Department of Education é Se, MIMAROPA Region : B # SCHOOLS DIVISION OF PALAWAN SSPE PEO Road, Bancao-Bancao, Puerto Princesa City March 6, 2019 DIVISION MEMORANDUM No, 262 8, 2019 'D OF SCHOOL YEAR (EOSY) RITES AND*CHECKING OF YEAR END REPORTS FOR SCHOOL YEAR 2018-2019 To: CID and SGOD Chiefs All Education Program Supervisors All Elementary/Secondary School Heads Both Public and Private Schools 1 As ilated in the DepEd Order No. 3, s. 2019 entitled “School Year 2018-2019 K to 12 Basic Education Program End of School Year Rites” the theme for this year’s ceremony is “Pagkakaisa sa Pagkakaiba-iba: Kalidad na Edukasyon para sa lahat (Unity in Diversity: Quality Education for All). The theme has already been translated in the different Mother Tongue in Palawan, Hence, the use of the Mother Tongue translated theme is advised, 2. ‘The conduct of EOSY rites should not be earlier then April 1, 2019 and not later than April $,2019. Recognition rites should be held separately; if the Graduation is in the morning, then the recognition should be in the afternoon, or vice versa. To ensure the uniformity of the EOSY Rites program, a unified program is hereto attached. 3. In line with the government's austerity program, DepEd reiterates the flowing policies: a) Graduation rites should be simple but meaningful to encourage civil rights, a sense of community, and personal responsibility. While these rites mark a milestone in the life of the leamers, these should be conducted without excessive spending, extravagant altire and extraordinary venue; b) Moving Up or Completion Ceremonies should be simple, involving only the learners, their parents and the school, and ©) Non-academic projects such as attendance to field trips, film showing, Junior-Senior Promenade, and other school events should not be imposed as requirements for graduation or completion. For Public Schools 4) Expenses relative to the activity should be charged to the school Maintenance and Other Operation Expenses subject to existing guidelines. No DepEd Personnel shall be allowed tocollect any kind of contribution or fee for graduation/moving up/completion ceremony, 4. The EOSY rites and moving up or completion ceremony shall be conducted in an appropriate solemn ceremony befitting the learners and their parents and shall not be used as political forum, DepEd reiterates the strict compliance of D.O. 48, s. entitled “Probation of Electioneering and Partisan Political Activity, ‘5. __ Awarding of honors to leamers from Grades I to 12 shall follow the guidelines in D.O. 36, S. 2016 entitled “Policy Guidelines on Awards and Recognition for the K to 12 Basic Education Program.” CHECKING OF FORMS 6 To ensure accuracy of the report to be submitted, the checking of Year-End Report will ‘commence at the school level on March 18-22,2019; then to the District level checking committee and the final checking at the Division level on March 25-29, 2019. The signing of Senior High School diplomas will be at the Division office, The following are the school forms which shall be checked and submitted: SF 1, SF2, SF4, SPS, SFSK (Kinder) and SF10. > For the Senior High School, the same School Forms shall be checked and submitted ‘except that the SES will be SFSB. > To facilitate queries re: EOSY reports, the Planning and Research section shall serve as helpdesk during the checking at the division level. 7. Ribbon width of the medal is 1 inch. The ribbon is Yellow for: With Highest Honors, Green for With High Honors and Blue for High Honors. Graduation/Moving Up Ceremonies should be held on April 1 to 5, 2019 while the Recognition Day should be held separately 3. Holding of Recognition Program, Graduation/Moving Up Ceremonies should not be beyond 6 PM. No conduct of activity during noon time particularly if there is no available shed 4. Real diplomas/certficates should be given during the graduation program. 5. ‘The size of centficate/diploma is 9.5 X 12.5 inches, 6. The practice of inviting guest speaker from any of the graduates of the school who serves as model is encouraged. 7, Message of the Guest Speaker should focus on the graduation theme Pagkakaisa sa Pagkakaiba-iba: Kalidad na Edukasyon para sa lahat (Unity in Diversity: Quality Education for All), The used of the Mother Tongue theme is advised. 8, Guest Speaker must be introduced properly 9. The term to be used for Honor Pupils are as follow: With highest Honors/May Pinakamataas na Karangalan, With High Honors/May Mataas na Karangalan and With Honors/May Karangalan, 10, The details of the backdrop or back curtain should be: (Sample only) 24th Graduation Ceremony 2nd Moving Up Ceremonies ‘Name of School and address Date ‘Theme —if possible, the mother tongue Nate of Guest Speaker (optional) 11, Rehearsal on the sequence of the Graduation/Moving Up Ceremonies should be conducted. Therefore, the practice on the acceptance of Diploma should be done 2. Drafts of the program for the Graduation/Moving Up Ceremonies should be checked by the District Supervisor’Secondary School head. 13, The time indicated in the cover of the program should be the time for the processional exclusive of assembly of graduates. 14, Only honor pupils of the graduating class should be honored during graduation. All others may be recognized during the Recognition Program. 15. If possible, avoid the guests to occupy upstage. Provide seats for them below at the front side of the stage Refrain children, spectators, dogs and other animals to goto and pro onstage 16, Don’t let the space for the parents and the graduates be occupied by the camera men, relatives of the graduates and spectators. 17. Rehearsal on the operation of sounds and playing of music with the assigned operator is being suggested. 18, Master of ceremonies should minimize adlibs of lines/dialogues.
