Section 2. Roles & responsibilities. The Masa Masid Team shall perform the following:

a. On Advocacy and Education Campaign:


1. Conduct information and education campaign;
2. Organize forums, seminars, and related activities on prevention and demand reduction;
3. Secure the support of the local media such as radio, print, and the use of the social media;
4. Coordinate and partner with the schools for possible partnership on information drive against illegal
drugs;
5. Forge partnership with local organizations whose primary mission is to fight illegal drugs and illegal
drug activities;
6. Encourage the support of interfaith leaders to incorporateanti-illegal drug advocacy in their services;

b. On Information Gathering and Reporting:


1. Encourage the support of the community on gathering and reporting information on any incident related
to illegal drug activities; and
2. Institute reporting mechanism in consultation with the local PNP and church /or faith based
organization;

c. On Community-Based Rehabilitation
1. Monitor the progress of the Recovering Drug Dependents (RDDs);
2. Work with the network on local volunteers on the implementation of intervetions for community based
rehabilitation programs; and
3. Assist in the reintegration of the recovering drug dependents;

Section 3. Effectivity. This Executive Order shall take effect immediately.
