EXPRESSION OF INTEREST

CEWARN seeks to partner with Institutions in IGAD Member States

that will support its data collection and analysis work for conflict
early warning and response in the IGAD region.
The Intergovernmental Authority on Development (IGAD)’s Conflict Early Warning and
Early Response Mechanism (CEWARN) is seeking to partner with competent National
Research Institutes (NRIs) and/or well-established Civil Society Organisation (CSOs) in
IGAD Member States, to support its conflict early warning data collection and analysis
work across the IGAD region.

The NRIs are expected to support CEWARN’s conflict early warning data collection
function across its five sectors of focus, namely: Security, Social, Economy,
Environment and Governance. In addition, the NRIs are also expected to monitor
early response Initiatives as well as conduct thematic research and analysis across all
identified sectors.

Selected institutions will work closely with CEWARN and its national Conflict Early
Warning and Response Units (CEWERUs) in all IGAD Member States. They will ideally
have a wide national geographic coverage to enable nation-wide data collection,
research and analysis.

Specific competence that can inform the Early Warning and Early Response in
CEWARN’s sectors of economy, environment, governance, social, security and
response strategies is a MUST.

The NRI MUST demonstrate adequate and professional in-house capacity with at least
5-7 years consistent experience. It must also have competence to work with at least 2
but not more than 3 sectors. The partnership arrangement will be for at least 2 years
and subject to future renewal.

Proof of registration of the organisation in host country as well as physical location of

institution where it operates from is required before consideration.

Partnership modalities will be worked out with selected institutions.
