First, in ‘Technical Bid’, the tenderers have to submit the following technical papers duly attested by the competent authority in a sealed envelope. a) Xerox copy of proof of furnishing Income Tax return for the Assessment Year 2015-16. b) Copy of Permanent Account Number (PAN) ) Professional Tax clearance certificate d) VAT Registration Certificate with copy of furnishing return for the quarter ended on 30.06.2016. However, application submitted by the tenderer who have no VAT registration may also be considered having provision in Value Added Tax Rules 2005 to deduct Sales Tax at higher rate if other conditions are fulfilled. e) Valid credentials viz. Completion Certificate along with work orders, payment certificate issued by the Department & BoQ of the executed work. f) Contractors having experience in similar nature of work executed within last 5(five) years & also having credential of at least 40% of the amount put to tender in a single work shall only be qualified for the ‘Financial Bid’. If the tenderer fails to submit any of the above documents, his tender will outrightly rejected. 2. In “Financial Bid”, there will be the following documents in a sealed envelope: a) Only Tender Paper with quoted percentage rate along with the requisite earnest money deposited by Bank Draft purchased from any Nationalised Bank payable at Bankura in favour of the Accounts Officer, Paschimanchal Unnayan Parshad. ‘The tender should be addressed to the Chief Executive Officer, Paschimanchal Unnayan Parshad, Bankura. Tenderers have to mention the NIT No. and Name of the work on the body of the < WAYenvelope. Authority does not bind himself to accept the lowest tender and can reject any or all tender / tenders without assigning any reason whatsoever. Tenders received without Eanes, Money will outrightly rejected. ‘The work must be commenced as specified in the work order under the supervision of the concerned Sub-Assistant Engineer / Assistant Engineer. The work must be completed within specified period as noted in the work order and no extension of time will be allowed. He, whose tender will be accepted, will be liable to execute more or less quantity as indicated in the working schedule for the interest of the work. The proportionate progress of work will be reviewed by the end of each fortnight and if the progress is not up to the satisfaction, penalty as per clause of tender will be imposed. All contractors has to be registered themselves under the building and other construction workers (Regulation of Employment and conditions of service) Act 1996 and 1% (one percent) of the bill value will be deducted from each bill as Labour Cess. The conditions of the Tender Notice will be a part of agreement. 3. ORIGINAL VERIFICATION OF DOCUMENTS: Lowest Tenderer must produced his original documents for verification on the date which will be intimated to him from this end. If he fails to produce such original documents, his tender will be liable to be disqualified, 4. STATUTORY DEDUCTION: Income Tax @ 1 / 2 % (as applicable), VAT @ 3 / 5 % (as applicable), Labour Welfare Cess @ 1% shall be deducted from the gross amount of bill. (Rate may be changed as per direction of competent authority) In addition to above, before payment the following documents are required to be produced. i) Xerox copy of Labour License as per provision of “West Bengal Contract Labour (Regulation & Abolition) Act 1970” for execution of the scheme. (Original to be shown for verification). ii) Xerox copy of D.C.R (with R.A. Bill) or original copy of D.C.R (with Final Bill) as a documentary evidence for payment of Royalty and Cess on Minor Minerals or original challan(s) / Carrying Order(s) mentioned name of Agency, NIT No. and date received from Govt. Approved Lessee / Permit holder . 6. Authority reserves the right to accept/reject the tender fully without assigning any reason whatsoever. 7. Contract documents consisting of the detailed plans, complete specifications, the schedule of quantities of the works to be done and the set of “Conditions of Contract” can be downloaded from the website of the Paschimanchal Unnayan Parshad. 8. The rate should be quoted both in words & figures in percentage below/ above/ at par of the rates of the attached schedule. 9. The contractor, whose tender is accepted, will be liable to deposit SD money including EMD @ 10% of the tender. 10. The successful tenderer shall have to execute formal agreement in prescribed manner, 11. Notice Inviting Tender and general conditions and specification must be signed by the tenderers. All correction in the tender must be signed with date by the tenderer before submission of tenders. 12. The intending tenderer must visit the site prior to submission of tender.
